Police blotter – March 2022

Following are excerpts of activities reported by the Jefferson police department:

Thursday, March 31: At 11:28 am officers were requested at the office of the Greene County High School. Officers arrived and were advised of suspicions of an intoxicated staff member. The officers’ investigation led to the arrest of Peyton Michael Paddock, 24, of Jefferson for public Intoxication (simple misdemeanor) and operating while intoxicated (serious misdemeanor)*.  At 7:02 pm a complainant reported a stray dog in the 100 block of N. Grimmell Rd. The officer placed the dog in the animal holding facility.

Wednesday, March 30: Routine activity reported.

Tuesday, March 29: At 8 pm security staff at Wild Rose Casino reported two males fighting outside the casino. The officers spoke to the pair and have requested any video footage of the event. Charges are pending. At 10:34 pm officers arrested Dustin Richard Evans, 39, of Jefferson at 402 N. Vine St on an outstanding      Greene County arrest warrant for sex offender registry violation*. *****An officer has requested arrest warrant for Michael Shane Miller, 51, of Jefferson after test results came back positive of items seized during a consent search at 105 N. Walnut St on 2/15. Miller is charged with possession of marijuana- first offense (serious misdemeanor) intent to deliver a controlled substance (Class D felony) and possession of drug paraphernalia (simple misdemeanor)*.

Monday, March 28: At 9:53 am a resident caught a stray dog in the 800 block of W. Monroe St. The officer placed the dog in the animal holding facility. At 10:43 am a complainant reported identity theft. Unknown subjects used her personal information to open an account and credit card at Walmart and made purchases. The officer is investigating. At 8:35 pm officers were requested to assist a deputy with an arrest in Grand Junction. At 9:27 pm a resident requested officers at a residence in the 400 block of N. Grimmell Rd for a cat in a tree. Officers arrived and determined the cat was 18 feet up in the tree and could not offer any assistance.

Sunday, March 27: At 5:35 pm officers investigated a two-vehicle accident in the 100 block of N. Elm St. Teagan Trask of Jewell was southbound in the inside lane, driving a 2013 Ford F150, owned by David Trask of Jewell. Trask attempted to change to the outside lane but struck a southbound 2010 Mazda MZ3, owned and driven by Isaac Roll of Boone. Trask was cited for turning from improper lane. Damage to each of the vehicles was estimated at $5,000.

Saturday, March 26: At 12:40 am a caller advised of a pickup truck in the ditch on Highway 30 near Mulberry St. The officer’s investigation led to the arrest of Eric Wayne Bellinghausen, 41, of Jefferson for operating while intoxicated (serious misdemeanor)*. He was cited for failure to maintain control.  

Friday, March 25: At 6:57 pm a caller advised of a stray dog in the 800 block of W. Lincoln Way. The officer returned the animal to the owner and issued a citation for animal at large – prohibited. At 9:22 pm an officer performed a traffic stop with a driver in the 500 block of N. Maple St as the driver had only the parking lights activated on his vehicle, not the headlights. The officer’s investigation led to the arrest of Christopher Robin Lawrence, 61, of Jefferson for operating while intoxicated- second offense (aggravated misdemeanor)*.

Thursday, March 24: At 2:08 am staff at Sparky’s One Stop reported a male subject had been in the business for several hours. He advised he was waiting for a ride. The officer spoke to the subject, who advised he had nowhere else he could go. The business advised he could remain waiting for his ride to show up.

Wednesday, March 23: At 8:37 pm an officer arrested Vargas Hector Hernandez, 23, of Jefferson, on outstanding Guthrie County arrest warrants for assault- aggravated and criminal mischief- simple*.  

Tuesday, March 22: At 11:40 am officers arrested Nicholas Warnke, 35, of Chariton, on an outstanding arrest warrant for fail to appear for non-payment of child support.*

Monday, March 21: Routine activity reported.

Sunday, March 20: At 1:43 am a complainant caught a stray dog in the 700 block of W. Russell St. The dog was placed in the animal holding facility. At 12:21 pm a complainant advised of a dog dragging a chain near S. Olive and E. Madison Sts. A resident was able to capture the stray in their garage. The officers arrived and the owner showed up and took possession of the animal. The owner was issued a citation for animal at large prohibited. At 6:42 pm a complainant advised he was walking his dog on a leash near E. Russell and S. Wilson Sts. A dog was let out of a residence in the 600 block of S. Wilson St as he walked on the other side of the road on the sidewalk. The animal ran out of its yard, across the street and attacked his dog. He was able to separate the two, and the dog attacked his dog again. The complainant’s dog had minor injuries from the attack. Officers spoke to the owner of the other animal involved. The owner was advised to provide rabies vaccination form to the officer and the animal must stay inside the residence for a 10-day quarantine period. After the 10-day quarantine, the animal must leave the city of Jefferson as the officer deemed the animal Illegal, per ordinances.

Saturday, March 19: At 12:56 am an officer performed a traffic stop with a driver at Casey’s. The officer’s investigation led to the arrest of Jason Robert Smith, 36, of Jefferson for operating while intoxicated (serious misdemeanor)*. He was cited for open container/driver. At 4:43 pm VWZ Express of Chicago reported a missing truck driver. The vehicle was parked at Wild Rose Casino, but the driver would not answer the phone for several hours. Officers located the truck. No one appeared to be in it. Officers checked the casino and all motels, but did not locate the subject. With permission from the trucking firm, officers made entry into the semi. No one was inside. At about 8:55 pm, the driver contacted officers. He was fine and was heading out in the truck. At 8:53 pm a business owner turned over a fake $100 bill he had found outside his business. The officer destroyed the obvious fake bill.

Friday, March 18: At 6:45 pm a caller advised an officer of a subject having stolen property from a neighbor’s residence. The officer is investigating.

Thursday, March 17: At 9:28 am an officer arrested Sean Patrick Phillip Shell, 46, of Jefferson on an outstanding Greene County warrant for violation of pretrial release.* At 11:55 am officers received a report of subjects possibly “squatting” in an apartment at 1216 Westwood Dr. The officer is investigating. At 3:42 pm a caller advised of the smell of marijuana coming from an apartment in the 300 block of N. Cedar St. Officers arrived and could smell the odor coming from the apartment. The resident of the apartment arrived and eventually signed a consent to search form. During the search, officers located a glass smoking device and a trace of marijuana in the apartment. Charges are pending at this time. At 6:34 pm an officer began an investigation into a sex offender registry violation.

Wednesday, March 16: At 10:41 am officers arrested Carly Jene Hubby, 43, of Ogden, at Wild Rose Casino on an outstanding Boone County warrant for possession of methamphetamine*. At 1:56 pm officers investigated a collision at W. Lincoln Way and Vine St. Shane Kozal of Jefferson was eastbound on Lincoln Way driving his 2005 Dodge Grand Caravan. Mollie Clark of Yale was driving a 2004 Dodge Ram 1500 pickup truck owned by Maureen Haglund of Perry. Clark left the posted stop sign and struck Kozal’s vehicle. She was cited for fail to yield upon entering a highway. Damage to the vehicles was estimated at $5,000 each. At 3:05 pm officers arrested Floyd William Laxson Jr, 61, of Jefferson on an outstanding JPD arrest warrant for domestic abuse assault- simple*. At 8:04 pm a caller advised of a subject for whom there is an active arrest warrant at Casey’s General Store. The officers arrived and learned the subject had left the business. At 8:41 pm a resident advised he had caught a stray dog in the 100 block of S. Chestnut St. Officers placed the dog in the animal holding facility.

Tuesday, March 15: At 6:45 am an officer investigated damage to a vehicle in the 500 block of S. Oak St. An unnamed city sanitation worker was operating a 2020 Peterbilt garbage truck and attempted to grab a garbage can with the automated arm. The can was sitting right behind a vehicle and the arm struck the vehicle. Damage to the 2015 Jeep Cherokee, owned by Tony Ratliff of Jefferson, was estimated at $3,000. The garbage truck did not sustain any damages. Residents are reminded to place trash bins in a clear area at the curb, allowing plenty of room for the automated collection arm to operate. At 1:58 pm management at Sparky’s One Stop reported that on 03/08 a subject pumped fuel and purchased other items inside the business for $80.27. The subject wrote a check that the machine would not accept. He advised he would return to pay for the items, but has not done so. The officer is investigating. At 4:06 pm a caller advised of juveniles climbing the locked fence and climbing on a shed at the elementary school Head Start playground. They also reported the juveniles were using very foul language. The officer arrived and located the group. The officer spoke to them about the issues and contacted parents to inform them of the incident. At 6:15 pm the Dallas County sheriff’s office requested an officer to contact a Jefferson resident after locating a bumper and license plate along Highway 141 in Dallas County. The officer made contact with the owner of the vehicle and learned he had struck a deer overnight. The officer put him in contact with the deputy.

Monday, March 14: At 4:40 pm a Fareway manager reported a person who was banned from shopping there was at the business. The officer located the subject and issued a summons to appear to Jennifer Marie Ashby of Jefferson on a charge of trespass (simple misdemeanor)*. At 11:39 pm a resident of the 400 block of N. Oak St reported an unknown intoxicated male was sleeping in a chair inside her residence. The officer arrived and woke the sleeping male. The male refused to cooperate with the officer and left the residence on foot. Deputies arrived to assist the officer and the male ran north from the area. The subject was taken into custody in the 500 block of N. Elm St. Austin Tylor O’Connell, 23, of Jefferson was arrested and charged with trespass, interference with official acts, and public intoxication (all simple misdemeanors)*.

Sunday, March 13: At 11:56 am a complainant reported a grass fire in the 200 block of W. Head St. Officers arrived and kept the fire controlled with fire extinguishers until the Jefferson fire department arrived.

Saturday, March 12: At 5:29 pm an officer found a dog running at large in the 1200 block of Rushridge Rd. The officer located the owner and returned the dog.

Friday, March 11: At 8:04 am an officer was called to Greene County High School for a traffic collision in the parking lot.  A 1999 Dodge Ram 1500, owned by John Mitchell of Rippey, was parked in the lot. Ethan Coil of Jefferson attempted to back a 2002 Chevrolet S-10, owned by Michael Coil of Jefferson, and made slight contact with the Mitchell vehicle. Both vehicles received approximately $100 damage. No citations were issued due to the collision taking place on private property. At 5:48 pm a complainant reported a squirrel had accidently been caught in a live trap in the 600 block of E. Adams St. An officer released the squirrel.

Thursday, March 10: At 3:50 pm an officer investigating a rear end collision accident in the 1900 block of N. Grimmell Rd. Allison Fields of Jefferson was driving a 2011 Chevrolet Traverse owned by Michelle Fields. She was heading north but stopped for traffic. McKade Owens of Scranton was driving a 2010 Nissan Sentra owned by Lisa Owens. He pulled out from the high school driveway and struck Fields’ vehicle. He was cited for failure to stop in assured clear distance ahead. Damage to the vehicle he was driving was estimated at $500. Damage to Fields’ vehicle was estimated at $2,000. *****After receiving lab results on items seized at a residence in the 700 block of W. State St on 1/10, arrests have been made. Ted L. Semke, 44, and Hope R. Malone, 42, both of Jefferson, are charged with possession of marijuana (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*

Wednesday, March 9: At 10:26 am a resident reported a dog, dragging a rope, was by HyVee in the grassy area. The officer placed the animal in the animal holding facility. At 10:10 pm while doing traffic surveillance at a business on N. Elm St, an officer witnessed a driver pass him southbound on Elm St at a high rate of speed and without headlights on the vehicle. The officer performed a traffic stop with the driver at Casey’s General Store. The officer’s investigation led to the arrest of Jaime Omar Gonzalez Alfaro, 26, of Storm Lake for operating while intoxicated (serious misdemeanor)*. He was also cited for failure to have a valid driver’s license, open container of alcohol/driver, reckless driving, and failure to use headlamps when required.

Monday, March 7: *****Officers issued 14 parking – snow ordinance citations from the recent snow event.

Sunday, March 6: At 7:41 pm a complainant advised the two German Shepherds were attacking a dog that was being walked by its owner in the 400 block of N. Oak St. The officer located a female and saw minor injuries on the animal. The officer issued Larry Jon Hovick two citations for animal at large. The animals were ordered to leave the city of Jefferson, per ordinance, after a 10-day quarantine.

Saturday, March 5: At 11:41 pm an officer was requested at the Greene County Medical Center ER for a female who had been assaulted by her brother. The officer is investigating.

Friday, March 4: At 8:56 am an officer started investigating a theft of lumber from a construction site at N. Cedar and E. Reed Sts. At 12:04 pm an officer investigated an accident at N. Locust and E. Adams St. Mindy Ford of Jefferson was northbound driving her 2001 Chevrolet Silverado pickup truck. Christian Paniagua of Jefferson was westbound driving his 1995 Chevrolet S-10. The vehicles collided in the intersection. Ford was cited for failure to yield to the vehicle on the right. Damage to her vehicle was estimated at $2,000. Damage to Paniagua’s vehicle was estimated at $1,500. At 12:51 pm a manager at Fareway provided officers with video of a subject shopping there who had been trespassed from the property. The officer is investigating. At 9:36 pm officers responded to a residence in the 600 block of W. Lincoln Way after receiving a call about a domestic assault having occurred there. The officer spoke to the female, who advised of a physical assault. The officer found evidence to support the claim and has requested an arrest warrant for Zachary Allen Waters-Rice, 25, of Jefferson for domestic abuse assault impeding blood/air flow (D felony)*.

Thursday, March 3: At 9:55 am an officer had a vehicle towed from the parking lot behind the municipal building to the impound lot, as the owner was in violation of city ordinances. At 12:30 pm a subject brought possible narcotic items they had found to the Greene County jail and turned it in to an officer. The officer is investigating.

Wednesday, March 2: At 12:41 am a complaint reported a possible trespass at a residence in the 300 block of N. Olive St. The officer located the reported subjects in the building. The investigation continues, as it may be a civil matter. At 7:47 am a complainant reported a possible theft of a cell phone from the same residence in the 300 block of N. Olive St. The officer is investigating. At 1:05 pm staff at the middle school reported a driver doing ‘donuts’ in the gravel parking lot at the school. A possible driver’s name was given to the officer, who is working to speak to the subject and parents about the issue. At 4:15 pm an officer investigated a backing accident in the 100 block of E. Reed St. Charles Heimer of Jefferson was eastbound on Reed St driving his 1977 Chevrolet pickup truck. Regan Tuhn of Jefferson was backing a 2012 Ford Fusion owned by Rebecca Chumley from a private drive when she struck Heimer’s vehicle. Tuhn was cited for unsafe backing upon a highway. Damage to both vehicles was estimated at $300. At 6:37 pm a deputy requested an officer to check on a reported fire at 1463 210th St. The officer met with subjects who were watching the controlled burn.

Tuesday, March 1: At 4:40 pm officers investigated a backing accident in the private parking at Oly’s Corner. A 2017 Chevrolet Silverado, owned by Drees Heating and Plumbing of Carroll, was parked in the parking lot. Katheryn Rice of Jefferson backed her 2013 Dodge Avenger into the Drees vehicle, causing an estimated $500 damage to it and $1,000 damage to her vehicle. No citation was issued because the collision occurred on private property. At 7:01 pm officers arrested Michael Allen Olson, 60, of Jefferson on outstanding Jefferson police department arrest warrants. The charges stem from a discovered burglary at 206 W. McKinley St on 02/18. The charges were burglary- second degree (class C felony) and theft- fifth degree (simple misdemeanor)*. At 9:56 pm officers were called to a residence in the 300 block of N. Olive St for a reported assault having just occurred there. The officer and deputies arrived and spoke to numerous people involved in the incident. The investigation continues.
