Police blotter – April 2020

Following are excerpts of activities reported by the Jefferson police department:

Thursday, April 30: At 1:38 am the Jefferson PD assisted the Greene County sheriff’s office with a driving complaint that led to the arrest of Steven Dzuris of Jefferson at the intersection of E. Monroe and S. Cedar Sts in Jefferson. A JPD officer and a deputy attempted to stop Dzuris in his 2004 Pontiac Grand Am in the 100 block of N. Cedar St for carless driving. Dzuris did not comply with the officer’s commands and continued to drive away erratically. Dzuris stopped his vehicle near the intersection of S. Cedar and E. Monroe Sts. He attempted to flee in his vehicle again and a deputy deployed his taser. Dzuris continued to resist the officers while being placed under arrest. The sheriff’s office is handling the criminal charges.

Wednesday, April 29: At 2:36 am staff at the Greene County Medical Center emergency room ER requested an officer for an unruly male refusing to leave the facility. The officer arrived and advised the male to leave the property two different times, but the male would return shortly after leaving. Steven Logan Dzuris, 32, of Jefferson was arrested and charged with trespass- simple*. At 9:51 am a DHS case worker spoke with an officer about reported narcotic usage in a household with children in Jefferson.

Tuesday, April 28: At 6:34 am a resident reported crows attacking a baby owl in the 1000 block of W. Washington St. The officer did not locate the birds. At 4:44 pm officers responded to a three-vehicle accident on Highway 30 just east of Grimmell Rd. A 2006 Chevrolet Impala, owned and operated by Kim Jubell of Scranton, a 2001 Jeep Grand Cherokee, owned and operated by Tuffy Newman of Pierson, and a 2003 Chevrolet K1500, owned and operated by Felisha Lindquist of Fort Dodge, were all involved in the accident. One driver was transported from the scene with possible injuries. All three vehicles were reported as a total loss. The officer is interviewing witnesses and drivers at this time trying to piece together what occurred. Charges are pending the findings in the investigation. Jefferson officers were assisted by Greene County sheriff’s deputies, Greene County Ambulance and the Jefferson fire department.

Monday, April 27: At 3:05 pm staff at city hall reported a subject entered the closed building to speak to a female. The subject has been told in the past not to go to city hall if he did not have business to conduct, as the female did not want contact from him. Charges against the male are pending.

Friday, April 24: At 7:10 am staff at Casey’s General Store reported a male subject had stolen alcohol. The business is providing the officer with video of the event. Arrest warrants are pending at this time for the male subject. At 4:54 pm a caller advised a small dog had been struck and killed in the 500 block of S. Elm St. The officer spoke to the animal’s owner and the remains were returned to the family for burial.

Wednesday, April 22: At 12:43 am the Carroll PD advised of a missing juvenile from their city. They believed the male to be heading westbound in a vehicle on Highway 30. The officer located the reported vehicle at Sparky’s One Stop and spoke to several occupants. The reported subject was located in the van. All persons were taken to the LEC and picked up by family members.

Tuesday, April 21: At 4:02 pm a complainant requested officers at a residence in the 200 block of N. Locust St for a reported fight in progress. Officers arrived and their investigation led to the arrest of Matthew John Goff, 46, of Perry for assault causing bodily injury (serious misdemeanor), and public intoxication, disorderly conduct/fighting, and trespass (simple misdemeanors)*.

Monday, April 20: At 9:02 am a complainant advised of an overnight burglary to his vehicle at a residence in the 600 block of S. Cedar St. A checkbook had been removed from the van. At 2:33 pm a complainant reported a stolen/lost wallet. Her debit card had been declined for use in Illinois, according to her bank. The officer is investigating.

Friday, April 17: At 2:39 pm an officer investigated a backing accident in the H-Vee parking lot. A 2010 Chrysler Sebring owned by Sheila Knapp of Panora was parked in the lot. Dianne Blackmer of Jefferson backed her 2016 Dodge Grand Caravan into Knapp’s car, causing an estimated $400 damage to it. Damage to Blackmer’s vehicle was estimated at $500. At 7:21 pm a complainant notified the LEC he dislikes all the noise created by vehicles “cruising” around the downtown square. At 9:14 pm a complainant reported a possible violation of a no contact order. The officer is investigating.

Thursday, April 16: At 10:56 am a complainant requested officers at a residence in the 100 block of E. Central Ave for a domestic situation. The officers’ investigation led to the arrest of Jody Lyn Shad, 44, of Jefferson for disorderly conduct- fighting or violent behavior (simple misdemeanor)*. ***** An officer issued two parking violation notices for street sweeping violations.

Wednesday, April 15: At 7:20 am a complainant reported an overnight burglary to a vehicle in the 500 block of N. Olive St. Subjects removed property valued at $400 from the vehicle. The officer is investigating. At 12:56 pm a caller advised officers of a male subject wanted in Polk County who was possibly coming to Jefferson. The subject was not located. At 3:12 pm an officer arrested James Alexander Pena, 22, of Jefferson on outstanding Jefferson PD arrest warrants for domestic abuse assault (simple misdemeanor) and child endangerment (aggravated assault)*.

Tuesday, April 14: Routine activity reported.

Monday, April 13: At 9:21 am staff from Durlam Electric reported the theft of tools from a work vehicle. The subjects took an estimated $730 of hand tools from the truck at an unknown location. The officer is investigating. At 12:07 pm a complainant reported a domestic assault had occurred in a vehicle in the 500 block of S. Grimmell Rd. The female victim was at a residence and wanted to report the event to an officer. The officer’s investigation led to requested arrest warrants for James Alexander Pena, 22, of Jefferson for domestic abuse assault- first offence (simple misdemeanor) and child endangerment (aggravated misdemeanor)*. At 7:58 pm a complainant reported her neighbors will not follow social distancing. She advised if she steps outside her residence they come and speak to her but will not stay 6 feet away. She had asked them to do so several times. She wished for the officer to explain to them she did not want them to come onto her property in the future. The officer passed her wishes onto the neighbors. At 10:30 pm a complainant reported her neighbors had put up some outdoor lighting recently. One light points directly at the side of her residence and is extremely bright, causing her headaches. Th officer is looking for a solution in city ordinances and nuisance abatement procedures.

Saturday, April 11: At 9:19 am an officer was called to A-1 Service Center. The owner had located a small box outside the business containing several narcotic-related items. The officer gathered the items and is investigating. At 1:48 pm a caller reported a male asking customers for money outside of HyVee. The officer identified the male and advised him HyVee management wanted him to leave the property. At 11:14 pm a traffic stop in the 1300 block of N. Elm St resulted in the arrest of Julie Diane Mulder, 50, of Jefferson for operating while intoxicated- first offense (serious misdemeanor)*.

Friday, April 10: At 12:30 am a complainant reported a stray dog near Casey’s General Store. The officer was unable to get near the dog to capture it. At 3:17 am an officer issued seven written warnings for street sweeping parking violations. City ordinance prohibits vehicles from being parked in the downtown square area on Fridays and Mondays from the hours of 2 to 6 am. This gives Public Works the ability to sweep the downtown area streets. At 10:08 am an 18-year-old female reported unwanted contact from a Jefferson male. She reported receiving unsolicited comments and messages from the male. The officer had knowledge the male has been charged with stalking in the past involving young females. The female involved works at Sparky’s One Stop and has noticed the male in the business shortly before the messages began. The officer made contact with the male and advised him to end the unwanted contact immediately. Sparky’s requested the officer to advise the male he is no longer welcome on their property. At 12:05 pm a complainant reported a package was delivered by FedEx outside the door of her residence in the 100 block of E. State St the previous day. She reported the package was taken before she could take it inside. The packaged contained a $97 item she had ordered. The officer is investigating. At 3:38 pm at traffic stop was performed on 237th St near Kirkwood Ave on the west edge of Jefferson. During a consent search of the vehicle the officer located suspected marijuana. The substance was seized for testing. Zachary Allen Smith of Jefferson was cited for driving while license suspended. Future charges for the driver and passengers are pending lab results. At 8:49 pm a caller advised of a stray dog in the 600 block of W. Lincoln Way. The officer was unable to get close to the animal. At 11:04 pm an officer assisted a sheriff’s deputy on a domestic assault call in Grand Junction.

Thursday, April 9: *****An officer has requested an arrest warrant for Karen Jo Keown-McCubbin, 62, of Gowrie for two counts of theft- fifth degree (simple misdemeanor) in connection with the theft of alcohol from Fareway on 4/02*.

Wednesday, April 8: At 5:10 pm a complainant reported a stray dog near W. Adams and N. Pinet Sts. The officer placed the dong in the animal holding facility. At 8:31 pm a resident reported that top of a tree on fire in the 200 block of S. Walnut St. The officer located power lines causing the issue in the tree. The Jefferson fire department and Alliant Energy responded to fix the issue.

Tuesday, April 7: At 8:41 am a caller advised of locating capped needles and other possible narcotic related waste in the area of W. Lincoln Way and Grimmell Rd. The officer seized the items for proper disposal. At 7:08 pm an officer was advised of a stray dog in the 600 block of S. Chestnut St. The officer placed the dog in the animal holding facility.

Monday, April 6: At 10:24 am a complainant reported a known male had broken into her residence in the 300 block of N. Chestnut St and stolen a laptop, tablet and cell phone. The officer is investigating.

Sunday, April 5: At 2:23 am a traffic stop in the 1800 Block of North Elm Street resulted in an. After smelling alcohol inside the vehicle, the officer had the driver perform standardized field sobriety testing, which he failed. The officer arrested Jared Andrew Krause, 21, of Carroll for operating while intoxicated- first offense (serious misdemeanor)*. He was also cited for speed and failure to have a valid driver’s license. *****An officer has requested an arrest warrant after completing an investigation initiated on 2/05 of a Dollar General employee allegedly not scanning all items being purchased by a customer. Melissa Sue Larson, 41, of Jefferson has been charged with theft- fifth degree*.

Saturday, April 4: Routine activity reported.

Friday, April 3: At 11:16 am staff at Fareway reported a male shopper had placed energy drinks in his pocket and did not pay for them with the other items he purchased. The officer was provided video of the event. The officer spoke to the male and has requested an arrest warrant for Lanny Dean Lewis, 71, of Jefferson for theft- fifth degree (simple misdemeanor)*. At 12:28 pm staff at Fareway reported the theft of alcohol by an unknown female. The officer is investigating.

Thursday, April 2: At 3:05 pm a complainant reported a theft of an e-cigarette from a residence in the 600 block of S. Olive St. A juvenile in the household was found in possession of the item and five liquid cartridges for a total value of $100. The juvenile was charged with theft- fifth degree (simple misdemeanor). At 5:29 pm a complainant reported a possible trespass at his residence in the 500 block of N. Grimmell Rd. ***** As a result of an investigation initiated on 3/17 Shawn Gifford of Jefferson was cited for trespass. * ***** Arrest warrants have been issued as a result of an investigation initiated 12/20/19  after a traffic stop. The driver of the vehicle, Christopher Spaulding, 52, of Jefferson, was found to be in possession of illegal drugs. After test results were received from the DCI lab, Spaulding has been charged with possession of marijuana- third or subsequent offense, possession of methamphetamine- third or subsequent offense, possession of controlled prescription medication- third of subsequent offense (all Class D felonies), and two counts of unlawful possession of prescription drug (serious misdemeanor)*.

Wednesday, April 1: *****As a result of a traffic stop at the intersection of Highway 4 and Highway 30 on 3/24, suspected marijuana was removed from a vehicle after a probable cause search was conducted by an officer. The suspected marijuana was sent to a laboratory which showed a positive test result for 206.6 grams of marijuana. As a result of the investigation, arrest warrants have been requested for Nyakuot Chuol, 19, of Ames and Nyadhuor Deng, 22, of San Diego, CA, for possession of marijuana with intent to deliver and failure to affix drug stamp (both class D felonies)*.

*All charges are merely an accusation. All defendants are presumed innocent until and unless proven guilty.
