Police blotter – September 2021

Following are excerpts of daily activities reported by the Jefferson police department:

Thursday, Sept. 30: At 3:43 pm the public works director shared video of a truck driver in the mud, causing large ruts, at Daubendiek Park by the brush piles. The video provided a plate for the vehicle. The officer is working to speak to the driver about the issue.

Wednesday, Sept. 29: At 4:31 pm a complainant reported a neighbor had been feeding stray cats. The officer is investigating.

Tuesday, Sept. 28: At 7:22 am a complainant reported criminal mischief to a vehicle tire while the vehicle was parked in the 100 block of N. Cedar St the previous night. An officer is investigating. At 10:32 am Lucy Dudley reported an accident that had occurred in the Greene County High School parking lot on 9/24. Jeremiah Brown of Jefferson backed a 2006 Honda Civic into Dudley’s 2009 Chevrolet Impala as she drove eastbound in the parking lot. Damage to Brown’s vehicle was estimated at $500. Damage to Dudley’s vehicle was estimated at $1,500.

Monday, Sept. 27: At 9 am a complainant reported someone had spray painted vulgar words on a bridge along the bike trail south of Jefferson. An officer planned to contact the appropriate entity and make them aware of the situation. At 1:50 pm staff at Casey’s General Store reported that a sign in the parking lot had been struck by a driver. The driver left the area without reporting the collision. An officer responded and subsequently determined the identity of the driver. The officer is investigating.

Sunday, Sept. 26: At 5:12 pm a Casey’s General Store employee reported criminal mischief to their gas pumps having occurred over the previous few days. The officer is investigating.

Saturday, Sept. 25: At 3:49 am the Greene County sheriff’s deputy was dispatched to the 800 block of N. Ave for a single-vehicle accident. The Jefferson officer was closer to the scene at the time of the call and requested to assist. The officer responded and assisted as needed until the deputy arrived. At 5:40 pm a complainant reported a theft of a lawn mower battery from the 200 block of W. Head St. The officer is investigating. 

Friday, Sept. 24: At 1:13 am staff at the Cobblestone Hotel reported a white van was parked in their lot. The staff believed the occupants of the van were using illegal narcotics. The vehicle left the parking lot and was later located by a Greene County deputy. The deputy stopped the vehicle and is investigating. At 5:18 pm staff at Wild Rose Casino reported an assault occurring in the parking lot involving a male and female. When the officers arrived, they were advised the two had already left the property in a blue passenger car. The officer is investigating.

Thursday, Sept. 23: At 7:24 pm a resident captured a stray dog in the 100 block of S. Walnut St. The officer placed the dog in the animal holding facility. At 10:32 am a caller advised of a couple involved in an argument in a garage in the 400 block of S. Locust St. The officers’ investigation led to the arrest of Mark David Burgart, 44, of Jefferson for violation of protective order and obstruction of emergency communication (simple misdemeanors)*.

Wednesday, Sept. 22: At 7:37 pm a complainant reported catching a stray dog in the 300 block of N. Pinet St. The officer placed the animal in the animal holding facility. *****An officer has completed a theft investigation that began 9/17 at Fareway. An arrest warrant has been requested for Luther Hebert, 25, of Green Bay, WI, for theft- fifth degree (simple misdemeanor)*.

Tuesday, Sept. 21: At 5:29 pm a complainant reported her juvenile child had not returned home after threatening to run away. Officers entered the child as missing into the NCIC system and began searching for them. An officer located the juvenile in Jefferson, and they were taken to Greene County Medical Center emergency department for evaluation by a medical doctor. At 8:57 pm a complainant reported finding suspected drug paraphernalia while cleaning out a residence in the 300 block of E. Garfield St. The officer took possession of the items for destruction.

Monday, Sept. 20: At 7:14 am staff at Fareway requested an officer to report a shoplifting event. The officer was provided video of the event and is investigating. At 4:38 pm a complainant reported a child with a dog running in and out of the road at Grimmell Rd and W. Lincoln Way. The officer knew the child and returned him and the dog back home. He was chasing the animal after it had gotten away.

Sunday, Sept. 19: At 1:48 am an officer received a report of a hit and run property damage vehicle accident having occurred in the Sparky’s One-Stop parking lot. The officer is investigating. *****As a result of an investigation started on 7/21, Gerrick Eugene Smith of Jefferson has been charged with child endangerment causing serious injury and neglect or abandonment of a dependent person*.

Saturday, Sept. 18: At 9:27 am a complainant reported her vehicle may have been damaged while in the 300 block of N. Chestnut St. The officer is investigating. At 2:23 pm staff at Wild Rose Casino reported an underage female who had attempted to get onto the gaming floor on 9/17. The officer assisted the casino in identifying the individual involved. At 10:50 pm staff at Wild Rose Casino reported a person on the property who was not allowed to be. The officer investigated. As a result of the investigation, Destiny Ann George of Jefferson was place under arrested for outstanding Greene County warrants for possession of methamphetamine, possession of marijuana, and possession of drug paraphernalia*.

Friday, Sept. 17: At 9:08 am a complainant reported a theft from her vehicle in the 400 block of N. Maple St. The officer is investigating. At 9:11 am Wild Rose Casino management reported a member of their staff had been harassed while in the 500 block of N. Elm St. The harassment stemmed from an earlier incident. The officer is investigating the report. At 11:43 pm a complainant reported a male in a truck with the engine running at Sparky’s One Stop. The truck was parked and the male appeared to be passed out behind the steering wheel. The officer responded and investigated. As a result of the investigation, Jesse James Whatley, of Brazoria, TX, was placed under arrest and charged with public intoxication and operating while under the influence- third offense*.  

Thursday, Sept. 16: At 8:28 pm an officer was advised of a utility pole and wires across the road in the 1200 block of S. Elm St. The subject involved later called the LEC to report someone stopped him in his combine and advised him he was dragging powerlines behind him. Troy Paup of Churdan had been northbound on S. Elm when wires came in contact with the top of the combine, causing the damage. Alliant Energy arrived and cleared the roadway.

Wednesday, Sept. 15: Routine activity reported.

Tuesday, Sept. 14: At 7:59 am an officer investigated a backing accident at Sparky’s One Stop on E. Highway 30. Clay Ross of Jefferson was backing a 2005 Chevrolet 2500 pickup truck owned by Dean Ross of Jefferson from a parking space when he struck a 2015 Toyota Avalon owned by Jesse Perret as it was parked at the fuel pumps. Damage to Ross’ truck was estimated at $1,000. Damage to Perret’s car was estimated at $3,000. At 2:37 pm a complainant reported a bat in her yard in the 300 block of N. Chestnut St; the bat could not fly. The officer removed the bat from the area. At 5:56 pm an officer located young children riding an ATV on the street near W. Mahlon St. The officer spoke to a parent, who advised he would remedy the issue with his children. At 8:16 a caller advised of a group of juveniles who rang his doorbell and ran away in the 900 block of N. Walnut St. The officer later located four juveniles and spoke to them about the complaint. They were advised that if they were responsible, they need to find more productive things to be doing.

Sunday, Sept. 12: At 2:21 pm a complainant reported a tire on one of her vehicles had been damaged on 9/10. The damage was estimated $100 to repair / replace. The officer is investigating. At 4:23 pm a complainant reported she had four stray kittens that needed to be taken to the animal shelter. The officer did so.

Saturday, Sept. 11: At 4:14 am a complainant reported a male guest was destroying her home and personal property in the 800 block of W. Adams St. An officer responded and found the male, later identified as Casey Kennedy of Grand Junction, causing property damage. The officer placed Casey Kennedy under arrest on a charge of criminal mischief- second degree (Class D felony)*.  

Friday, Sept. 10: At 10:27 am a complainant reported someone burning construction materials in the 600 block of S. Locust St in violation of city code. The officer located the source of the complaint and the fire was extinguished. At 12:05 pm a Jefferson resident reported he had been assaulted in the 700 block of S. Maple St. Officers responded and investigated the report. As a result of the investigation, Timothy Day of Jefferson was arrested on charges of disorderly conduct, assault simple, and public intoxication (all simple misdemeanors)*. At 4:35 pm a complainant reported a vehicle accident with injury in the 1700 block of N. Grimmell Rd. Officers responded to the scene and assisted Greene County Ambulance staff. Iowa State Patrol traffic investigators were called to investigate the scene. According to the Iowa State Patrol report, a 14-year-old operator of a 2016 Honda NPS50 moped was traveling southbound on Grimmell Rd when he swerved across the center line into the northbound lane and contacted a 2017 Chevrolet Traverse driven by Nancy Kaufman, 48, of Grand Junction. The juvenile sustained injuries and was transported by LifeFlight to Iowa Methodist Hospital. At 5:22 pm the dispatcher received two separate reports of a naked male walking near the intersection of Mulberry Rd and Central Ave. The officer searched the area and did not locate the male. At 5:35 pm a complainant reported being harassed while in the 300 block of N. Elm St. The officer is investigating.

Thursday, Sept. 9: At 11:58 am an officer responded to a two-vehicle accident on Highway 30 near the intersection with Doreen Wilber Dr. Howard Currier of Jefferson was eastbound on Highway 30 driving a 2003 Hyundai Santa Fe, following Raymond Gregory of Jefferson, who was driving a 2010 Chevrolet Silverado pickup truck. Gregory slowed. The front of Currier’s vehicle struck the rear of Gregory’s vehicle. A passenger in Currier’s vehicle was transported to Greene County Medical Center for treatment. Currier was cited for failure to stop in assured clear distance. Damage to his vehicle was estimated at $5,000. Damage to Gregory’s vehicle was estimated at $3,000.  

Wednesday, Sept. 8: *****An officer has requested arrest warrants for a Des Moines female. The officer was called to Wild Rose Casino on  08/30 after casino staff witnessed the female with suspected narcotics. The requested warrants are for Kelsey Jean Brooks, 34, of Des Moines for possession of marijuana (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*.  

Tuesday, Sept 7: Routine activity reported.

Monday, Sept 6: At 2:35 pm an officer was dispatched to Casey’s General Store for a suspected counterfeit $20 bill. The officer is investigating. At 6:22 pm staff at Greene County Medical Center reported a dog bite incident that occurred in the 300 block of S. Grimmell Rd. The officer is investigating. At 8:29 pm a Jefferson officer was requested to assist with traffic control at Highway 4 and 260th Sty. The officer assisted until Greene County deputies arrived.

Sunday, Sept. 5: At 11:22 am an officer was requested to take a dog to the animal shelter. The dog was found in the 1400 block of F Ave. The officer placed the dog in the shelter.

Saturday, Sept. 4: At 2:53 am a complainant reported two females had entered his residence and damaged a television. The officer is investigating. At 9:13 am a complainant reported a dog needed to be taken to the animal shelter from the 600 block of S. Olive St. The dog was taken to the shelter. At 12:02 pm a complainant reported by harassed by text message. The officer is investigating. At 12:19 pm a complainant reported a relative was being harassed. The officer is investigating.

Friday, Sept. 3: Routine activity reported.

Thursday, Sept. 2: At 1:03 pm an officer started an investigation into a possible abuse of a dependent adult in Jefferson. The investigation is financial in nature. At 3 pm an officer spoke with a subject about a possible harassment occurring in Jefferson. The officer is investigating.

Wednesday, Sept. 1: At 8:41 pm a complainant reported two subjects on bicycles with flashlights near N. Grimmell Rd and Clark St. It was reported the pair were looking inside parked vehicles. The officer was assisted by a deputy and the pair were located near W. Reed and N. Maple Sts. Officers learned that one of the subjects had an outstanding Jefferson PD arrest warrant for domestic abuse assault. Christopher Herbert Lawrence, 41, of Jefferson was arrested for the warrant*. At 10:10 pm a complainant reported a couple he thought to be suspicious walking with backpacks near S. Chestnut St and Wilcoxway. The officer located the subjects and spoke to them. They were walking home from a friend’s house.

*All charges are merely an accusation. All defendants are presumed innocent until and unless proven guilty.
