Police blotter – June 2022

Following are excerpts of activities reported by the Jefferson police department:

Thursday, June 30: At 10:55 am an officer investigated an accident in the 1400 block of N. Elm St. Joshua Orr of Lehigh was northbound in the outside lane driving a 2006 International Semi and trailer, owned by Ft. Dodge Distributing. He signaled to make a right turn into a business. He then began to enter the inside lane to navigate a wide turn into the business drive and struck a 2008 Dodge Ram 1500, driven by Thomas Patrick of Jefferson and owned by Darrin Charlson. Patrick was attempting to go past in the outside lane. Orr was cited for turning from improper lane. Patrick was cited for fail to provide proof of financial liability- accident related. Damage to Orr’s rig was estimated at $2,000. Damage to Charlson’s pickup truck exceeded value. At 8:20 pm staff at the Jefferson public library reported criminal mischief. Unknown person(s) had used spray paint to “tag” the walls of the basement entry. The officer is investigating.

Wednesday, June 29: At 6:37 am management at HyVee reported a shoplifting event. The subject had left the item near the front door as he left the business. Store management was not interested in a criminal charge, but advised they would ban the subject from the property. At 6:18 pm a complainant requested an officer to check vape pods she had located in the possession of her juvenile child. The officer issued the subject a citation for person under 21 using vape products.

Tuesday, June 28: At 1:32 am an officer located subjects in a mini-storage unit at Mike’s Storage and More and spoke to them to determine if they were the renters of the unit. During the interaction, the officer learned the couple had an active order of protection in effect. The officer arrested Katelin Rae Lowmiller, 30, and Travis Austin Smith, 31, both of Jefferson and charged both with violation of a protective order (simple misdemeanor*. At 6:09 am an officer arrested Edwin Dillion Wade, 33, of Jefferson on an outstanding JPD warrant for domestic abuse assault (simple misdemeanor)*.

Monday, June 27: At 12:28 pm Ellen Morris reported she had backed her 2012 Chevrolet Traverse into a utility pole in the parking lot at Ace Hardware. Damage to the vehicle was estimated at $1,500. The pole was not damaged. At 1:08 pm Jefferson officers and the Jefferson fire department assisted the sheriff’s office in responding to a traffic accident on Highway 30 at Orchard Ave east of Jefferson. At 8:52 pm an officer assisted the sheriff’s office in responding to a one-vehicle accident near M Ave and 245th St in Jackson Township.

Saturday, June 25: At 5:28 pm a Greene County Community Center employee asked for assistance with a juvenile who would not comply with facility rules. An officer responded, spoke to the juvenile, and advised him to leave for the day. At 8:40 pm a complainant reported a subject who was harassing people near W. Lincoln Way and Vine St. An officer arrived and subsequently arrested Anthony Kies of Carroll for disorderly conduct and interference with official acts (simple misdemeanors). At 10:22 pm a complainant reported a dog running at large in the 800 block of W. State St An officer located the dog and took it to the animal shelter.

Friday, June 24: At 1:47 am a complainant reported seeing three teenage juveniles walking in the area of S. Elm and W. Madison St. An officer located the juveniles, spoke to them about the city curfew, and released them to an adult family member. At 4:18 am a complainant reported a stray dog in the 100 block of W. Madison St. An officer subsequently took the dog to the animal shelter. At 4:57 am a complainant reported a subject who appeared to be passed out on the road, near S. Oak and W. South St. An officer responded to the area and subsequently arrested Michael Olson of Jefferson for disorderly conduct (simple misdemeanor)*. At 6:58 pm a complainant reported a possible violation of a no contact order. An officer is investigating. At 10:55 pm a complainant reported a fight near W. Monroe and S. High Sts. An officer and a Greene County deputy responded and located the subjects involved. Titus Brown of Jefferson was subsequently arrested for public intoxication, disorderly conduct, and interference with official acts (simple misdemeanors*).

Thursday, June 23: At 10:58 a complainant reported someone yelling in the 700 block of W. Sunset Rd. An officer responded and subsequently arrested Eric Crystal of Jefferson for disorderly conduct (simple misdemeanor)*. At 4:53 pm Department of Human Services staff requested an officer’s assistance in the 400 block of N. Vine St. An officer responded and assisted as requested.

Wednesday, June 22: ***** As a result of an investigation started 6/13, a warrant was requested for Alexis Jordan of Grand Junction for theft- fifth degree (simple misdemeanor)*. *****As a result of an investigation started 6/18, a warrant was requested for Edwin Wade of Jefferson for domestic abuse assault (serious misdemeanor)*.  

Tuesday, June 21: At 7:07 am the Boone County sheriff’s office requested a Jefferson officer speak with a male in Jefferson regarding an investigation they were involved in. The officer made contact and passed the information onto the Boone County deputy. At 9:38 am the Jefferson PD assisted Greene County Ambulance and the medical examiner with a reported unattended death in the 100 block of W. Wilcox Way. *****As a result of an ongoing investigation the following warrants have been requested for Benjamin Jeffrey Ellingson, 37, of Jefferson: lascivious acts with a child (Class C felony), enticing a minor under the age of 16 for sexual purpose (Class D felony), continuous sex abuse of a child (B felony), prostitution (D felony), third degree sex abuse of a child of the same household (A felony), and sexual exploitation of a minor (C felony)*. *****As a result of an ongoing investigation the following warrants have been requested for Shanda Jean Ellingson, 39, of Jefferson: possession of drug paraphernalia (simple misdemeanor),  possession of marijuana (serious misdemeanor), domestic abuse assault while displaying a weapon  (aggravated misdemeanor),  willful injury  (C felony) solicitation of lascivious acts with a child (D felony), enticing a minor under the age of 16 for sexual purpose (D felony), continuous sex abuse of a child (B felony), and third degree sex abuse with child victim coerced by person in authority*.  

Monday, June 20: Routine activity reported.

Sunday, June 19: At 10:29 am an officer was called to a residence in the 700 block of N. Cedar St regarding to a domestic situation. The officer determined that the incident had occurred in Scranton earlier in the day. The officer detained a subject until a Greene County deputy could investigate the situation. The deputy subsequently arrested the subject. At 2:07 pm an officer was called to Casey’s General Store regarding a left. The officer subsequently arrested Joann Laxson for theft- fifth degree (simple misdemeanor)*.

Saturday, June 18: At 9:08 am an officer responded to a single vehicle motorcycle accident on S. Elm St near W. Madison St. Donald Miner of Jefferson was northbound driving his 2001 Kawasaki motorcycle when the vehicle experienced a mechanical failure, causing the driver to lose control and subsequently crash. No damage to the vehicle was reported. The driver suffered possible minor injuries. Miner was cited for financial liability violation- accident related.  

Friday, June 17: At 3:28 am an anonymous caller reported seeing a person near the entrance door at Bomgaars, and felt it was suspicious. An officer located the subject and determined they were attempting to catch a dog. At 10:27 am a complainant (no address given) reported his residence had been broken into and items were missing. The incident is under investigation. At 3:25 pm an officer assisted a subject with obtaining mental health treatment.

Thursday, June 16: At 1:54 am security staff at Wild Rose Casino reported a possibly intoxicated male sleeping outside of the Cobblestone Hotel building. The officer located the male and found he was having a medical issue. Greene County Ambulance was called to assist the male. At 2:37 pm a Humboldt police officer requested assistance with an ongoing investigation. The officer provided the requested help. At 3:18 pm Wild Rose Casino security staff requested assistance for a patron who was refusing to leave the property. The officers investigated the complaint. As a result of the investigation, Lukas Savage of Ames was arrested for trespass (simple misdemeanor)*.

Tuesday, June 14: At 2:02 am a complainant reported a suspicious truck in the 300 block of W. Russell St. The officer located the vehicle and spoke to the subject. The driver works for a repo company and was looking for a vehicle in the area for repossession. He had the proper paperwork. At 8:14 am staff at Fareway reported a theft had occurred there the previous day. Staff provided the officer video of the event. A suspect has been developed and the officer is investigating. At 12:11 pm an officer investigated a backing accident in the 100 block of E. Lincoln Way. Jason Sheldahl of Scranton backed into a parked 2004 Chevrolet C4500 owned by Owens Heating and Cooling. Sheldahl was cited for failure to maintain control. Damage to his 2006 Chevrolet K2500 was estimated at $5,000. Damage to the parked vehicle was estimated at $1,500. At 12:28 pm an officer investigated a second backing accident in the 100 block of E. Lincoln Way. Susan Clark of Grand Junction was eastbound driving her 2019 Ford Edge when Maxwell Neese of Grand Junction backed from a parking space and struck the passing vehicle. Neese was cited for unsafe backing upon a highway. Damage to his 2017 Dodge Challenger was estimated at $2,000. Damage to Clark’s vehicle was also estimated at $2,000. At 2:35 pm a complainant reported a tree branch had dropped on his powerline in the 700 block of W. Madison St. Alliant Energy was contacted to remove the branch from the wire. At 10:19 pm staff at Greene County Medical Center emergency department requested an officer for an unruly patient. The officer stood by until the subject was calmed down.

Monday, June 13: At 4:59 pm a complainant reported a computer he had ordered and had been delivered at a residence in the 700 block of N. Chestnut St, was missing.

Sunday, June 12: At 4:24 am a complainant reported a kitten had fallen into a drain pipe near Adams and Wilson Ave. The officer arrived and located the animal about 4’ down a clay pipe. The officer was able to retrieve the kitten and the caller took it home with her. At 11:55 am a complainant reported his mailbox had been struck and knocked over in the 700 block of S. Locust St. The officer estimated replacement at $200. At 7:15 pm a complainant requested an officer at a residence in the 800 block of W. Monroe St and advised she had been assaulted by her partner. The officer’s investigation led to the arrest of Yarelis Michelle Oquendo Soto, 21, of Jefferson for domestic abuse assault (simple misdemeanor)*. At 9:21 pm a complainant advised she had been bitten by a stray cat at a residence in the 500 block of S. Olive St. The cat will be sent to Ames for rabies testing. At 11:46 pm a complainant advised her car had been covered in food products while parked in the 300 block of E. Lincoln Way. The vehicle had also been keyed on the trunk lid. The officer has no suspects at this time.

Saturday, June 11: At 11:28 am a caller advised people had moved the cones and were parking in the parking lot in the 100 block of W. Lincoln Way. The officer placed barricades back in front of the entrances to the lot.  At 12:03 pm a mother reported she had a lost child in the 300 block of E. Harrison St. The youngster had gotten separated at the parade from his mother. The officer was able to reach the mother by cell phone and the child was returned. At 12:07 pm a complainant reported an intoxicated male at the Little League Complex. She reported he was harassing the coaches and others in the area. Officers arrived and spoke with the subject and witnesses. The officer’s investigation led to the arrest of Sirjohn Daniels Wilder, 37, of Jefferson for public intoxication and interference with official acts (simple misdemeanors)*. At 12:59 pm a complainant reported he caught a stray dog in the 400 block of Edgewood Dr. The officer arrived and while attempting to load the animal in the vehicle, it slipped the collar and ran away. At 4:57 pm a complainant reported catching a stray dog in the 300 block of Edgewood Dr. The officer placed the dog in the animal holding facility. At 7:24 pm staff at Casey’s advised of a theft at the store. The officer was provided surveillance video of the event. The clerk and the officer both knew the female suspect in the video. A can of butane was taken without payment of $2.99. The officer has requested an arrest warrant for Danielle Lynn Eastman, 35, of Jefferson for theft- fifth degree (simple misdemeanor)*. At 9:45 pm an officer performed a traffic stop at Westwood Dr and S. Grimmell Rd with the driver of a vehicle with a non-functioning brake light. The officer’s investigation led to the arrest of Bryce Aaron Smith, 41, of Jefferson for operating while intoxicated- second offense (aggravated misdemeanor)*.

Friday, June 10: At 3:08 am complainant reported a trespass had occurred at a residence in the 800 block of W. Lincoln Way. The officer is investigating.

Thursday, June 9: *****Officers have requested arrest warrants for Shanda Jean Ellingson, 39, of Jefferson for child endangerment (aggravated misdemeanor) and violation of protective order (simple misdemeanor)*. A warrant was requested for Benjamin Jeffrey Ellingson, 37, of Jefferson is violation of protective order (simple misdemeanor)*. *****An officer has completed an investigation that began on 05/25/2022 of someone using another person’s EBT card without permission. The officer has requested arrest warrants for Rodney Charles Sheffield, 35, of Scranton for unauthorized use of credit card under less than $1500 (aggravated misdemeanor) and theft- fifth degree (simple misdemeanor)*.

Wednesday, June 8: At 8:47 am an officer investigated a backing accident in the private parking lot at 403 W. Head St. Sue Gunn of Grand Junction was backing Charles Gunn’s 2016 Chevrolet Malibu and struck a parked 2012 Chevrolet Silverado owned by Gary Woodley of Jefferson. Each vehicle had a reported $1,500 in damage. At 12 pm officers executed a search warrant at 704 N. Chestnut St in connection with a missing persons investigation. At 10:30 pm a complainant reported a large tree branch had fallen near S. Elm and Sunset Dr. The officer checked and learned no power lines were affected and will forward information to public works.

Tuesday, June 7: At 6:28 pm an officer assisted in removing a raccoon and two baby raccoons from a camper in the 700 block of W. South St. At 8:13 pm a mother requested an officer at a residence in the 500 block of E. Clark St to assist in getting her juvenile son from the residence. When officers arrived the juvenile was already in a vehicle with their parents. The juvenile admitted to officers smoking marijuana inside the residence. The officers spoke to the resident, who agreed to a consent search of the property. The subject gave officers several paraphernalia items and small amounts of marijuana. Charges are pending and the investigation continues.

Monday, June 6: At 4:50 pm a complainant advised an officer of a possible missing female from Jefferson. The female’s husband had been arrested recently for domestic abuse assault, and a no contact order is now in effect between the two. The officers gathered information leading them to believe the female left town with the estranged husband. A NCIC entry was entered to “attempt to locate and conduct a welfare check” on the female. Officers continue to investigate. At 7:44 pm an officer investigated a backing accident at A & W. McKade Owens of Scranton was backing his 2003 Ford F150 pickup truck when he struck a parked 2013 Ford Taurus owned by Daniel McKeehan of Jefferson. Damage to each vehicle was estimated at $1,500.

Sunday, June 5: At 10:34 am a complainant reported the theft of a three-wheel bicycle from the garage in the 800 block of W. State St. The bike is valued at $600. At 4:09 pm a complaint reported a stray dog in the road near S. Elm St and Edgewood Dr. The officer placed the dog in the animal holding facility. At 9:09 pm a complainant reported a stray dog in the 1200 block of Riverside Dr. The animal slipped out of the officer’s collar as they were placing the animal in the patrol car and ran from the area. ***** Officers issued five citations for street sweeping parking violations during the reporting period.  

Saturday, June 4: At 4:41 pm a caller advised of a juvenile male sitting close to the rails at the Wilson Ave railroad crossing. The officer located the youth, who advised he had placed a coin on the tracks and was watching the train smash it. The officer spoke to the youth about the dangers of his actions and turned him over to a parent. At 6:06 pm a complainant reported locating inappropriate photos on her juvenile sister’s phone, with an adult male in the photos. The officer advised her to provide the information to authorities in Cherokee, where the incident occurred.

Friday, June 3: At 7:15 am an officer investigated an accident at N. Wilson Ave and Clark St. Stephan Molle of Jamaica was northbound on Wilson driving a 2000 Dodge Intrepid owned by Katelynn Fees of Jefferson. Sarah Broadbent of Jefferson was westbound on Clark driving her 2018 Subaru. The vehicles collided in the unmarked intersection. Molle was cited for fail to yield to vehicle on right. Damage to the Intrepid was estimated at $1,500. Damage to Broadbent’s vehicle was estimated at $5,000. At 9:10 am a resident reported receiving a scam phone call. The resident did not provide the caller any information and did not incur a loss. At 11:35 am a resident reported someone took over his computer and was demanding he purchase gift cards to fix the issue. The resident did not purchase the cards and did not incur a loss. At 2:07 pm a resident reported receiving an email from FedEx concerning a package delivery. The resident had not ordered anything and believed the email to be a scam. He did not incur a loss. At 11:35 pm an officer located an occupied vehicle at Head Park. The officer advised the subjects the park was closed and they went on their way. At 11:49 pm an officer spoke to three juveniles playing basketball at Washington Park about park hours. The group left the area.

Thursday, June 2: At 9:12 am an officer took a report from a subject about a friend in Jefferson who is being abused by her husband. The friend advised that she is unable to come and report herself for safety reasons. The officer arranged to meet with the reported victim in a safe environment at a later time. Several audio recordings were provided to the officer and the investigation began.

Wednesday, June 1: At 11:41 am an officer investigated a backing accident in the parking lot at Greene County Medical Center. Annette Coil of Jefferson was backing her 1998 Ford Explorer from a parking spot struck a parked 2017 Toyota Rav 4 owned by Marvin Krieger of Coon Rapids. Damage to Coil’s vehicle was estimated at $100. Damage to Krieger’s vehicle was estimated at $1,000. At 12:17 pm officers arrested Jessica Lea Duong, 30, of Jefferson on outstanding Greene County arrest warrants for violation of a protective order (simple misdemeanor), two counts*. At 3:43 pm officers arrested Merissa Shawnay Olson, 33, of Jefferson on an outstanding Jefferson PD arrest warrant for harassment- first degree (serious misdemeanor)*. At 5:29 pm staff at Casey’s requested assistance with a customer who had fallen. After the subject was checked out by Greene County Ambulance staff, the officer began his investigation, as he smelled the odor of alcohol emitting from the subject. The officer’s investigation led to the arrest of Michael Scott Richards, 60, of Jefferson for operating while intoxicated (serious misdemeanor) and public intoxication (simple misdemeanor)*. He was also cited for open container/driver. At 11:01 pm a traffic stop at N. Elm and Sanford Sts resulted in the arrest of Jamie Alan Gumm, 45, of Des Moines for driving while license barred (aggravated misdemeanor)*.

*All charges are merely an accusation. All defendants are presumed innocent until and unless proven guilty.
