Following are excerpts of activities reported by the Jefferson police department:
Saturday, May 31: At 1:34 am an officer observed a vehicle in the 200 block of N. Grimmell Road with a tail light out. The officer turned around to stop the vehicle and the driver fled from the officer. The officer pursued the vehicle to the 1000 block of Wall Street where it pulled into a driveway. The driver fled the vehicle and was not located. The incident remains under investigation. At 5:25 pm officers assisted with a medical call on the bike trail south of the trestle bridge. At 5:45 pm a complainan reported the theft of her son’s bicycle from the municipal pool.
Friday, May 30: At 2:04 pm while on patrol in the 400 block of N. Cedar St an officer observed a male carrying a baseball bat and going towards another male. The officer stopped and diffused the situation. No one was cooperative with the officer. At 7:35 pm a complainant reported a juvenile female had driven by a group standing in the street in the 400 block of N. Chestnut Street and while doing so threw a bottle at a female and had screamed profanity towards them. The officer charged Karah Brown, 16, of Jefferson with assault – simple, harassment-simple and disorderly conduct.* Brown has been referred to Juvenile Court Services.
Thursday, May 29: At 8:16 am a complainant reported the theft of a girl’s bicycle from a residence in the 700 block of S. Locust Street. At 5:57 pm a complainant reported the theft of plants from a residence in the 600 block of S. Locust St. At 6:43 pm the theft of lumber from Tri-County Lumber was reported.

Tuesday, May 27: At 4:55 pm an officer was advised of a violation of a protection order which included a child at a home daycare in the 400 block of N. Pinet St. 405 N. Pinet Street. The father of the protected child had gone to the daycare to see the child but the child was not there. The incident remains under investigation. At 9:06 pm an officer investigated a moped accident in the 900 block of S. Elm Street. Chantel Flack was northbound when a deer ran into the roadway. In her attempt to avoid striking the deer she laid the moped down in the roadway and was injured. She was transported to Greene County Medical Center by private vehicle. Damage to her 2002 Yamaha Zuma was estimated at $500. Pursuant to a complaint taken of shoplifting at The Treasure Chest on May 8, a warrant has been issued charging Russell Lee Gardner with theft-fifth degree*. (The arrest warrant was served Jan. 1, 2015. The charge against Gardner was dismissed in Greene County magistrate court Oct. 23, 2015. Post edited Dec. 22, 2015 by GCNO)
Monday, May 26: At 9:50 am a complainant reported a bicycle had been stolen from a residence in the 600 block of S. Chestnut St. At 7 pm an officer wasrequested at a residence in the 400 block of N. Pinet St for damage to a yard caused by a utility truck. The resident reported ruts being left in the yard causing her mower to throw rocks into a privacy fence and damaging the fence.
Sunday, May 25: At 9:46 am a complainant reported the theft of a pair of boots from a residence in the 600 block of N. Olive Street by a known male.
Saturday, May 24: At11:57 am a complainant reported to an officer harassment which occurred at Locust and E. Lincoln Way. At 7:16 pm a complainant reported being assaulted at Casey’s General Store on E. Lincoln Way. Charges are pending.
Friday, May 23: At 1:16 pm a complainant reported criminal mischief to a car window at a residence in the 800 block of W. Washington St. A window had been broken out of a pickup parked in the driveway to the residence. At 9:30 pm a complainant reported a concern of a criminal act after seeing something on a social media website. At 9:48 pm a complainant reported a vehicle had struck his residence in the 500 block of S. Maple St. The officer’s investigation led to the arrest of Lloyd Dagit of Jefferson for operating while intoxicated (OWI)-first offense, carrying weapons, and failure to maintain control*. Damage to the house was estimated at $3,500.
Thursday, May 22: At 6:11 pm an off duty officer reported a male at Casey’s (N. Elm) for whom he believed there was a warrant out of Davenport for escape from custody. The officer confronted the male who gave the officer a false name. The male was detained until his true identity could be confirmed. Tyler Lampe, 24, of Davenport, was arrested and charged with interference with official acts – simple misdemeanor*. Lampe is being held pending pickup by Department of Corrections.
Wednesday, May 21: At 1:36 pm an officer investigated a vehicular collision in the Fareway parking lot. Alexander Dobney was backing from a parking stall and struck a 2003 Cadillac Seville driven by Becky Schilling. Damage to that vehicle and to Dobney’s 2001 Mercury Sable was estimated at $250.

Monday, May 19: At 12:06 am a traffic stop in the 300 block of N. Maple Street resulted in the arrest of Jody Lyn Schad of Jefferson for driving while suspended and OWI-third or subsequent offense*. At 10:42 am a complainant reported a theft at a residence in the 800 block of S. Elm Street. At 7:33 pm a traffic stop in the 700 block of S. Oak St resulted in the arrest of Wade Hoyle, 20, of Glidden for possession of alcohol under age*.
Sunday, May 18: At 2:23 am a Coon Rapids officer in Jefferson in a fully marked patrol vehicle reported a possible intoxicated driver on Highway 30. Based on probable cause, the Coon Rapids officer performed a traffic stop at Highway 30 and Grimmell Road. The JPD officer arrived and conducted an investigation that resulted in the arrest of Michael David Teeples, 20, and Kayleigh Christine Harrah, 17, both of Jefferson. Teeples was charged with possession of alcohol under age* and Harrah was charged with possession of alcohol under age- second offense and minor using tobacco*. Further charges are pending. At 8:48 am a resident reported an abandoned bicycle in the alley in the 400 block of N. Oak St. The officer placed the bike in impound. An investigation initiated May 12 of a road rage situation that began near Jefferson-Scranton elementary and continued on S. Cedar St resulted in Shannon Marie Otterson, 35, of Jefferson being issued citations for failure to obey a stop sign and defective audible warning.
Saturday, May 17: At 1:44 am a traffic stop in the 1200 block of S. Chestnut resulted in the arrest of Austin Jeffrey Smith, 20, of Jefferson for operating while intoxicated (OWI)-first offense, improper rear lamps, open container of alcohol, and possession of alcohol under age*. Michael David Teeples, 20, of Jefferson was arrested for possession of alcohol under age*. Further charges are pending. At 4:02 pm a complainant reported an assault occurring at Russell Park. The officer’s investigation led to Aaron Christopher Beaman, 20, of Jefferson being charged with disorderly conduct (two counts.)* At 7:47 pm officers located a vehicle a complainant had reported earlier in the evening because the driver was throwing beer cans from it. Officer performed a traffic stop. A passenger in the vehicle yelled at the officers as they attempted to perform their duties. Steven Logan Dzuris, 26, of Jefferson was arrested and charged with disorderly conduct, interference with official acts and harassment of a public official.*
Friday, May 16: at 3:06 pm an officer investigated a two vehicle property damage accident at the intersection of Elm and W. Lincoln Way. Jessica Montoya, 18, of Jefferson was westbound on Lincoln Way driving a 1995 Chevrolet Camaro owned by Robert Hauenstein. She struck the rear end of a 2006 Chevrolet Trailblazer stopped at the stop sign. That vehicle was driven and owned by John Mark Sawhill, 52, of Jefferson. Montoya was cited for failure to stop in clear assured distance ahead. Both vehicles suffered minor damage.

Wednesday, May 14: At 12:30 pm a students spoke to an officer regarding harassment and criminal mischief occurring at Greene County High School. At 15:35 pm an employee at Dairy Queen reported a male had entered the store and began yelling at her and had thrown ice cream on her. As a result of the officer’s investigation, Zachary Waters, 17, has been charged with disorderly conduct and referred to juvenile court.*
Tuesday, May 13: At 8:09 am a complainant reported a driver harassing and following her after dropping a child off at the Jefferson Elementary School. The incident remains under investigation. At 9:40 am a complainant reported to an officer that her child claimed to have been assaulted while attending the Jefferson elementary school. An investigation was initiated. At 9:46 am a complainant reported reported harassment to a student at the Greene County High School. At 10:37 am burglary to three storage units at Shelter Stor-All on Highway 30 was reported. An investigation was initiated. At 2:30 pm officers were called to a residence in the 300 block of S. Maple Street for a dog attacking another dog. A pit bull was deemed illegal and will have to leave the community.
Monday, May 12: At 10:40 am a complainant reported harassment by a male in Texas.
Sunday, May 11: At 9:44 pm a complainant reported a male taking a bag of cans from the donation bin for Greene County Youth Athletics at the Redemption Center. The officer identified the male and spoke to him. The incident remains under investigation.
Saturday, May 10: At 1:59 am a complainant reported a fight possibly involving a gun at Sparky’s One Stop. The officers’ investigation led to the arrest of Marice Dave, 26, of West Des Moines, for false reports or communications with public safety entities and disorderly conduct, both simple misdemeanors.* At 9:20 am a complainant reported a suspicious vehicle parked in the street in the 400 block of N. West St. The officer determined the vehicle to have been stolen from Ankeny. The vehicle was towed until the Ankeny police department could process it. At 10:16 am an officer investigated a traffic collision at the intersection of W. Harrison and S. Elm St. Lindsey Wilson was northbound in the outside lane of Elm. Allison Behne was eastbound on Harrison. She stopped at the stop sign at Elm. When she pulled away from the stop sign she pulled into the path of Wilson; the vehicles collided. Behne was cited for failure to obey a stop sign. Damage to her 2013 GMC Yukon Denali was estimated at $2,000. Damage to Wilson’s 2002 Chevrolet Cavalier was estimated at $3,000. At 7:08 pm a complainant reported harassment by a known male at a residence in the 100 block of E. Monroe St. At 7:43 pm a complainant reported an injured hawk in a yard in the 1100 block of S. Elm St. The JPD officer captured the bird and it was picked up by a rehabilitation specialist.
Friday, May 9: At 10:50 am an officer investigated a property damage accident involving a Greene County sheriff’s office vehicle at 1648 300th St in Franklin Township. A 2014 Chevrolet Tahoe owned by Greene County was parked in a farm drive facing north. An unoccupied Kubota ATV loaded with rocks had been parked west of the sheriff’s office vehicle when it rolled down an incline and struck the Tahoe in the left rear door causing an estimated $1,300 in damage. At 2:16 pm a complainant reported a theft at The Gardens. At 9:18 pm a complainant reported a fight at Kum and Go. The officers cited Vincent Ratliff, 22, of Glidden, and Joseph Ratliff, 32, and Steven Craig Smith, 36, both of Jefferson, with disorderly conduct.* At 11:35 pm an officer found criminal mischief to a restroom at Russell Park.
Thursday, May 8: At 8:21 am the theft of a battery out of a truck at Durlam Electric was reported. 1108 N. Elm Street. At 3:20 pm a complainant reported criminal mischief of a vehicle in the 200 block of S. Walnut St. At 3:35 pm shoplifting was reported at Don’s Ace Hardware. Charges are pending.
Wednesday, May 7: At 3:10 pm a complainant filed a criminal trespass complaint at a residence in the 400 block of N. Vine St. Street. A lawn care company had put a sign in the complainant’s yard. The incident remains under investigation at this time. At 3:47 pm a complainant reported trespass at a residence in the 400 block of N. Pinet Street. The complainant witnessed a neighbor enter onto her property to erect a “No Trespassing” sign.
Tuesday, May 6: At 5:36 pm a complainant reported the theft of a bicycle from the 700 block of W. Lincoln Way.
Monday, May 5: At 12:07 pm an officer investigated a traffic collision at W. State and N. Pinet Streets. Annette Herridge was westbound on State Street. Scott Jones was northbound on Pinet Street driving a 2005 Ford van pulling a trailer. Jones attempted to turn eastbound onto State St, but he turned into the path of Herridge, causing the two vehicles to collide. Herridge’s 2000 Oldsmobile Alero sustained $2,000 in damage and Jones’ trailer sustained $500 in damage. Jones was cited for failure to yield half of roadway.
Sunday, May 4: At 1:59 am a traffic stop in the 100 block of N. Oak St resulted in the arrest of Derek DeMoss, 26, of Jefferson for operating while under the influence (OWI)-first offense*. At 3:10 am an officer observed a vehicle in the 100 block of E. Harrison being driven with malfunctioning taillights and headlights. The driver fled from the officer. A short pursuit ensued and the driver eventually pulled into a residential driveway in the 500 block of S. Olive St. The officer ordered the driver out of the vehicle, whereupon several people exited the residence and began to menace the officer. A sheriff’s deputy arrived to assist. The driver of the vehicle was arrested and place in the officer’s patrol vehicle. An aggressive male was advised he was under arrest at which time he fled from the officers and a foot pursuit ensued. The arrested driver began kicking the rear doors of the patrol vehicle, causing damage to them. While the officer attempted to get the male to stop, a female approached and began to interfere with the officer. She was placed under arrest, at which time she resisted. Both the driver and female were transported to the Law Enforcement Center. The male who had run from the officers arrived at the front counter of the LEC and began pounding on the glass partition. The male was advised he was under arrest, at which time he fled on foot again. The male returned to the LEC a few minutes later and the officers prevented him from running again. The driver of the vehicle, Estivan Espinosa Jones, 22, of Jefferson was arrested for failure to use headlamps when required, eluding a law enforcement vehicle (class D felony), failure to obey a stop sign (four counts), OWI-second offense (aggravated misdemeanor), criminal mischief-second degree (class D felony), interference with official acts (simple misdemeanor) and disorderly conduct (simple misdemeanor)*. Dray Rivera, 24, and Amber Marie Benevedes, 21, both of Jefferson, were arrested and charged with interference with official acts*. At 2:17 pm an officer investigated a two vehicle collision in the 100 block of Lincoln Place. Gordon Moen parked his 2004 Ford F150 pickup truck in a driveway, with the vehicle in park an the engine shut off. The vehicle rolled down the driveway and struck a parked 2008 Ford Edge owned by Sharon Fisher. Damage to Moen’s vehicle was estimated at $100. Damage to Fisher’s vehicle was estimated at $2,000. At 7:47 pm an officer was advised of a male recklessly driving a black Camaro in the 700 block of N. Cedar St. Witnesses reported they had spoken to the male regarding his activity and were met with denigrating statements. the officer spoke to the male, who was uncooperative. The officer arrested him and transported him to the LEC, where he continued to be uncooperative. David Troy Upchurch, 36, of Jefferson was charged with OWI-third or subsequent offense (class D felony), driving while license revoked (serious misdemeanor), and harassment of a public officer or employee, disorderly conduct, and careless driving (all simple misdemeanors)*. At 8:56 pm an officer was requested at a residence in the 900 block of W. Madison St for a complaint of trespass.
Saturday, May 3: At 1:22 am a traffic stop in the 700 block of N. Cedar St resulted in the arrest of Jay Christopher Conner, 50, of Jefferson for driving while license revoked, a serious misdemeanor, and failure to file SR-22 insurance, a simple misdemeanor*. He was booked into the county jail. At 6:23 am a resident requested an officer pick up an abandoned bicycle in the 800 block of W. Harrison St. At 1:56 pm a complainant reported harassment at a residence in the 100 block of S. Oak St. At 9:30 pm a complainant reported trespass at a residence in the 700 block of W. State St. At 9:56 pm an officer assisted an Iowa State Patrol trooper with a traffic stop at Highway 4 and 250th St south of Jefferson.
Friday, May 2: At 1:13 pm an officer was advised of trespass at a residence in the 500 block of N. Maple St. Two males were reported to have entered the residence through a broken window. At 5:16 pm Richard Hernandez reported his red 1999 Ford Explorer had been struck in the left rear corner by an unknown vehicle. The damage was noticed as Hernandez left a parking lot in the 1200 block of N. Elm. Damage was estimated at $1,000. At 11 pm Hernandez reported criminal mischief to a vehicle in the 200 block of E. Perry St. Someone had keyed the vehicle, causing an estimated $1,500 in damage.
Thursday, May 1: At 9:49 am a complainant reported the theft of golf clubs and criminal mischief to a golf cart at the Jefferson Community Golf Course. At 10:09 am an officer was requested at Greene County Medical Center for a confrontation and possible violation of a protective order. At 11:41 am an employee at Caleris reported a male going through vehicles in the parking at 219 N. Chestnut St. At 11:52 am an officer was requested at Greene County High School for an assault there. Karah Butler, 17, of Jefferson was charged with disorderly conduct.* The charge was forwarded to Juvenile Court Services. At 12:04 pm an officer investigated a collision in the parking lot at Greene County Medical Center. Alexi Buckner was backing from a parking stall when she struck a parked vehicle owned by Rodney Drost of Wall Lake. Damage to Buckner’s 2012 Chevrolet Malibu and to Drost’s 2012 Ford Fusion was estimated at $500 each. No citation was issued due to the accident occurring outside the right of way. At 2:28 pm a complainant reported a burglary and theft of a television from a residence in the 200 block of E. McKinley St. At 3 pm an officer investigated a report of criminal mischief to a yard in the 300 block of Georgia St. At 3:22 a complainant reported harassment to an officer. At 3:43 pm two juvenile boys were warned for discharging a BB gun in the city limits in the 400 block of E. Madison Street. At 4:33 pm an officer took a report of a careless driver who had driven over the curb and through the mud in the construction zone at Washington and Wilson Streets. At 5:03 pm Ginny Destival reported striking a utility pole in the alley behind the Jefferson public library causing an estimated $1,000 in damage to a 2002 Chevrolet Cavalier. At 6:16 pm a complainant reported harassment occurring in the 300 block of N. Wilson.
