Thursday, March 31: At 10:53 am officers arrested Stephanie Arvella Goff on an outstanding Dallas County arrest warrant on a probation violation. Goff was transported to Dallas County. At 5:03 officers investigated a single vehicle  accident at Greene County Medical Center. Ashlyn Haley Wilkins-South of Jefferson was eastbound in the parking lot in an area where there is a 10-foot drop off to the sidewalk below. Wilkins-South pulled into a marked parking space on the east side of the parking lot. She pulled too far forward and went to put the vehicle in reverse, but mistakenly put the car in drive and pressed the accelerator. The vehicle went forward off the edge of the parking lot. It came to rest on its four tires, between the sidewalk and slightly into the roadway. The driver and a passenger were both taken into ER to be evaluated for possible injuries. Both front air bags were deployed and 2014 Chevrolet Impala is considered to be a total loss. At 11:13 pm a complainant reported criminal mischief to a vehicle in the 1000 block of N. Walnut St.

Wednesday, March 30: At 12:10 pm an officer investigated a possible hit and run accident reported to have occurred in the Hy-Vee parking lot. Steve Bosshart returned to his 1998 GMC Safari van after shopping and discovered new damage to the vehicle. The officer estimated the damage to be around $200 to repair. Officers are working with Hy-Vee to see video surveillance footage of the parking lot during that time period. At 5:03 pm a complainant reported a burglary to a closed business in the 100 block of N. Chestnut St. An investigation has begun. ****** The officer has received lab test results on items seized during the execution of a search warrant executed Jan. 20 at a residence in the 300 block of N. Wilson. Charges have been completed in the matter. Zakkariah Dylan-Levi Boudewyn, 23, of Jefferson has been charged with possession of methamphetamine – first offense (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. Gilbert James Montgomery, 59, of Jefferson has been charged with possession of marijuana – third or subsequent offense (Class D felony) and possession of drug paraphernalia*. Jessica Lynn Waddell, 34, of Jefferson has been charged with possession of methamphetamine – third or subsequent offence (Class D felony) and possession of drug paraphernalia*. Also, Tammy Ann Tolsdorf, 49, of Jefferson was charged with possession of methamphetamine – third or subsequent offense and possession of drug paraphernalia.

Tuesday, March 29: At 10:54 am a DCI agent spoke with an officer and advised of a tip from the National Center for Missing & Exploited Children. The NCMEC’s agents had learned of a male subject in Jefferson that was having inappropriate contact with a 12-year-old female in Texas through social media. The officer has started an investigation. ******* As reported on March 28, a Jefferson officer worked with the Boone County  sheriff’s office and federal agents on a forgery case involving fraudulent checks being written in local businesses. Arrest warrants have been sought in the matter. Arrest warrants have been requested for Cynthia Louise Hobbs, 41, of unknown address for forgery (four counts) and identity theft- more than $1,000 (Class D felonies), and ongoing criminal conduct (Class B felony)*. Numerous agencies in Iowa have similar on-going cases involving Hobbs and are working with federal agents to locate her.

Monday, March 28: At 2:39 am a complainant advised of an intoxicated male knocking on her door and yelling in the 100 block of W. Monroe St. As officers arrived in the area, the male subject began  to run to the north. The officer located the male subject in the 100 block of E. Harrison St. The officer made contact with the male near the Jefferson Telecom office. The officer’s investigation led to the arrest of Joe Edward Blackmon, 40, of Jefferson for public intoxication – third or subsequent (aggravated misdemeanor)*. At 6:20 am staff at Kum & Go requested an officer for an overnight theft that had occurred there. The business provided the officer with video footage of a  shoplifting theft that had occurred at 2:10 am. The officer knew the male subject in the video to be Joe Blackmon. The officer has applied for an arrest warrant for theft-fifth degree (simple misdemeanor)*. At 2:08 pm a complainant reported a stolen Iowa registration plate from her vehicle at a residence in the 200 block of E. McKinley St. At 3:13 pm a complainant reported finding prescription medications in a juvenile’s possession at a residence in the 300 block of S. Cedar St. The medications were prescribed to another family member, not the juvenile. The officer started an investigation. ****** On 02/27 an officer began an investigation in Jefferson involving checks being forged and written at a local business. The investigation has been completed and arrest warrants have been issued for Kaleb Brook McKinsey, 26, of Jefferson. McKinsey has been charged with two counts of forgery (Class D felony)*.

Saturday, March 26: At 9:19 am the Boone County sheriff’s office spoke to a JPD officer about a forgery case being worked there. Forged checks from Boone County had been written in four Jefferson businesses. The officer obtained video of the subjects from the area businesses. He learned the identity of the two female subjects and learned that the US marshals’ office is also working a federal case against the subjects. The officer is providing the federal agents with information and they will handle criminal charges.

Friday, March 25: At 9:20 pm officers investigated a car-deer accident in the 800 block of S. Elm St. Richard Wilcox of Jefferson was driving a 2000 Mercury Villager when he struck a deer. Damage to the vehicle was estimated at $2,000.

Wednesday, March 23: At 12:34 am an officer arrested Stephanie Arvella Goff, 45, of Jefferson on outstanding JPD warrants. Arrest warrants had been issued for Goff after the conclusion of two investigations into burglaries to vacant properties in Jefferson. Goff has been charged with burglary-third degree (class D felony), possession of methamphetamine- third or subsequent offense, (class D felony), possession of marijuana – third or subsequent offense (aggravated misdemeanor), and theft-third degree (aggravated). Goff’s husband, John Matthew Goff, 42 of Jefferson, has matching arrest warrants and is still at large. At 2:59 pm an officer arrested Craig Darwin Presley, 55 of Jefferson on an outstanding Hardin County arrest warrant for failure to appear. At 7:48 pm a JPD officer’s assistance was requested by a Greene County deputy with stopping a vehicle entering Jefferson from the south on Highway 4. The vehicle had been involved in a property damage accident in southern Greene County. The officer located the vehicle and performed a traffic stop near Elm and Lincoln Way. The driver’s information was obtained and passed on to the deputy.

Monday, March 21: At 9:47 am a complainant reported a verbal domestic occurring at a residence in the 300 block of N. Chestnut St.  Officers responded and made contact with a couple at the address. They advised they were having a verbal argument. Patrick Kennedy, 31, of Jefferson was placed into custody on an outstanding Guthrie County arrest warrant for theft-fifth degree (simple)*. At 1:26 pm a complainant spoke with an officer about obtaining a protective order against a male who had broken items at her residence in the 400 block of S. Pinet St. As the officer was leaving the LEC to speak to the complainant, he noticed the male subject walking through the parking lot of the LEC. The male had an outstanding arrest warrant out of Guthrie County for harassment-first degree*. The officer made contact with Nicholas Anthony Balderas, 24, of Jefferson. Balderas would not obey commands from the officers and a short struggle ensued. Balderas was placed into custody and charged with public intoxication-third or subsequent offense (aggravated misdemeanor) and interference with official acts (simple misdemeanor)*. At 1:57 pm officers responded to a backing accident in the parking lot at Greene County Medical Center. Johnetta Harms of Jefferson was westbound in the parking lot driving a 2013 Buick Regal. Edana Delagardelle of Jefferson backed her 2014 Chevrolet Cruze from a parking space and struck Harms’ vehicle. Both vehicles suffered light damage. The accident occurred outside of the roadway on private property, so no citations were issued.

Saturday, March 19: At 2:34 pm a Greene County deputy investigated an altercation that had occurred in Grand Junction and requested assistance from a JPD officer. The deputy requested the officer locate two subjects that had left and gone to Jefferson before the arrival of the deputy. The officer located the subjects at a residence in the 100 block of E. Washington St and remained with them until the deputy’s arrival.

Friday, March 18: At 5:34 pm an officer investigated a two vehicle property damage accident at Russell and S. Vine St. Alison Gallagher of Jefferson left the posted yield sign northbound on Vine and struck the driver’s side of a vehicle driven by Tyler Lowmiller of Jefferson westbound on Russell St. Gallagher continued over the curb and struck a tree in the northwest corner of the intersection. Gallagher was transported by Greene County EMS for possible injuries. She was cited for failure to obey a yield sign. Damage to the vehicle she was driving, a 1999 Toyota Camry owned by Melinda Gallagher, exceeded value. Damage to Lowmiller’s Chevy Avalanche was estimated at $1,500.

Thursday, March 17: At 12:08 am officers had continued to “Ping” the cell phone of Branden Smith throughout the previous day. At about 8 pm, Smith’s phone was pinging in Perry. The Perry police department assisted by attempting to locate Smith in Perry, but was unsuccessful. At about 12:08 am officers learned Smith had been picked up in Perry by a family member and they were heading towards Jefferson. It was reported the Smith was going to surrender himself at the law enforcement center after returning to town. A Greene County deputy assisted by following the Smith vehicle after they entered Greene County. A Jefferson officer drove to the Rippey area and began to follow the Smith vehicle as well. When Smith reached Jefferson, he stopped his vehicle in the 100 Block of N. Cedar St and exited his vehicle. Smith began to ignore orders from the officers and advised he wanted to go to his residence and change clothing before surrendering. Smith continued to ignore commands to get on the ground and began to walk towards his running vehicle. A Greene County deputy deployed his taser at Smith after giving several verbal warnings he would do so. Only one probe from the deputy’s taser made contact with Smith. He continued to ignore commands. The deputy and officers took Smith to the ground and attempted to handcuff him. The deputy deployed a drive stun with his taser to Smith’s upper back and they were able to get him into custody. He was transported to the LEC. Branden Gerrick Smith, 40, of Jefferson was charged with interference with official acts and booked into jail on the warrant for domestic abuse assault- third offense (Class D felony) and assault (simple misdemeanor).* ****An officer completed his investigation of a juvenile spray painting graffiti on the pillars under the Elm St overpass March 7. Noah Adam Bowen, 15, of Jefferson has been charged in juvenile court with criminal mischief-fourth degree (serious misdemeanor)*.

Wednesday, March 16: At 6:27 am a complainant spoke to an officer about receiving harassing and threatening text messages from her estranged husband. It was reported that he was also making suicidal threats to her. There was an outstanding JPD warrant, for the man, Branden Smith, for a domestic abuse incident from March 14. Officers began working with Smith’s cellular provider to “ping” his cell phone to obtain a location for him. The phone was pinging in the Des Moines area. Officers were assisted by the Des Moines  police department and the Iowa State Patrol in trying to locate Smith. At 11:47 am David Jaskey reported damage to his 2008 Toyota Prius. Jaskey had discovered the damage, but could not advise exactly where in town it may have occurred. Damage to the front left fender was estimated at $200. At 3:53 pm staff at Kum & Go reported receiving harassing phone calls from a female in Jefferson. The officer is investigating.

Tuesday, March 15: At 8:30 am a complainant reported a criminal mischief to a vehicle in the 700 block of S. Chestnut St. At 9:30 am JPD officers assisted the Greene County and Carroll County canine units with a search of the parking lot and hallways of the Greene County High School and Middle School. Both buildings were placed in lock down as the searches were conducted. The canines indicated on two vehicles and two lockers, all at the high school. The lockers and vehicles were then searched after obtaining a consent search from the students. One item of interest was located in a vehicle. The investigation continues at this time. At 4:04 pm staff at Regency Park reported the theft of medications there. An investigation has begun. ******Juvenile arrest warrants have been obtained for Brandon Lee Ferguson, and Jamie Skylar Blackmon, 16, both of Jefferson for possession of marijuana-first offense (serious misdemeanor)*. Charges were also sent to juvenile court for both subjects for possession of drug paraphernalia – simple*. The charges stem from an investigation that began Feb. 25 after a traffic stop by a JPD officer.

Monday, March 14: At 5:52 pm officers were called to a residence in the 300 block of E. Lincoln Way for a reported domestic situation. The officer attempted to speak to the occupants of the residence, but no one would speak to him. The officer was eventually told to leave the residence. The officer did not observe anything that pointed towards criminal activity occurring at the residence. At 6:36 pm officers were called back to the residence. The officer’s investigation showed probable cause to show a domestic abuse assault had occurred between occupants at the residence. The male party had fled from the area after assaulting the female. Another male at the residence had also been assaulted by the fleeing suspect. Arrest warrants are being sought for Branden Gerrick Smith, 39, of Jefferson for domestic abuse assault-third offense (class D felony) and assault-simple*.

Sunday, March 13: At 1:56 am staff at Wild Rose Casino requested an officer for an intoxicated female in the parking lot there. The officer’s investigation led to the arrest of Benita Velez, 26, of Albert Lea, MN, for public intoxication (simple misdemeanor)*. At 8:05 pm an officer performed a traffic stop in the 100 block of N. Pinet St on a vehicle with a headlight out. The officer learned the male driver had two outstanding arrest warrants, one from Boone County and one from Greene County. Jamie Rae Biggart, 41, of Jefferson was transported to the LEC for the outstanding warrants.

Saturday, March 12: At 2:15 am an officer locked a vehicle on radar in the 1800 block of N. Elm St. The radar locked the vehicle’s speed at 50 in a 40 mph zone. The officer turned around and performed a traffic stop in the parking lot at Cobblestone Inn. The officer’s investigation led to the arrest of Juarez Jaime Coronado for operating while intoxicated (OWI)-second offense*. Coronado was also cited for excessive speed. At 12:15 pm staff at Ace Hardware reported a shoplifting theft had occurred the previous day. The officer has been provided video surveillance of the event and has started an investigation. At 4:56 pm a complainant reported three juvenile males setting off fireworks near the bike trail in the 500 block of E. Wilcoxway. The officer made contact with the three males and parents were contacted. At 9:11 pm a Boone County dispatcher advised of a careless driver who was westbound on Highway 30 heading toward Jefferson. It was reported the vehicle had nearly sideswiped two vehicles. The officer located the vehicle as it entered the Jefferson city limits. A traffic stop was performed at Highway 30 and N. Grimmell Road. While gathering the driver’s information, the officer could smell the odor of marijuana coming from the vehicle. The officer’s investigation led to the arrest of Nickalos Andrew Brown, 20, of Jefferson for possession of marijuana-first offense (serious misdemeanor)*. Suspected narcotics were located and seized from the vehicle.

Friday, March 11: At 2:26 am an officer investigated a backing accident in the parking lot at the Greene County EMS office at 204 N. Grimmell Rd. Richard Moranville of Jefferson was backing from a parking spot and made contact with a parked vehicle owned by Lori Harrah of Jefferson. Moranville’s 1997 Chevy Silverado pickup truck sustained damage estimated at $100. Damage to Harrah’s 2005 Buick LaCrosse was estimated at $1,200. The accident occurred on private property so a citation was not issued. At 1:25 pm a complainant reported two thefts from a residence in the 100 block of E. Clark St. The complainant had not received two separate packages delivered to her residence. She had verified that the US Postal Service had left the packages at the address, but she did not get them. The officer is investigating. At 11:30 pm a complainant reported hearing gunshots in the area of the 800 block of W. Lincoln Way. The officer did not locate the source of the noise.

Thursday, March 10: At 3:51 am an officer initiated traffic stop with a vehicle that had a defective tail light lens in the 500 block of W. Lincoln Way. The vehicle pulled south into the alley and proceeded to the back yard of 103 South Pinet St before stopping. The officer made contact with a male driver and a female passenger. During the stop the officer smelled the odor of alcohol coming from the vehicle. Both subjects admitted to consuming alcohol and advised of unopened containers of alcohol in the vehicle. As the officer continued his investigation, the male party   cooperated fully with the officer. The female passenger would not identify herself and began to exit the vehicle. Both the officer and the male driver advised the female to remain in the vehicle. The female exited the vehicle and began walking away. The officer advised the female to return to the vehicle, which she refused to do. After numerous warnings to get back into the vehicle, the officer advised the female she was under arrest. While attempting to handcuff the female a struggle began between the officer and the female. A Greene county deputy arrived and assisted the officer in handcuffing the female. The officer received minor injuries in the struggle. While being transported to the law enforcement center, the female began kicking the interior windows and  door panels of the rear doors of the patrol vehicle, causing damage to them. After reaching the law enforcement center, the female continued to be combative and spitting on the officer and deputy. The female was placed in a holding room before being processed into the jail. During that time she caused significant damage to the walls of the holding room. The female then assaulted a jailer while being moved to a detention cell. Tesa Renee Binns, 19, of Jefferson was charged with interference with official acts/causing bodily injury (aggravated), possession of alcohol by underage person – first offense (simple), disorderly conduct/fighting or violent behavior (simple), criminal mischief – second degree (Class D felony) and three counts of  assault on persons in certain occupations (aggravated)*. Binns was also charged by a Greene County deputy with criminal mischief – second degree* for damaging the holding room. The driver of the vehicle, Michael Allen Von Stein, 20, of Jefferson was issued a citation for possession of alcohol by underage person – simple. The officer and marked patrol vehicle were equipped with  cameras, which clearly captured the event.

Wednesday, March 9: At 11:29 am while on patrol an officer spotted a wanted female that was a passenger in a vehicle. The officer performed a traffic stop on the vehicle in the 100 block of S. Wilson. Heather Thelma Ott Erwin of Jefferson was taken into custody for an outstanding JPD arrest warrant for possession of methamphetamine with intent to deliver (Class B felony)*. Ott also had probation violation warrant*. At 11:57 am a complainant reported smoke coming from a transformer in the 700 block of S. Elm St. Alliant Energy was contacted. At 12:38 pm the Jefferson public works director reported city crews finding garbage and paint cans at the brush dump site at Daubendiek park. They had located mail containing a name and address in the garbage. The officer made contact with a Jefferson resident, who advised they had completed home renovations and the hired contractor had hauled away a pile of brush. The resident believed the subject must have taken the bag of garbage by mistake and dumped it with the brush.

Tuesday, March 8: At 9:21 am a complainant reported a possible violation of a no contact order by a third party contact. At 10:20 am staff at Greene County High School requested an officer after locating possible illegal substances in the school. The officer tested the substance and determined it not to be illegal. At 4:43 pm an officer assisted the city building inspector at a residence in the 500 block of S. Walnut St. Household items and furniture where piled on a burn pile in the back yard of the residence. The occupants were advised that city ordinances only allow the open burning of yard waste.

Monday, March 7: At 5:47 pm an officer was advised of a male juvenile spray painting graffiti on the support columns under the overpass. The officer caught the male juvenile in the act of spray painting. He was transported to the LEC and later released to a parent. The officer will get estimates to remove the graffiti and the dollar amount of cleanup will determine the degree of criminal mischief. Charges will be filed against the juvenile after estimates are collected.

Sunday, March 6: Routine activity reported.

Saturday, March 5: At 12:01 am a traffic stop was performed on a vehicle at N. Grimmell Road and Highway 30. The officer’s investigation led to the driver of the vehicle, Brianna Wolf of Grand Junction, being cited for driving while suspended and open alcohol container-driver. A passenger in the vehicle, Gary Sinkuler of Jefferson, was arrested for an outstanding Blackhawk County arrest warrant for contempt of court – non-payment of child support. At 2:02 pm officer investigated a two vehicle property damage accident in the 600 block of East Highway 30. Chad Sanderson of Jefferson was eastbound following Doug Whipple, also of Jefferson. Whipple slowed to navigate turning from Highway 30 onto N. Mulberry St. Sanderson did not slow down enough and struck the rear of the vehicle Whipple was driving. Sanderson continued into the south ditch. Sanderson was cited for failure to stop in the assured clear distance ahead. Damage to his 1992 Chevrolet Suburban and to the vehicle Whipple was driving, a 2014 Chevrolet Silverado owned by Randy Lafreniere of Panora, was estimated at $1,500 each.

Friday, March 4: At 10:20 am officers arrested Stephanie Goff on an outstanding Dallas County arrest warrant for a probation violation. At 12:58 a complainant reported a wallet stolen from an unlocked vehicle in the 500 block of W. Madison St. Someone had attempted to use a debit card from the wallet in Jefferson. The officer is working on the investigation. At 3:34 pm an officer investigated a two vehicle property damage accident at the corner of W. State and N. Pinet St. Kendra Wilke of Jefferson was southbound on Pinet driving a 2006 Pontiac Grand Prix. Joshua Kuipers of Jefferson was eastbound on State St driving a 2004 Dodge Ram 1500 pickup truck. The vehicles collided in the uncontrolled intersection. Wilke was cited for failure to yield to the vehicle on the right. Damage to her Grand Prix was estimated at $3,000. Damage to Kuipers’ pickup truck was estimated at $1,500.

Thursday, March 3: At 8 am a JPD officer assisted the Greene County sheriff’s office with the execution of a search warrant in the county. At 9:50 am a complainant reported an overnight burglary at a residence in the 500 block of S. Walnut St. At 1:44 pm a complainant reported a possible burglary at a residence in the 100 block of N. Grimmell Road. At 2:39 pm a complainant spoke with an officer about being harassed on Facebook. The officer advised that when you place yourself on social media, this can be a product of doing so. The complainant was advised to block the person or close the account.

Wednesday, March 2: At 12:05 pm a complainant reported missing currency from her residence in the 500 block of E. Monroe St. The officer is investigating. At 2:12 pm JPD officers were assisted by the Greene County sheriff’s office in the execution of a search warrant at 504 S. Walnut St. Suspected narcotics and paraphernalia were removed from the residence. Charges are pending at this time. At 4:06 pm a complainant spoke with an officer about a possible harassment occurring against his juvenile daughter. At 10:45 pm a complainant reported a female friend of his in Jefferson had posted on Facebook that she needed help. The female had advised her boyfriend had beaten her up. The complainant provided the address of his friend. Officers went to the address and found a couple involved in an argument. The officer’s investigation led to the arrest of Steven Logan Dzuris of Jefferson for domestic abuse assault – second offense (aggravated misdemeanor) and obstruction of emergency communications (simple)*.

Tuesday, March 1: At 9:11 am a complainant reported a burglary to a residence in the 200 block of N. Oak St. At 6:33 pm a complainant reported missing items from a storage unit in the 100 block of N. Grimmell Road.
