Police blotter – February 2024

Following are excerpts of daily activities reported by the Jefferson police department:

Thursday, Feb. 29: Routine activity reported.

Wednesday, Feb. 28: At 7:35 am an officer investigated an accident near S. Elm and W. Russell Sts. McClain Holst of Jefferson was southbound on Elm driving his 2014 Jeep Wrangler. Alyse Rogers of Jefferson was also southbound in the other lane, driving her 2023 Nissan Pathfinder. Rogers attempted to change lanes but cut off Holst, causing him to leave the roadway. He struck a sign before coming to rest. Rogers’ vehicle was not damaged. She was cited for improper lane change. Damage to Holst vehicle was estimated at $500. At 1:01 pm officers were assisted by deputies in executing a search warrant at a residence in the 900 block of W. Adams St as part of an investigation into a sex assault. Two electronics items were seized. The investigation is ongoing. At 3:16 pm an officer performed a traffic stop near Hwy 4 and 270th St. Tammy Tolsdorf of Jefferson was cited for driving while license suspended and failure to provide proof of financial liability. Samantha Nicole Randall, 38, of Perry was arrested and charged with possession of methamphetamine- third or subsequent offense and possession of drug paraphernalia*. At 3:59 pm a complainant reported her daughter was assaulted by other children at Greene County Elementary School. The officer is investigating.

Tuesday, Feb. 27: At 7:38 am a traffic stop in the 200 block of E. Madison St resulted in the officer requesting an arrest warrant for Star Nicole Gifford of Jefferson for driving while revoked.* At 4:35 pm a Greene County Schools bus driver reported a school bus passing violation that had occurred near Westwood Dr and Hickory Lane. The driver was cited for unlawful passing of a school bus. At 5:48 pm a complainant reported falling victim to a phone scam. She incurred a loss of $1,400. The officer advised her to contact her bank and he is investigating. At 10:03 pm staff at Greene County Medical Center emergency department requested an officer to assist with a combative patient. The officer assisted staff until he was no longer needed.

Monday, Feb. 26: At 3:35 pm an officer met an individual at the Community Animal Shelter to accept into impound a dog they had picked up near Hwy 4 and 160th St.

Sunday, Feb. 25: At 3:28 am a JPD officer was requested to assisted the Boone County sheriff’s office with a vehicle pursuit approaching the Jefferson city limits of Jefferson on Hwy 30. The driver stopped prior to entering the city limits. The officer responded to the scene and assisted until no longer needed. At 11:22 am a complainant reported juveniles shooting airsoft guns at Daubendiek Park. The officer located those involved and advised them the airsoft guns could not be used in the city limits. At 1:54 pm while on patrol an officer observed a male in the 200 block of W. Vest St for whom he knew there was an outstanding arrest warrant. The officer stopped the male and as a result, Justin Downs was placed under arrest. During the arrest Downs was found to be in possession of suspected marijuana and drug paraphernalia. In addition to the warrant, Justin Downs was charged with possession of marijuana- third offense and possession of drug paraphernalia.* At 7:43 pm a complainant reported a stray dog in the 200 block of S. Cedar St. The officer picked up the stray German shepherd and took it to the Community Animal Shelter.

Saturday, Feb. 24: At 8:05 am a complainant reported an assault having occurred at a residence in the 600 block of W. Lincoln Way. As a result of the investigation, a juvenile male was taken into custody and turned over to a juvenile detention officer. At 10:59 am staff at Wild Rose Casino reported a possible assault involving two patrons having occurred on their property. The officer investigated and found the victim of the assault was not in support of pursuing a criminal charge. At 3:57 pm staff at HyVee reported a possible assault involving two juveniles having occurred on the property. The officer investigated and spoke with the guardians of both involved. They did not support the pursuit of a possible criminal charge.

Friday, Feb. 23: At 12:26 am a complainant reported a vehicle parked in his driveway at a residence in the 500 block of S. Locust St that didn’t belong there. The officer arrived and spoke to the subject. The officer’s investigation led to the arrest of Jay D. Wenger,42, of Scranton for driving while barred – aggravated misdemeanor, and operation without interlock device, simple misdemeanor*. He was also processed for suspicion of operating while intoxicated, pending lab results. At 5:03 am staff at Cobblestone Inn requested an officer there for a reported argument between a couple. The officer’s investigation led to the arrest of Corey Alexander Puski, 35, of Boone for public intoxication – simple misdemeanor*.      

Thursday, Feb. 22: Routine activity reported.

Wednesday, Feb. 21: At 8:01 am a caller reported a driver was having issues maintaining their own lane on 237th St heading into Jefferson on Lincoln Way. The officer located the reported vehicle in the 500 Block of S. Olive St. The driver was on the wrong side of the road. The officer performed a traffic stop. The officer’s investigation led to the arrest of Paige Denice Hedgpeth, 27, of Grand Junction for operating while intoxicated (simple misdemeanor)*. There were two young children in the vehicle with Hedgpeth. She was also charged with two counts of child endangerment (aggravated misdemeanor)*.  She was cited for driving on wrong side of road. At 2:48 pm staff at Oly’s Corner requested an officer for a reported shoplifting. The officer arrived and spoke to a male juvenile. He had taken an ice cream product valued at $5.99. The officer took custody of the juvenile and transported him to the jail to be picked up by his father. A charge of theft- fifth degree is being sent to juvenile court*. At 4:17 pm a complainant reported juveniles setting off fireworks on the roof of a building in the 100 block of E. Lincoln Way. They came down from the roof and continued to light fireworks in the alley. The youths had left the area before the officer arrived.

Tuesday, Feb. 20: At 1:09 am a complainant reported items stolen from her vehicle while parked in the 500 block of E. Madison St. The officer is investigating. At 4:40 am a resident reported water coming up through the street near Grimmell Rd and Lincoln Way. The public works department was contacted. At 12:24 pm staff at Fareway reported a female customer had made comments about “blowing up” the courthouse. The offer tracked the subject down and spoke with her. It was not a credible threat. At 9:48 am an officer began an investigation into a motor vehicle stolen from the 100 block of W. McKinley St. The 2015 Ford F350 is owned by Molle Frazier of Boone. There was a basket lift machine hooked to the vehicle. The lift was located dumped in a ravine in the Squirrel Hollow area. The truck also had skid loader implements on the flatbed of the truck. The officer is investigating.

Monday, Feb. 19: At 9:17 am a complainant reported a burglary of a business having occurred overnight. As a result of the investigation, a search warrant was executed at a residence in the 400 block of W. Head St. The investigation is ongoing. At 3:36 pm a complainant reported the theft of a mobility scooter from his residence in the 900 block of W. Adams St. The officer is investigating. *****As a result of an investigation started on 2/02, Tracy William McDonald of Jefferson was charged with theft- third degree*. *****As a result of an investigation started on 2/12, Ellen Louise Ritter of Jefferson was charged with harassment- third degree*.  

Sunday, Feb. 18: At 4:59 pm Richard Pauley of Jefferson reported a two-vehicle property damage vehicle accident at the intersection of N. Chestnut and E. Reed Sts. An investigation of the scene found Maya Telleen of Jefferson was westbound on Reed operating a 2013 Honda CRV. Pauley was northbound on Chestnut driving a 2005 Toyota Corolla Matrix. Both drivers entered the intersection at nearly the same time. Pauley’s vehicle struck the front driver side corner and wheel of Telleen’s vehicle. Pauley was cited for fail to yield to vehicle on right. Damage to his vehicle was estimated at $4,000. Telleen was cited for violation of conditions of minor’s school license. Damage to her vehicle was estimated at $1,500.

Saturday, Feb. 17: At 6:22 am a Fareway store manager reported a suspected shoplifter caught on video surveillance. The officer is investigating. At 6:32 pm a Jefferson officer assisted the Greene County sheriff’s office with a vehicle in a ditch near Henderson Park. At 9:08 pm a complainant reported a stray dog running on her property in the 900 block of N. Pinet St. As a result of the investigation, the owner of the dog was cited for animal running at large and annual animal license requirement violation.

Friday, Feb. 16: At 12:02 pm a complainant reported a neighbor’s cat was coming onto her property in the 1400 block of Southfield Dr. As a result of the investigation, the owner of the cat was cited for animal running at large. At 12:14 pm a complainant reported a stray cat had been coming into his yard and defecating. The officer located a possible owner of the cat, who advised the problem would be corrected. At 8:15 pm an officer responded to a residence in the 200 block of E. Perry St to check for a male for whom there was an active Greene County arrest warrant. As a result of the investigation, Michael Eastman of Jefferson was arrested for the original warrant charge of failure to appear – theft- fifth degree. In addition, he was charged with harassment- first degree and interference with official acts*.  ******As a result of the snow event, an officer   issued 27 citations to vehicles violating the city’s snow parking ordinance.

Thursday, Feb. 15: At 10:23 am the Department of Human Services referred a report of abuse having occurred in Jefferson. The officer is investigating. At 3:53 pm a Greene County Community Schools bus driver reported a driver having illegally passed a stopped school bus. The officer is investigating. At 4:38 pm employees of Casey’s General Store reported a female customer with a large amount of what appeared to be blood on her clothing. The officer located the female and checked on her welfare. At 5:11 pm a complainant of Jefferson reported his grandmother was being harassed by another family member. The officer is investigating. At 8:19 pm an officer provided traffic control for a disabled ambulance in the 200 block of N. Grimmel Rd. At 10:23 pm staff at Greene County Medical Center reported a backpack left near the building’s main entrance. The officer checked the bag and found it belongs to a patient. Employees took possession of the backpack to have it returned to its owner.

Wednesday, Feb. 14: At 12:46 pm a complainant reported the theft of mail in the 100 block of N. Maple St. The officer is investigating. At 2:29 pm staff at Greene County elementary school reported a stray dog running loose. The officer caught the dog and took it to the Community Animal Shelter. At 4:43 pm a complainant reported a 13-year-old male who has been driving to school. The officer located the juvenile and corrected the situation. At 9:21 pm a complainant of Pleasantville reported the theft of a credit card and its fraudulent use. The officer is investigating.

Tuesday, Feb. 13: At 4:56 pm the owner of the pop machine in the 100 block of N. Wilson Ave reported damage estimated at $300 to the machine. The officer is investigating.

Monday, Feb. 12: At 3:35 am an officer responded to an alarm activation at Home State Bank. The officer located a cleaning person outside the bank, who advised she had accidentally tripped the alarm. The officer discovered she did not have a valid license and issued her a citation for fail to have a valid license. At 10:34 am a complainant reported harassment by a female subject. The officer is investigating. At 5:16 pm a complainant reported a male subject stumbling around ponds in the parking lot at Wild Rose Casino. She reported he was falling down and urinated by a light pole. The officer made contact with the subject. The officer’s investigation led to the arrest of Lewis Delbert Randolph, 52, of Urbandale for public intoxication*.

Sunday, Feb. 11: Routine activity reported.

Saturday, Feb. 10: At 2:47 am a complainant requested an officer at a residence in the 800 block of W. Monroe St. He reported his girlfriend had assaulted him. The officer’s investigation led to the arrest of Whitney Rose Case, 36, of Jefferson for domestic abuse assault/injury – serious misdemeanor*. At 5:20 pm staff at Sparky’s turned in two ID cards that had been left there. At 5:25 pm security staff at Wild Rose Casino reported a self-banned subject on the gaming floor. Leonel Zuniga Corado of Des Moines was issued a summons to appear on a charge of trespass- simple misdemeanor*.

Friday, Feb. 9: At 2:36 pm management at Fareway requested an officer at the store after catching a subject shoplifting. Lewis Delbert Randolph, 52, of Urbandale was arrested and charged with theft- fifth degree*. Randolph had allegedly placed a bottle of alcohol valued at $26.79 under his coat and attempted to leave without paying for the item. At 3:12 pm an officer investigated a backing accident in front of Greene County Elementary School. Skylar Risdal of Jefferson attempted to back his 2011 Chrysler Town and Country van from a parking space but turned too sharply, striking the rear of 2019 Chevrolet Silverado parked next to his. The pickup truck is owned by Jason McDowell of Grand Junction. Damage to each vehicle was minimal. At 3:14 pm a complainant reported the theft of a coat from a residence in the 300 block of N. Olive St. At 9:48 pm a complainant requested an officer in the 700 block of S. Oak St for a possible suicidal subject. The officer located the subject, who was intoxicated. Todd Edward Geisler, 50, of Jefferson was arrested for public intoxication- simple misdemeanor*.

Thursday, Feb. 8: Routine activity reported.

Wednesday, Feb. 7: At 12:16 pm a complainant reported a stray dog in the 500 block of E. Head St. The officer placed the dog in the Community Animal Shelter. At 5:52 pm a complainant reported a lost/stolen purse from Greene County Medical Center.

Tuesday, Feb. 6: At 10:28 pm a mother reported her juvenile child had left home after an argument with her. The officer located the subject a few minutes later. The officer took the subject to ER to be evaluated by a medical doctor.

Monday, Feb. 5: Routine activity reported.

Sunday, Feb. 4: At 12:20 pm a complainant advised his two dogs had been missing for some time now. He located the deceased dogs in a manhole to the storm sewer in the 600 block of E. Lincoln Way Street. The officer and several firefighters were able to recover the animals. The owner took them to bury. At 4:25 pm a caller advised of children throwing rocks at Trinity Lutheran Church in the 800 block of W. Lincoln Way. The officer spoke to the youngsters about their actions. At 4:38 pm a complainant reported a stray puppy at 108 E. Central Ave. The officer placed the animal in impound.

Saturday, Feb. 3: At 6:56 pm an officer investigated a collision at N. Maple and W. Adams Sts. Kelly Jo Brobst of Jefferson was westbound on Adams driving her 1999 Ford F150. Shawn Combes of Jefferson was northbound on Maple driving his 1997 Dodge Ram 1500. The two vehicles collided in the uncontrolled intersection. Combes was cited for failure to yield to vehicle on right and failure to use headlights when required. Brobst was cited for fail to provide proof of financial liability- accident. Damage to each vehicle was estimated at $1,500. At 11 pm a traffic stop near Hwy 30 and N. Elm St resulted in the arrest of Larry Dean Bush, 59, of Churdan for operating while intoxicated- serious misdemeanor, child endangerment- aggravated misdemeanor (three counts), and open container/driver- simple misdemeanor*. He was also cited for fail to provide proof of financial liability. Tanner Dean Bush, 37, of Churdan was arrested for interference with official acts- simple misdemeanor and open container/ passenger.

Friday, Feb. 2: Routine activity reported.

Thursday, Feb. 1: At 2:20 pm an anonymous caller reported damage to a residence in the 600 block of W. Lincoln Way. The officer reported the damage to the owner of the residence. At 5:26 pm a juvenile male reported finding a kitchen knife in the 800 block of W. Lincoln Way. The officer removed the knife and disposed of it. At 7:23 pm a complainant reported a possibly injured dog in the 100 block of Ram Dr. The officer picked up the brown dog and took it to the Community Animal Shelter. ***** As a result of an investigation from 7/14/2023, Jesse Robert Kniffin of Jefferson has been charged with three counts of controlled substance violation- Class D felony, possession of marijuana, unlawful possession of prescription drug and possession of drug paraphernalia.* Harmony Nicole Thompson of Jefferson has been charged with three counts of controlled substance violation- Class D felony, possession of marijuana, unlawful possession of prescription drug and possession of drug paraphernalia*.
