Following are excerpts of daily activities reported by the Jefferson police department:
Sunday, Dec. 31: Routine activity reported.
Saturday, Dec. 30: At 9:10 pm a complainant reported someone was pounding on his door and running away from his residence in the 500 block of W. Mahlon St. The officer did not locate anyone in the area.
Friday, Dec. 29: Routine activity reported.
Thursday, Dec. 28: At 8:55 pm security staff at Wild Rose Casino requested an officer for a possible banned subject. The subject was refusing to provide identification to staff. The officer arrived and the subject produced ID; it was not the banned subject. He was advised by the officer to provide ID in the future, or not frequent the business.
Wednesday, Dec. 27: Routine activity reported.
Tuesday, Dec. 26: At 2:14 pm a complainant reported her elderly father had given his banking information to a scam caller. There had been two small unauthorized charges to his account. The financial institution has taken care of the issues.
Monday, Dec. 25: At 2:19 pm a complainant reported her adult daughter had been assaulted in Guthrie County by a male subject, believed to be coming to Jefferson. The officers did not locate the subject.
Sunday, Dec. 24: Routine activity reported.
Saturday, Dec. 23: At 6:05 pm security staff at Wild Rose Casino reported a male subject who had previously signed a self-exclusion form was on the gaming floor. The officer issued a summons to appear to Mathew Hoff of Des Moines for trepass- simple misdemeanor*. At 8:22 pm a caller advised of a neighbor burning items in the back yard at a residence in the 500 block of S. Olive St. The officer arrived and found the subject was burning fence items, scrap lumber, and other non-yard waste items. Timothy Williams was cited for violating open burning restrictions. At 10:36 pm a complainant reported a possible intoxicated driver on Hwy 30. The officer located the vehicle and performed a traffic stop near Hwys 30 and 4. The officer’s investigation led to the arrest of Osvaldo Ruiz Huaracha, 28, of Perry for operating while intoxicated- second offense (aggravated misdemeanor)*. He was also cited for not having a valid driver’s license.
Friday, Dec. 22: At 11:44 am staff at Greene County High School reported a student in possession of vaping products. The officer cited Haley Kokenge of Jefferson for minor using vape products. At 6:04 pm a complainant advised she found an injured dog between Bayard and Coon Rapids. PAWS had advised her they can not take the animal. The officer provided her some other options. The animal went to a facility in Des Moines.
Thursday, Dec. 21: At 6 am a complainant reported a burglary had occurred at a residence in the 200 block of S. Oak St. Two computers and clothing had been taken from the residence. The officer is investigating. At 2:31 pm a complainant advised an officer he had witnessed two teenage boys take mail out of his neighbor’s mailbox and walk off. The officer is investigating the report. At 6:45 pm officers assisted the sheriff’s office with an ‘order to take into custody’ at a residence in the 700 block of S. Locust St. The order was to take the subject to ER for an evaluation.
Tuesday, Dec. 19: At 7:35 am a caller advised of a stray dog in the 1000 block of E. Lincoln Way. The officer placed the dog in Impound. At 9:15 pm an assault was reported to have occurred at a residence in the 200 block of E. Perry St. The officer’s investigation led to the arrest of Jodi Ann Ganoe, 49, of Jefferson on a charge of assault- simple*. At 11:35 pm an officer performed a traffic stop near N. Elm St and Hwy 30 as the vehicle had no taillight. The officer cited the driver and then conducted a consent search of the vehicle and located suspected marijuana. The items were seized for testing. Charges are pending lab results.
Monday, Dec. 18: Routine activity reported.
Sunday, Dec. 17: At 3:55 pm an officer began an investigation of a possible violation of a no contact order.
Saturday, Dec. 16: At 12:23 am staff at Wild Rose Casino reported a possible intoxicated driver leaving the casino and heading east on Hwy 30. The officer located the vehicle near Hwy 30 and Mulberry St. The plate was covered with dirt and unreadable, along with a broken taillight. The officer performed a traffic stop on Mulberry St. The officer’s investigation led to the arrest of Lyle Olesen, 59, of Audubon for operating while intoxicated (serious misdemeanor)*. He was cited for fail to maintain registration plate.
Friday, Dec. 15: At 11:31 am an officer arrested Jacqueline Richardson, 38, of Bagley on outstanding Dallas County arrest warrants for controlled substance violations*. At 3:28 pm staff at Greene County High School advised an officer a female student had posted on social media her using a vape pen in a school restroom. At 4:08 pm officers assisted the Greene County sheriff’s office in responding to a rollover accident near the airport on 235th St. At 5:35 pm Grand Junction Ambulance staff advised a driver knocked down the stop sign at Hwy 30 and N. Elm St while attempting to get out of their way. The officer located the vehicle a short time later. Carter Fetters of Jefferson was issued a citation for fail to provide proof of financial liability.* At 5:59 pm officers were assisted by deputies with the execution of a narcotics search warrant at a residence in the 200 block of E. Perry St. Items of paraphernalia and suspected narcotics were taken into evidence for lab testing. Charges are pending results. At 6:48 pm a caller advised of possible animal neglect. The officer is investigating. At 9:50 pm a complainant reported hearing two loud bangs at a residence in the 500 block of E. Park St. The officer noticed two shoe prints on the front door, showing someone had kicked it. The officer is investigating.
Thursday, Dec. 14: At 2:40 pm a complainant requested an officer at a residence in the 100 block of N. Cedar St for an assault in progress. The officer’s investigation led to a 17-year-old juvenile male being taken into custody. The juvenile has been charged in juvenile court with assault- serious and assault- aggravated. The subject was transferred to a juvenile detention center by the juvenile court. At 6:18 pm an officer investigated a collision at W. Clark and N. Elm Sts. Rona Challen of Jefferson was westbound on Clark driving her 2019 Jeep Grand Cherokee. Noah Hinote of Jefferson was following Challen, driving a 2006 Chevrolet K1500 owned by Audrey Hinote. Challen stopped as posted. Hinote failed to stop and struck the rear of Challen’s vehicle. Hinote was cited for failure to stop in assured clear distance ahead. Damage to each of the vehicles was estimated at $1,600.
Wednesday, Dec. 13: At 2:09 pm an officer assisted the Jefferson fire department with a fuel spill at Casey’s. At 3:10 pm a complainant witnessed a driver failing to stop and striking a roll-out stop sign on S. Elm St at Ram Dr. A plate and vehicle description was given to the investigating officer. At 4:05 pm a complainant requested an officer at a residence in the 600 block of S. Locust St. The officer spoke to the parties and learned the assault had occurred on an earlier encounter. The officer separated the couple for the evening and is investigating the domestic assault. At 4:15 pm staff at Casey’s reported a counterfeit $100 bill had been used there. The officer is investigating. At 3:57 pm a complainant reported a missing 2006 Dodge Caravan. The vehicle was last seen at a residence in the 1300 block of Westwood Drive on 12/11 at about 5 pm. The vehicle has been entered as a stolen motor vehicle.
Tuesday, Dec. 12: At 9:56 am staff at the Jefferson public library reported two abandoned skateboards. The officer placed them in Impound. At 11 am a complainant reported his grandchildren had been assaulted while attending school. He advised he would wait and see if school staff deals with the issue, or he may be supporting of juvenile charges. At 12:10 pm a complainant reported a possible harassment. The officer is investigating. At 1:32 pm a complainant advised of a stray dog in the 500 block of W. Mahlon St. The dog was placed at the animal shelter.

Friday, Dec. 8: At 9:33 am an officer was requested at Greene County Middle School to speak with students and parents involved in a situation. The officer spent time with the students, parents, and school staff working through the issues. It was determined to be best handled by the school. At 11:58 am staff at Oly’s Corner reported a subject left without paying for fuel. The officer is investigating. At 12:42 pm a complainant reported six padlocks had been cut on his storage units, located in the 700 block of N. Cedar St. The renters of the units did not think anything had been taken. The business owner is reviewing video footage to help in the investigation. At 1:55 pm an officer assisted the Jefferson fire department at a residence in the 500 block of N. Wilson Ave. The occupant had reported the basement was full of smoke. It was determined to be an issue with the furnace. No damage occurred.
Thursday, Dec. 6: At 10:18 am a complainant requested a welfare check on two children she believed were being neglected at an apartment in the 300 block of N. Wilson Ave. Officers arrived and made contact with two juveniles under the age of 6. The officers requested them to get their mother, but they advised the officers she would not get out of bed. The property owner arrived and entered the apartment to wake the mother up to speak to officers. The apartment was extremely unfit to live in. The children were covered in feces and urine. The officers took the children into protective custody and removed them from the mother. DHS later took custody of the children. Charges are pending in the matter.
Wednesday, Dec. 6: At 11:13 am staff at Greene County High School reported an issue involving a student. It was later found the reported issue had occurred outside of the Jefferson city limits. The Greene County sheriff’s office took over the investigation. At 8:58 pm a complainant reported possible harassment involving several juveniles. The officer is investigating.
Tuesday, Dec. 5: At 12:32 pm a complainant reported a stray dog in the 500 block of Hickory Lane. The officer placed the dog in impound. At 12:58 pm a complainant reported a check had been written at Bomgaars for the amount of $326.33 on 11/06. The check was written from a closed account and the complainant had not written the check. The officer is investigating.
Monday, Dec. 4: At 12:11 am a deputy requested an officer to assist with a domestic Incident occurring in Rippey.
Sunday, Dec. 3: At 1:05 am a complainant requested an officer at Wild Rose Casino for a stolen cell phone. The subject reported he sat his phone on the bar beside him, and it is now gone. The phone was located in his front pocket and no further assistance was needed. At 12:36 pm officers were assisted by deputies in executing a search warrant at a residence in the 400 block of W. Head St. Lewis Randolph, 52, of Jefferson was arrested and charged with interference with official acts and violation of a no contact order (simple misdemeanors)*. Melisa Hayward, 48, of Jefferson was arrested and charged with violation of no contact order/aiding and abetting (simple misdemeanor)*. At 5:02 pm officers assisted the sheriff’s office with the execution of a search warrant at a residence in the 1400 block of Woodland Dr.
Saturday, Dec. 2: At 2:58 am a caller advised he woke up and could not find his children. The officer had knowledge the subject lives in a care facility and struggles with dementia. He spoke with the subject and calmed his fears. At 8:19 am a caller advised of a planned underage drinking party at a county residence this weekend. The information was passed to a deputy, as it was to occur in the county. At 12:29 pm law enforcement from Boone County advised of a female wanted in that county was currently at a residence in Jefferson. The officer went to the residence in the 400 block of W. Madison St to check for the female. A male answered the door and advised the female was present in the garage. The officer went to the garage and spoke to the female. As the officer attempted to place her into custody, she began to resist and assault the officer. His body-worn camera was knocked off him and the female kicked it, breaking the unit. A deputy arrived to assist and the two eventually were able to take her into custody. As they were placing her into the rear of the deputy’s vehicle, the female kicked the door. The door was also damaged. Crystal Clear, 26, of Carroll was charged with assault on persons in certain occupation/bodily injury and criminal mischief- third degree (aggravated misdemeanors), assault on persons in certain occupation and interference with official acts/bodily injury (serious misdemeanors), and criminal mischief- fifth degree (simple misdemeanor)*. At 4:12 pm an officer received information that a male subject who is on the sex offender registry is staying in Jefferson. The household was reported to have two juveniles present. The information was passed to a deputy for violation of the sex offender registry.
Friday, Dec. 1: At 1:45 pm staff at Greene County High School reported three juvenile females had walked away from the school. The officer located the three and spoke with them. One student agreed to be transported back to school. At 3:30 pm staff at Casey’s General Store reported the possible violation of a no contact order there. The officer is investigating.
