Police blotter – December 2022

Following are activities reported by the Jefferson police department:

Saturday, Dec. 31: At 1:48 am a traffic stop at N. Elm and W. Adams Sts resulted in Justin Lopez, 24, of Jefferson being arrested for driving while license barred*. At 9:12 pm an officer was advised of fireworks being ignited in the 700 block of N. Cedar St. The officer located the source of the fireworks. The subject responsible said the issue would be resolved.

Friday, Dec. 30: At 11:09 am an officer was called to a residence in the 800 block of W. Lincoln Way in regard to a theft. The officer is investigating. At 3:57 pm an officer responded to a two-vehicle accident at the intersection of Highway 30 and Mulberry St. Anaiah Twillie of Jefferson was westbound on Highway 30 driving a 2009 Mitsubishi Galant owned by Matthew Pittman. James Eischeid of Jefferson was driving his 2020 Ford Explorer when he entered the highway from Mulberry St without yielding to Twillie. The vehicles collided within the intersection. Eischeid was cited for fail to yield upon entering through highway. Damage to his vehicle was estimated at $15,000. Damage to Pittman’s vehicle was estimated at $10,000. At 6:43 pm a traffic stop resulted in the officer conducting a vehicle search. The officer located suspected controlled substances. The substances were sent to the DCI lab. The incident remains under investigation. At 9:35 pm a traffic stop resulted in the officer conducting a vehicle search. The officer located suspected controlled substances. The substances were sent to the DCI lab. The incident remains under investigation.

Thursday, Dec. 29: Routine activity reported.

Wednesday, Dec. 28: At 8:03 am an officer was advised of two dogs running at large in the 700 block of S. Wilson Ave.  The officer took the dogs to the animal holding facility. At 4:40 pm an officer arrested Austin Higgins-Owens on a Greene County arrest warrant for a probation violation*.

Tuesday, Dec. 27: At 1:32 pm an officer was called to the 300 block of E. Lincoln Way in regard to a theft. The officer is investigating.

Monday, Dec. 26: At 9:52 aman officer located a vehicle parked near W. State St and Grimmell Rd that had been reported stolen out of Creston on 12/22.  The officer had the vehicle towed the vehicle to Impound and advised Creston authorities. *****Officers issued 27 citations for parking- snow ordinance from 12/24 through 12/26.

Sunday, Dec. 25: At 3:17 pm an officer was requested to assist deputies with an arrest in Scranton. The sheriff’s office is handling all charges.

Saturday, Dec. 24: At 2:50 am an officer had a vehicle towed from N. Mulberry St just south of Highway 30. The vehicle was abandoned in the travelled portion of the roadway. At 1:06 pm a complainant reported a kitten found in the 1200 block of Southfield Dr. The officer placed the kitten in the animal holding facility. At 4:44 pm during a traffic stop in the 100 block of N. Oak St an officer could smell marijuana coming from inside the vehicle. During a consent search, the officer located a jar containing a small amount of marijuana. The item was seized. Justin Steven Dick of Lake City was cited for no valid driver’s license and operation without registration. The officer also requested an arrest warrant for possession of drug paraphernalia (simple misdemeanor)*.

Friday, Dec. 23: At 3:31 pm an officer responded to the 200 block of Edgewood Ave in regard to a dog running at large. The officer took the dog to the animal holding facility. At 4:24 pm an officer took complaint of harassment involving several juveniles. The officer is investigating.

Thursday, Dec. 22: At 5:21 pm an officer responded to a single-vehicle property damage collision in the 400 block of E. Wilcox Way. Kimberly West of Grand Junction was backing her 2020 Chrysler Pacifica from a driveway and struck a mailbox. Damage to the vehicle was estimated at $400. The mailbox sustained minimal damage. *****Officers issued three citations for parking- snow ordinance violation.

Wednesday, Dec. 21: At 12:51 am an officer took a stray cat to the animal holding facility.

Saturday, Dec. 17: At 2:35 am an officer assisted a deputy with a one-vehicle accident near Highway 4 and 160th St north of Jefferson.

Friday, Dec. 16: At 7:09 am an officer investigated an accident at E. Lincoln Way and Cedar St. Joshua Tuel of Jefferson was southbound on N. Cedar St driving his 2018 Nissan Altima. Tuel was unable to stop at the intersection with Lincoln Way due to slippery road conditions. He struck a westbound 2020 Hino owned by Amazon and operated by Kolton Kerston of Fort Dodge. Damage to Tuel’s vehicle was estimated at $5,000. The Amazon vehicle sustained very minor damage. At 10:02 am staff at Greene County Medical Center ER requested an officer for a subject who left the facility before being discharged. The officer was able to get the subject to return to ER to be properly discharged. At 11:48 am an officer investigated a rear-end collision in the 100 block of N. Wilson Ave. Keri Guess-Wolfe of Jefferson backed her 2013 Chevrolet Equinox from a parking space and was beginning to travel southbound when Linda Hoyle of Churdan struck the rear of the Guess-Wolfe vehicle. Each vehicle sustained minor damage. At 7:23 pm a complainant reported a van parked at the Wells Fargo ATM. The driver of the van did not move after the complainant honked at him. The officer learned the subject was making repairs to the ATM.

Tuesday, Dec. 13: At 8:07 am an officer was called to HyVee in regard to a theft (shoplifting). The officer charged a juvenile female with theft- fifth degree. A second juvenile female was charged with theft- fifth degree and trespass. At 5:33 pm an officer responded to the HyVee parking lot for a traffic collision. Robert Lindahl of Jefferson backed his 2021 Hyundai Sonata into a 2022 GMC Sierra owned by Codi Derry of Bagley. The Lindahl vehicle received an estimated $1,500 damage. The Derry vehicle was not damaged.

Monday, Dec. 12: At 1:20 pm a complainant spoke with an officer concerning his juvenile daughter’s backpack being placed in the toilet at high school. The officer made contact with school staff, who had suspended all involved in the incident. The officer spoke to the parents of the juveniles involved, but did not take further action. At 3:30 pm staff at Wild Rose Casino reported a subject who was on the self-exclusion list was found on the gaming floor. The officer issued Gilberto A. Aquino Hernandez of Des Moines a summons for trespass*. At 4:58 pm a complainant who works for the DOT reported an injured deer that had been hit by a vehicle on S. Elm St near the middle school. The officer put the animal down and the DOT employee disposed of it. At 6:56 pm Iowa Poison Control staff requested a welfare check on a juvenile who had been caught with a vaping device and made to smoke a pack of cigarettes as a punishment. The parent took the juvenile to the ER to be checked out by a doctor.

Friday, Dec. 9: At 2:51 pm an officer arrested Eric William Chrystal, 62, of Jefferson on an outstanding warrant for fail to appear*.  

Thursday, Dec. 8: At 6:49 pm several callers advised of an issue at the Grimmell Rd Union Pacific railroad crossing. UP has been notified several times about this issue.

Wednesday, Dec. 7: At 9:03 am a complainant reported a snake in her residence in the 300 block of N. Maple St. The officer removed the snake to the outside. At 10:05 pm a complainant reported a neighbor’s vehicle was parked in the garage and had the emergency flashers on for a long time. The officer spoke to the subject, who could not shut the flashers off, but all was fine. The officer assisted him in shutting off the flashers.

Tuesday, Dec. 6: At 6:03 am officers executed a search warrant in Muscatine in connection with a pending Greene County sex abuse case. Evidence was seized in the matter. The Muscatine PD assisted Jefferson officers with the execution. At 8:25 am an officer was called to Greene County Middle School to investigate a reported assault occurring between students. The officer spoke to staff and students involved, and witnesses to the reported assault. The officer is not pursuing a criminal charge in the matter. The school is handling corrective actions against the students involved. At 7:44 pm staff at Oly’s Corner reported a gas drive off in the amount of $70.16. The officer is investigating.

Monday, Dec. 5: At 5:59 am officers investigated an accident at N. Elm and Highway 30. Preston Pierce of Farnhamville was southbound on N Ave driving his 2007 Pontiac Grand Prix. Pierce failed to stop at the posted stop sign at Highway 30 and struck a 2019 Ford F250 pickup truck in the intersection. The pickup was owned and operated by Edgar Avitia of Texas. No injuries were reported. Damage to both vehicles exceeded value. Pierce was cited for fail to obey stop sign and failure to provide proof of financial liability. Avitia was cited for failure to provide proof of financial liability.

Sunday, Dec. 4: At 9:16 am a complainant reported he was threatened by a customer while working at Casey’s. The officer is attempting to identify the customer and is investigating.

Saturday, Dec. 3: Routine activity reported

Friday, Dec. 2: At 8:12 am staff at Hy Vee reported locating a threatening note left for another employee at the store. At 9:01 am staff at Casey’s reported a 3- or 4-year-old showed up at the store unaccompanied. The officer returned the youngster to a parent in the area. DHS was contacted by the officer. At 2:49 pm a complainant reported a stray dog in her yard in the 600 block of N. Vine St. The officer recognized the dog and returned it to the owner, who was then cited for animal at large prohibited. At 11:28 pm an officer performed a traffic stop at Highway 30 and Mulberry St. During the stop, the officer could smell the odor of marijuana coming from the vehicle. Items were seized for testing during a probable cause search of the vehicle. Charges are pending lab results.

Thursday, Dec. 1: At 6:22 am staff at Oly’s Corner reported a gas drive off. The subject failed to pay for $10 in fuel. The officer is investigating. At 1:43 pm staff at Casey’s reported a possible theft. The officer is investigating. At 3:38 pm staff at HyVee reported a female subject who was banned from the property was shopping there. The officer located the subject in the business. Alicia Marie Hawkins, 32, of Jefferson was issued a summons to appear for trespass*.
