The unspring-like weather is delaying farmers but it has nothing to do with a delay in construction of the Greene County animal shelter.
According to Jefferson city administrator Mike Palmer, construction is delayed temporarily due to a problem with the foundation, which was poured in early December. The foundation has settled due to soil compaction that needs to be corrected before construction proceeds.
The steel building frame needs to be taken down so the foundation can be stabilized with piers driven into the ground to reach stable soil. An additional 6 inches of concrete will be placed on top of the existing foundation. The building will then be erected again.
The cost of repairs will be shared by the company that did the pre-construction soils compaction testing and the contractor.
Palmer did not provide a new estimated date of completion.
