Police blotter – June 2020

Following are excerpts of activities reported by the Jefferson police department:

Tuesday, June 30: At 7:41 am staff at HyVee reported an abandoned bicycle there. The bike was placed in Impound by the officer. At 9:45 am a resident captured a stray dog near E. Central Ave and N. Cedar St. The dog was placed in the animal holding facility. At 2:47 pm Edward Jones Investment workers reported a pile of grass burning behind a business in the 100 block of N. Wilson Ave. Officers extinguished the small fire. At 2:48 pm a caller advised of fireworks being set off  in the 1200 block of Westwood Drive. The officers spoke to a male resident of the apartments, who advised he had set the fireworks off. The subject had received warnings for this in the recent past. Juan Angel Guzman was cited for fireworks- prohibited.

Monday, June 29: At 5:51 pm a caller advised of two males physically fighting near N. Elm and Stanford Sts. The subjects were not in the area upon arrival of officers. Officers later identified the victim and are currently investigating the reported event. At 8:35 pm an officer arrested Justin Allen Williams, 41, of Clarinda on an outstanding Clarinda warrant for failure to appear and a probation violation*.

Sunday, June 28: ***** Officers issued six parking violation notices for street sweeping parking violations.

Saturday, June 27: At 8:25 am a complainant reported someone had dumped barbecue sauce on her vehicle and the back of her house in the 500 block of N. Elm St. The officer is investigating. At 9:08 am staff at Sparky’s One Stop reported they had received a call from someone claiming to be a JPD officer. The caller advised he was investigating counterfeit monies in a bank deposit. The officer had no knowledge of the investigation, nor the officer name given as the caller. It is a possible scam call.

Friday, June 26: At 2:11 pm an officer performed a traffic stop with an ATV in the 200 block of S. Elm St. He explained to the driver that city ordinances do not allow ATVs to be driven on the streets. At 10:08 pm Twiin Shoppe employees reported an older male in a Honda passenger car was sitting in the area at closing time, watching the employees. This made the staff extremely uncomfortable. The officers will be giving extra patrol in the area at closing.

Thursday, June 25: At 6:10 am officers responded to a residence in the 600 block of W. Harrison St for a raccoon that attacked a dog. At 4:36 pm the Ames PD requested assistance with investigating a sex assault. An officer was assigned to follow up with the investigation. At 9:55 pm as a result of a traffic stop Robert Mobley, 36, of Jefferson was arrested for operating a motor vehicle while intoxicated (serious misdemeanor)*. He was also cited for excessive speed, open container of alcohol in a vehicle, and failure to prove security against liability. At 10:58 pm an officer responded to the Greene County Medical Center emergency room for a reported dog bite.

Wednesday, June 24: At 11:36 am staff at Fareway reported an employee stealing $45 worth of vaping cartridges. An officer is investigating. At 1:53 pm officers responded to the intersection of W. Madison and S. Walnut Sts for a two-vehicle accident. Angela Lowmiller of Jefferson was westbound on Madison driving a GMC Arcadia. Matthew Spaulding of Perry was northbound on Walnut driving a Ford Focus. The vehicles met in the uncontrolled intersection and Lowmiller struck Spaulding’s vehicle in the passenger side. Spaulding was cited for failure to yield to the vehicle on the right and driving while license suspended. Damage to his vehicle exceeded value. Damage to Lowmiller’s vehicle was estimated at $5,000. At 8:15 pm a complainant reported a possible assault in the 100 block of E. Central Ave. An officer is investigating. At 10:40 pm an officer responded to a residence in the 600 block of W. State St for a complaint of a barking dog.

Tuesday, June 23: At 7:41 pm an officer assisted the Jefferson fire department with a strong smell of natural gas coming from Junkyard Cafe. At 9:28 pm an officer responded to a residence in the 600 block of E. Adams St for an assault in progress. Scott Cram, 32, of Jefferson was arrested for assault causing bodily injury (serious misdemeanor)*.

Monday, June 22: At 2:45 am a resident reported water running out of the Jefferson municipal swimming pool and running into the street. The officer contacted park & rec department staff to shut the water off. At 6:18 pm an officer was requested at the Greene County Medical Center emergency room for a dog bite. The officer spoke to a female who advised a dog entered her fenced yard and began to fight with her animal. As she was separating the two animals, she inadvertently stuck her fingers in the dog’s mouth and received cuts to her finger. The officer spoke to the neighbor and learned the animal is visiting their residence while the owner is out of state at a funeral. The animal is current on vaccinations. The officer placed the animal in a 10-day quarantine at the residence. City animal ordinances do not treat this as a dog bite and do not apply.

Sunday, June 21: At 8:24 am staff at Wild Rose requested a welfare check of a subject slumped over in a vehicle in the parking lot. The officer had Greene County Ambulance check out the driver before she went inside for breakfast. At 10:02 am an officer performed an escort through Jefferson for a group of motorcyclists on a memorial ride for Des Moines police officer Justin Martin, who was killed in the line of duty. The annual ride is from Des Moines to Rockwell City, where Martin is buried. At 5:12 pm a complainant reported his fence had been backed into by a neighbor in the 200 block of W. Russell St, causing $300 in damage. The officer assisted in gathering insurance information for an exchange between the parties.

Saturday, June 20: At 8:20 pm a resident reported an injured pigeon in the 300 block of E. Park St. The officer did not locate the bird.

Friday, June 19: At 2:13 am a resident reported a tree branch on a powerline in the 300 block of S. Wilson Ave. The officer advised Alliant Energy of the issue. At 11:16 am a traffic stop on Highway 30 at American Ave resulted in Tomylee Hudson Boswell of Perry being cited for excessive speed and driving while license suspended. There was an active Dallas County warrant for Boswell for failure to appear. The officer arrested him for the warrant and he was taken to Dallas County. At 1:14 pm a caller advised of a male and female involved in a domestic argument. Officers were assisted by a state trooper at the scene. Evidence there led to the arrest of Juan Angel Guzman, 33, of Jefferson for domestic abuse assault impeding air/blood flow (Class D felony)*. Greene County Ambulance was called to the LEC to check the female victim. She was treated and released from the Greene County Medical Center emergency room. At 2:55 pm an officer was advised by DHS of starting a case on an elderly Jefferson resident being financially exploited by an unknown female. At 8:23 pm a complainant reported a young neighbor boy urinating in her yard in the 600 block of N. Olive St. The officer spoke to the mother of the youngster about the event.

Thursday, June 18: At 6:06 am Jefferson public works staff reported criminal mischief to the roof of the shelter house at Chautauqua Park. Shingles had been torn off the roof. Damage was estimated at $50. *****Juvenile charges of criminal mischief- fifth degree have been filed on a 10-year-old male and an 11-year-old male. The two were reported as spray painting graffiti under the overpass. The officer arrived and caught them in the act.

Tuesday, June 16: At 11:40 am officers arrested Bradley Dean Wolf, 45, of Scranton on an outstanding Jefferson PD arrest warrant for failure to appear*. The original charge was disorderly conduct.

Monday, June 15: At 7:57 pm an officer noticed a stop sign had been struck and damaged at the intersection of Highway 30 and N. Elm St. The DOT was notified to replace the damaged sign.

Friday, June 12: At 5:15 am staff at Sparky’s One Stop reported suspicious activity. An officer is investigating. At 3:53 pm an officer responded to the 200 block of W. McKinley St for a report of two juveniles spray painting graffiti under the overpass. The officer located the two juveniles. Criminal mischief charges for the juveniles are pending. The degree of the criminal mischief charges will be decided once an estimate to repair the damage is obtained.

Thursday, June 11: At 10:22 am a burglary was reported at the laundromat at 301 W. Reed St. The subject cut a hole in the bathroom wall to gain access to a coin machine. The subject was able to take $1,200 in change and caused a reported $1,000 in damages to the building. The officer is investigating. At 11:04 am staff at Fareway requested an officer for a shoplifter. The officer arrived and met with store officials and the male suspect. He had placed a bottle of Fireball whiskey and multiple packs of Kool-Aid in his pockets. Due to a medical condition, an arrest was not made on-scene. The officer has requested warrants for Jody Lyn Schad, 44, of Jefferson for theft- fifth degree (simple misdemeanor) and driving while license barred (aggravated misdemeanor)*.  

Wednesday, June 10: At 9:45 am a complainant reported an abandoned bicycle in a yard in the 200 block of N. Maple St. The bike was placed in the city impound lot. At 10:27 am Steve Kohl reported two parked vehicles had been sideswiped overnight while they were legally parked in the 600 block of S. Vine St. Damage to Kohl’s 2006 Honda Accord was estimated at $1,000. Damage to a 2004 Lexus 330 owned by Adam Warren of Spencer was estimated at $2,000. The officer is working to determine who the driver was. At 4:29 pm an officer arrested Daniel Joseph Tasler, 28, of Jefferson on an outstanding Jefferson PD warrant for violation of a protective order*. At 7:53 pm an officer arrested Nathaniel Clark Aldrich, 32, of Jefferson on an outstanding Greene County arrest warrant for driving while license barred*. At 8:12 pm Dalton Weber requested an officer at a residence for a possible violation of a no contact order. The officer determined a violation had not occurred, but he arrested Weber on an outstanding Greene County warrant for domestic abuse assault- second offense*.

Tuesday, June 9: At 9:27 am a complainant reported young children playing around the carwash at in the 300 block of W. McKinley St. The officer spoke to the youngsters, who had found baby birds on the ground and were watching them. At 2:28 pm a complainant reported he believed the arrows had been bent slightly on the Doreen Wilber stature at Lincoln Way and Vine St. The officer is investigating. At 7:32 pm a complainant reported a storage shed had been broken into at the Jefferson Little League complex at 510 N. Pinet St. A doorknob had been destroyed to gain access to the building. Several valuable items were still in the shed. The officer is working to determine if anything was taken and still investigating.

Monday, June 8: At 9:41 am an officer checked houses in the 500 block of S. Olive St attempting to locate the owner of a vehicle parked in the area. The vehicle has three flat tires and has sat in the street for several days. The vehicle will be towed if the owner cannot be reached. At 2:30 pm an officer located a small dog running freely near S. Elm and W. Madison Sts. The officer was unable to catch the animal, but chased it back home and placed it in a fenced area, as no one was home. At 2:34 pm a caller advised of a dog that has its cable wrapped around a post at W. Monroe and S. Oak Sts. The officer spoke to the owner of the animal and it was taken inside.

Sunday, June 7: At 4:37 pm an officer performed a traffic stop with a speeding vehicle in the 1000 block of W. Wall St. During the stop the officers detected the smell of marijuana coming from inside the vehicle. During a probable cause search of the vehicle, officers seized a smoking device and suspected wax marijuana. The driver was cited for speed and failure to provide proof of financial liability. Charges are pending lab results on the seized items. At 10:09 pm an officer performed a traffic stop on Highway 30 near Orchard Ave after the officer witnessed the driver fail to stop at a posted stop sign. The officer’s investigation led to the arrest of Peter Edward Miover, 49 of Boone for operating while intoxicated- second offense*. He was cited for failure to obey a stop sign.     

Saturday, June 6: At 11:44 am an officer investigated a hit and run accident in the 300 block of N. Pinet St. A legally parked 2007 Hyundai Accent owned by Michael Jacquard of Carroll was hit while legally parked on the street. Damage was estimated at $2,000. The officer is working to identify the other vehicle involved.

Friday, June 5: Beginning at 4:04 am officers responded to numerous calls involving downed tree limbs and powerlines in the city. At 7:04 am city public works staff requested an officer in the 700 block of W. State St for a tree branch falling on a vehicle during the storm. At 2:45 pm a complainant reported a possible violation of a no contact order. The complainant had received flowers from an anonymous sender at her place of employment. An investigation led to the positive identification of the male who purchased and had the flowers delivered. An arrest warrant has been requested for Daniel Joseph Tasler, 28, of Jefferson for violation of a protective order (simple misdemeanor)*. At 9:28 pm an officer performed a traffic stop at S. Elm St and Greenewood Road on a speeding driver who hadn’t turned on her headlights. The officer’s investigation led to the arrest of Tina Gail Ganzeveld, 40, of Fort Dodge for operating while intoxicated (serious misdemeanor)*. She was also cited for open container/driver, speed, and failure to use headlights. At 11:59 pm a traffic stop on Highway 30 at Orchard Ave resulted in the arrest of Sharletha Carol Wiggins, 56, of Perry for driving while license barred (aggravated misdemeanor)*. She was also cited for speed.

Thursday, June 4: At 12:01 am a complainant reported her 12-year-old juvenile daughter had left home at 4 pm and had not returned yet. The officer entered the child as a Missing Juvenile in NCIC and began checking with friends to locate her. The child returned home at about 8:15 am. At 10:42 am an officer spoke to a resident in the 400 block of N. Chestnut St after a report from a Public Works employee about drain oil being dumped in an alley. The alley was recently seal coated. City ordinance prohibits dumping harmful substances in alleys. At 10:50 am a caller reported concerns about speeding truck traffic on N. Maple St at about 5 pm. He was concerned about children in the area and vehicles at the intersection of Head and Maple Sts. The truck traffic is a local contractor working on utilities in and near Jefferson. They are utilizing the empty lot at Maple and McKinley Sts for parking trucks and equipment. The officer located the job foreman and spoke to him about the concerns of area residents. The foreman advised this will not be an issue in the future after he speaks with his crew. At 5:13 pm a caller advised of two dogs running loose in the 1000 block of W. Lincoln Way. The officer caught one of the dogs and placed it in the animal holding facility. At 7:11 pm an officer assisted a resident in the 300 block of N. Chestnut St who had placed a casserole in her oven and accidentally set the oven on “Clean.” The oven door locked and began to get extremely hot. The officer unplugged the oven to cool down and get the door unlock to go off. At 10:14 pm an officer removed a bicycle that had been near the entrance to the fairgrounds for several days and placed in it impound.

Wednesday, June 3: At 12:02 am an officer and a deputy assisted the Jefferson fire department with a camper fire at Wahl-McAtee Tire & Service Center. The camper was parked behind the business. One occupant was able to get out of the camper and received minor injuries. He was treated by the GC Ambulance on scene. The camper was a total loss and the business received damage from the extreme heat from the fire.

At 2:08 am an officer was advised of a male lying in the street in the 200 block of N. Grimmell Road. The officer located the subject and learned he had just been treated at the Greene County Medical Center ER and could not walk any further. The officer arranged for his boss to come and pick him up and transport him home. At 11:35 am a resident reported capturing a stray dog in the 300 block of S. Oak St. The officer placed the dog in the animal holding facility. At 3:30 pm staff at Casey’s General Store reported a stray dog there. The officer placed the dog in the animal holding facility. At 7:52 pm an officer performed a vehicle unlock in the 700 block of S. Elm St. A small child was locked in a running vehicle.

Tuesday, June 2: At 12:40 pm an officer performed a traffic stop with a vehicle near N. Elm St and Gallup Road. The vehicle did not have a front registration plate and had an expired Iowa registration. The driver advised the officer there was marijuana in the vehicle and a probable cause search was conducted. The officer removed smoking devices and a small amount of suspected marijuana from the vehicle for testing. Ashley Kuenster of Des Moines was cited for fail to provide proof of financial liability and driving while license suspended. Charges are pending the lab results on the seized items.

Monday, June 1: At 1:14 pm staff at Wells Fargo reported a stray dog there. The officer placed the dog in the animal holding facility.

Note: All charges are merely an accusation. All defendants are presumed innocent until and unless proven guilty.
