Police blotter – March 2023

Following are excerpts of activities reported by the Jefferson police department:

Friday, March 31: At 7:53 am an officer was advised of damage accidently caused to a vehicle that had occurred the day before. The officer is attempting to locate the responsible party. At 5:30 pm an officer was called to the 100 block of Ram Drive in regard to an altercation between two juveniles. The officer is investigating. At 6:08 pm an officer was advised the railroad crossing sign had blown off the pole at the Wilson Ave crossing. The officer did not locate the sign.

Thursday, March 30: At 12:21 pm staff at Greene County Family Medicine Clinic received calls from a subject who said he was going to harm himself. The subject advised he was riding around. Officers and deputies located the subject and took him to the emergency room for evaluation.

Wednesday, March 29: At 9:35 am a complainant reported items missing from his residence in the 800 block of S. Chestnut St. At 10:47 pm an officer and a deputy arrested two individuals for which there were outstanding JPD arrest warrants. Charles Edward Henderson, 30, and Samantha Monique Henderson, 30, both of Jefferson, were arrested for possession of marijuana (aggravated misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. *****An officer completed an investigation into a break-in and theft from the Webb House youth center. The officer sent charges to juvenile court for a 12-year-old male and a 13-year-old male for burglary- third degree (Class D felony), criminal mischief- fourth degree (serious misdemeanor) and theft- fourth degree (serious misdemeanor)*.

Tuesday, March 28: At 7:57 a resident advised she had caught an opossum in a live trap. The officer advised the JPD can loan out live traps,but cannot remove captured wildlife. State law prohibits the JPD from competing with a local business. Jefferson has a rodent removal company in town. At 11:03 am a complainant reported her juvenile daughter was being assaulted at school and said the school has done nothing to remedy the situation. The officer advised he would follow up with the school and assist them if needed. At 11:06 am a complainant advised her brother’s girlfriend was at a residence in the 700 block of W. Harrison St and the property owner advised she was not supposed to be there. She advised her brother was threatening her over the issue. The officer spoke to the subjects involved and arrested Aubrie Leiann Lawrence, 22, of Jefferson on outstanding JPD warrants for possession of a controlled substance (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. At 3:28 pm a complainant reported her neighbor in the 600 block of S. Oak St was coming onto her property and feeding stray cats. The officer spoke to the neighbor and advised her not to trespass on the property or she could face charges.

Monday, March 27: At 8:45 pm a complainant reported his girlfriend had left in his vehicle, without permission. The 2011 Ford was entered into NCIC as a stolen motor vehicle. The officer has requested arrest warrants for Casey Lynn Lebeau, 32, of Jefferson for operation without owner’s consent (aggravated misdemeanor) and fail to have valid driver’s license (simple misdemeanor)*. *****Officers issued 10 citations for parking- snow ordinance violations.

Sunday, March 26: At 12:31 am a complainant reported neighbors being loud at a campfire in the 300 block of N. Chestnut St. The officer met with four subjects at the fire and advised them to quiet down. Yerson Antonia Salvin, 20, of Jefferson was arrested for possession of alcohol under legal age*. At 2 am a complainant reported hearing someone screaming for help near 501 W. State St. The officer made contact with a subject in a residence who was watching TV with the volume up loud. The windows were open in the residence. The officer advised the subject of the complaint and asked him to turn down the volume and shut the windows. At 10:53 am an officer investigated an accident in the parking lot at Wild Rose Casino. Jeb Ball of Jefferson was plowing snow with a 2015 Chevrolet 2500, owned by Wild Rose. Brittany Gathercoal of Grand Junction was driving her 2009 Toyota Camry when she struck the rear of the pickup truck. Gathercoal was cited for fail to provide proof of financial liability- accident related. Damage to her vehicle was estimated at $4,000. Damage to the pickup truck was estimated at $2,500. At 3:02 pm an officer investigated an accident at Hwy 30 and N. Grimmell Rd. Becky Freeman of Jefferson was stopped at the posted stop sign in her 2017 Chevrolet Malibu when it was struck in the rear by a 2022 Ford ambulance owned by Greene County and operated by Rodney Freeman. Rodney Freeman was cited for failure to stop in assured clear distance. Damage to the ambulance was estimated at $500. Damage to Becky Freeman’s vehicle was estimated at $4,000.

Saturday, March 25: At 11:14 am a complainant reported a tire was slashed on his vehicle while parked in the 100 block of E. Central Ave. The officer is investigating. At 3:33 pm a traffic stop was performed in the alley near Washington Park. The officer arrested Travis Austin Smith for driving while license barred (aggravated misdemeanor)*.

Friday, March 24: At 7:14 pm a complainant requested officers for a fight in progress in the 100 Block of W. Vest St. The investigation led to the arrest of Joseph James Ratliff, 40, of Jefferson for disorderly conduct (simple misdemeanor)*. The officer located THC pills in his possession and seized them for testing. Charges are pending lab results. At 8:36 pm staff at the Greene County Medical Center emergency room requested an officer for a dog bite incident. A complainant reported she was walking her dog in the 400 block of S. Cedar St when a dark colored pit bull approached her. The two dogs began to fight and the complainant received scratches trying to separate the two. The officer is working to locate the other animal involved. The complainant’s dog received minor injuries in the fight.

Thursday, March 23: At 8:25 am a complainant reported harassment while she was taking her child to school. The officer is investigating. At 10:38 am an officer was dispatched to Greene County Middle School for a student in possession of a vape device under the legal age. The officer is investigating. At 1:08 pm an officer responded to a two-vehicle collision at the intersection of Elm St and W. Lincoln Way. Jacque Cunningham was eastbound in her 2021 Jeep Grand Cherokee stopped as posted. Linda Jackson was southbound on Elm St driving her 2016 Ford Focus. Jackson had arrived at the four-way stop first and proceeded into the intersection. Cunningham entered the intersection and struck the middle passenger side of Jackson’s vehicle. Cunningham was cited for failure to obey stop/yield sign. Damage to her vehicle was estimated at $1,000. Damage Jackson’s vehicle was estimated at $5,000.

Wednesday, March 22: At 11:41 am a complainant reported someone had dumped trash in her dumpster in the 1100 block of McDuffie Drive without her permission. The officer could find no evidence as to who the trash belonged to. At 2:35 pm an officer spoke to a resident in the 1400 block of Southfied Drive who allows cats to leave his property and go to neighboring properties. The officer advised the subject he would face animal at large citations if the problems persist.

Tuesday, March 21: At 12:53 am during a traffic stop in the 1800 block of N. Mulberry St the officer arrested the driver, Devin Julian Villalobos, 21, of Jefferson for driving while license revoked (serious misdemeanor)*. At 6:06 pm an officer investigated a collision at N. Vine and W. Clark Sts. Richard Burk of Des Moines was northbound on Vine driving his 2015 Chevrolet Trax. Amber Reed of Grinnell was eastbound on Clark when the vehicles collided in the intersection. Reed was cited for failure to yield to vehicle on the right. Both vehicles had airbags deploy and were a total loss. At 10:30 pm an officer arrested Jessie James Sanders, 21, of Jefferson on an outstanding warrant for failure to appear on a charge of possession of marijuana (serious misdemeanor)*.

Monday, March 20: At 3:19 pm after locating possible stolen items in his juvenile son’s room, a father reported a burglary to the Webb House. The officer met with the father and Webb House staff at the Webb House. The officer is investigating. At 6:28 pm a complainant reported three juveniles knocking on windows and doors in the area of the 300 block of S. Georgia St. The officer located the subjects in the area. The officer spoke to the juveniles and contacted their parents about the issue.

Sunday, March 19: At 7:23 pm an officer was advised of a dog running at large in the 300 block of E. State St. The officer took the dog to the animal shelter.

Saturday, March 18: At 1:38 pm an officer was advised of a dog running at large in the 200 block of N. Cedar St. The officer took the dog to the animal shelter. At 8:40 pm an officer responded to Cobblestone Hotel in regard to a disagreement between a guest and an employee. The guest was subsequently told to leave the property.

Friday, March 17: At 7:50 am a complainant reported possible suspicious activity in the 600 block of S. Oak St. An officer is investigating.

Thursday, March 16: At 1:11 am a complainant reported someone knocking on her windows and egging her residence in the 900 block of W. Mahlon St. The officer has suspects and is investigating.

Wednesday, March 15: Routine activity reported.

Tuesday, March 14: *****An officer has requested arrest warrants after completing an investigation that began on 02/26 at HyVee. The subject was not scanning all items as they placed them in their cart at the self-checkout. Warrants have been requested for Katelyn Rae Lowmiller, 31, of Jefferson for theft- fifth degree (simple misdemeanor) and theft- fourth degree (serious misdemeanor)*.  

Monday, March 13: At 2:04 am a complainantreported harassment from his ex-girlfriend while he was at work. The officer later arrested Brittney Mary Dawn Olson, 22, of Jefferson for harassment- third degree (simple misdemeanor)*.

Sunday, March 12: At 9:22 pm during a traffic stop at Gallup Rd and Mulberry St an officer arrested Steven Bret Wetzel, 53, of Jefferson for driving while license barred (aggravated misdemeanor)*. He was also cited for operating without registration and failure to provide proof of financial liability. *****Officers issued 16 citations for snow parking ordinance violations.

Saturday, March 11: At 1:31 pm officers executed a narcotics search warrant at 102 E. Washington St. The search warrant is in connection to the earlier report concerning a young child picked up from the residence, smelling of marijuana. Several Items of drug paraphernalia and narcotics were seized during the search. Arrest warrants have been requested for Mecktisha Jane Hagar, 35, of Jefferson and a 16-year old female for possession of marijuana (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*.

Friday, March 10: At 10:59 am an officer spotted a wanted subject hiding in the back seat of a passing vehicle. The officer followed the vehicle to the post office and arrested Shelby Marie McBride, 23, of Jefferson on outstanding Cerro Gordo arrest warrants. At 5:07 pm a father, who has shared custody of an 8-year-old child, picked the child up from the mother in Jefferson. The child had the strong odor of marijuana on them. The officer is investigating. At 11:24 pm an officer assisted a state trooper with the arrest of Monique Henderson, 32, of Jefferson on outstanding Guthrie County arrest warrants.

Thursday, March 9: Routine activity reported. *****Officers issued seven snow parking ordinance violations during this reporting period.

Wednesday, March 8: At 11 am staff at HyVee reported two separate thefts by a known female. The thefts had occurred on 2/26 and 3/2. The subject was not scanning all items at the self-checkout. The loss is more than $300. The officer is investigating.

Tuesday, March 7: At 4:19 pm a resident reported a possible suicidal subject believed to be at Wild Rose Casino. The officers did not locate the subject there. The officer had the subject’s cell phone pinged and it showed they were at home in Glidden. Carroll County was contacted and made contact with the subject at their residence.

Monday, March 6: At 8:05 am staff at Heartland Bank reported a driver had driven through their property causing deep ruts in the grass. The bank provided video of the vehicle involved and the officer is investigating. At 2:23 pm staff at Sparky’s One Stop reported a male subject had left without paying for $27.08 in fuel. The officer is investigating. At 4:58 pm an officer assisted an Iowa State Patrol trooper with an OWI traffic stop on Hwy 30 west of Grimmell Rd. The trooper is handling all charges.

Sunday, March 5: At 5:44 pm staff at Oly’s Corner requested an officer there for a shoplifting event. The officer learned one subject had left the area and one had stayed. The males had left the business with $104 worth of vaping products they had not paid for. Christian Michael O’Brien, 19, of Jefferson was arrested and charged with person under age 21 using vape products and theft- fifth degree (simple misdemeanors)*.  The officers caught up with the other male involved and Eric Nathan Ranker, 18, of Jefferson was arrested and charged with person under age 21 using vape products and theft- fifth degree (simple misdemeanors)*.  

Saturday, March 4: At 3:32 am Wes Reever advised a vehicle had sideswiped his vehicle on Hwy 141 in Guthrie County. The driver did not stop and was then heading north toward Jefferson on Hwy 4. The officer located the vehicles and stopped them near S. Elm and Ram Drive. All information was gathered and forwarded back to Guthrie County. At 5:30 pm a complainant reported the theft of a couch from a garage in the 300 block of S. Walnut St. The officer is investigating.

Friday, March 3: At 8:48 pm a complainant reported an injured deer in the roadway in the 1600 block of N. Elm St. The deer had expired and the officer removed it from the roadway.

Thursday, March 2: At 7:44 pm officers assisted a family with a possible suicidal juvenile. The officer took the juvenile to ER to be evaluated by a medical doctor.

Wednesday, March 1: At 11:34 am Linn County DHS staff reported a sex assault case they are working on, which may have occurred in Jefferson. The officer is assisting in the investigation. At 1:33 pm a complainant reported he had fallen victim to a scam. He had wired a large sum of money to a subject, with large, promised returns. He can no longer get the subject to respond to his attempts. The officer will investigate if possible. *****An officer received lab results on items seized on 02/26. The officer has requested arrest warrants for Audrie Leiann Lawrence, 22, of Jefferson for possession of marijuana- second offense (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. *****Officers have requested arrest warrants after completing an investigation into violations of a no contact order. Warrants have been requested for Zein Mohommed Ibrahim, 35, of Harcourt for violation of a no contact order (simple misdemeanor), four counts*. *****An officer has requested arrest warrants for two subjects involved in the theft of alcohol from HyVee on 02/28. The requested warrants are for Eric Nathan Ranker, 18, and for Christian Michael O’Brian, 19, of Jefferson, on charges of possession of alcohol by underage person and theft- fifth degree (simple misdemeanors)*.

*All charges are merely an accusation. All defendants are presumed innocent until and unless proven guilty.
