The Scranton city council gave its first and final approval to the new Code of Ordinances at its Dec. 12 meeting. The updated rules and regulations go into effect following the publication of the official document Dec. 20.
A public hearing was held prior to the official action with no written or oral comments made. The first reading was unanimously approved followed by a motion to waive the second and third readings.
Outgoing elected officials Marilyn Jacobsen and Randy Winkelman were thanked for their service to the community. Jacobsen served as a council member from July 10, 2007, until March 10, 2011, and from Feb. 14, 2012, until the end of 2017. Winkelman was a council member from Jan. 2, 2015, until November 2015 when he was elected as mayor, serving in that capacity for two years.
Welcome banners and hardware were approved for purchase from Northern Lights at a cost not to exceed $2,348. A $500 donation was granted to Region XII Housing Corporation.
Mike Holden of rural Scranton visited with the council during open forum regarding the Greene County Chamber and Greene County Development Corporation. Monthly reports were provided on the library, community center, parks, visioning and public works.
City hall exterior and interior repairs / improvements were discussed. The council approved the repairs requested by city Clerk Melinda Hinners but tabled work on the exterior.
Non-action items included correspondence from the Department of Natural Resources, water tank, IMWCA recommendations, marquee sign, water tower antennae, city donation acceptance policy and volunteer hour tracking.
The next regular meeting of the Scranton city council is scheduled on Tuesday, Jan. 9.
