Following are excerpts of activities reported by the Jefferson police department:
Sunday, July 31: At 3:44 am an officer assisted a Greene County deputy at ER with an unruly arrestee. At 9:46 am an officer was advised of two dogs that continually leave their property and chase after passersby in the 300 block of W. State St. The officer located the animals’ owner and advised of the issue. The officer also gave the subject a period of time to become compliant with animal license. At 10:07 am a subject captured a stray cat in the 100 block of S. Grimmell Road. The officer placed the cat in the animal holding facility. At 10:35 am a complainant reported a loose dog near W. Adams and N. Vine St. At 5:28 pm an anonymous caller advised of a wanted male subject entering a residence in the 300 block of W. Reed St. Officers set up in the area and waited.
The male subject eventually stepped out of the residence. When he saw the officers, he ran back inside the residence. Officers and a deputy made entry to the residence and located the male. Anthony Charles Kennedy, 34, of Jefferson was arrested without incident. Kennedy had walked away from a work release program facility two weeks prior and had an outstanding arrest warrant in his name.* At 5:32 pm a complainant reported being harassed by a known male in the 100 block of N. Chestnut St. The male had fled the area before officers arrived. The officer is investigating.
Saturday, July 30: At 9:33 am an officer picked up a dog in the 400 block of N. Elm St and transported it to PAWS. At 7:10 pm a complainant advised of concerns for a dog in the 400 block of N. Chestnut St. The officer checked on the animal, which was fine. At 8:09 pm an officer investigated a backing accident at A & W Family Restaurant. Tasheena Sebourn of Jefferson backed a 2005 Dodge Caravan out of a parking space but struck a parked 2008 Ford Taurus owned by David Wallace, also of Jefferson. Only minor damage was done to either vehicle. No citation was issued due to the accident occurring on private property. At 10:17 pm a complainant advised the LEC of a one vehicle accident at N. Maple and W. Head St. The officer arrived and learned a vehicle had left the roadway at the intersection and struck a fire hydrant, breaking it off at the ground level. The 2012 Chevrolet Cruze was owned and operated by Nicole Kleopa of Des Plaines, IL. The Kleopa vehicle had a reported $500 in damages to the front end. The officer is gathering costs to repair the fire hydrant. Kleopa was cited for failure to maintain control and reckless driving.
Friday, July 29: At 7:51 am a complainant reported vandalism to her residence in the 1300 block of W. Lincoln Way. Someone had spray painted “We Love Trump” on the side of the residence. A second complainant reported the same complaint at a residence in the 700 block of S. Chestnut St. An officer is investigating. At 9:57 am a complainant reported being harassed by a known person. At 4:23 pm while on routine patrol an officer located Anthony Kennedy in the parking area of a home in the 300 block of W. Reed St. Kennedy had outstanding arrest warrants for not returning to his work release program. As the officer approached the area, Kennedy took off in an unknown direction. It was determined that a female on scene was harboring him. Nastassia Chanel Goff, 31, of Jefferson was arrested and charged with accessory after the fact (aggravated misdemeanor)*. At 7:41 pm a complainant reported a theft occurring at Genesis Recycling (401 West McKinley Street). An officer arrived in the area and witnessed a male taking pop cans from a caged in area located on the property. Jamie Lee Godwin, 37, of Jefferson was arrested and charged with theft – fifth degree (simple misdemeanor)*. At 9:01 pm a complainant reported being harassed by a known female. At 9:50 pm a complainant reported receiving harassing phone calls from a known male.
Thursday, July 28: At 11 am an officer checked on a loose dog in the 300 block of E. Vest St. The officer was unable to locate the animal. At 1 pm a complainant reported a stray dog running in the 200 block of E. Washington St. At 1:20 pm an officer arrested Sean Michael Pollard, 27, of Jefferson on an outstanding Lucas County warrant for non-payment of child support.* Pollard was later transported to Lucas County. At 5:09 pm a complainant advised of a stray dog in the 200 block of E. Washington St. The animal had entered the complainant’s yard and attacking her animal. The officer was able to capture the animal and is attempting to contact the owner. According to city ordinances, the animal has been deemed vicious. The officer will follow up with the owner when he can be contacted. At 6:11 pm an officer was advised of two small children that may have been victims of a sexual assault by a family member. The reported events occurred in mid-July in Coon Rapids. The officer learned that Coon Rapids PD is working on the reported event and forwarded all gathered information to the Coon Rapids PD.
Wednesday, July 27: At 2:53 pm an officer responded to the Milwaukee Railroad depot on E. Lincoln Way for a minor traffic accident. Gerrick Smith of Jefferson was operating a black 1997 Pontiac Bonneville in the parking lot of the depot when it reportedly lost its brake system. The vehicle struck the west side of the depot, causing $500 in damages to the wood siding. The vehicle sustained $100 in damages. Smith was issued a citation for failure to provide proof of financial liability – accident related. At 4 pm employees at Kum & Go reported a gas drive-off. An officer is investigating. At 8:24 pm a complainant reported a theft from a residence in the 600 block of E. Adams St. An officer is investigating.
Tuesday, July 26: At 8:45 am city street department personnel reported witnessing a male dumping garbage in the street at the intersection of S. Chestnut and E. Russell St. Curtis Allen Burkhardt of Jefferson was cited for depositing or throwing litter. At 5:28 pm an officer responded to the 1200 block of S. Elm St for a dog running lose. At 5:33 pm an officer responded to the intersection of W. Clark St and N. Maple St for a two vehicle property damage accident. Maribel Muller was westbound on Clark St driving a 2016 Honda Civic. Bryce Burkhardt was northbound on Maple St driving a 1989 Chevrolet K2500 pickup truck. As they approached the intersection Burkhardt failed to yield to the vehicle on the right and struck the driver’s side of Muller’s vehicle. Burkhardt was not at the scene when the officer arrived. The investigation is ongoing. At 8:21 pm a resident spoke with an officer about her concerns for two dogs in the 200 block of E. McKinley St.
Monday, July 25: At 6:24 am a complainant advised of a stray dog that followed her home from a walk on McDuffie Drive. The officer placed the animal in the animal holding facility. At 8:53 am a complainant reported a German shepherd mix approaching subjects and barking at them in the area of S. Wilson and Russell. The officer located the animal but could not get near it without it running from him. The animal’s owner arrived and was able to retrieve the animal. The officer is working with the owner to get the dog current on a city animal license. At 9:54 am a complainant reported a dog tied to a tree all day with dirty water to drink in the 500 block of E. State St. The officer went to the area but the dog was no longer there. The officer will follow up with the animal’s owner. At 10:30 am a complainant reported the unauthorized use of her debit card. Two charges were made on her card in other states. The officer is investigating. At 3:02 pm a complainant reported that someone had been in her residence in the 800 block of W. State St while she was on vacation. Nothing was reported to be missing from the residence. The officer is investigating. At 6:08 pm an officer investigated a dog bite in the 1300 block of Southfield Drive. A male subject was walking in the area and was approached and bit on the calf by a small neighborhood dog. The owner of the animal contacted the officer as well about the incident. The animal bite did break the skin. According to city ordinances, if an animal bites a human, the animal must leave the city or be destroyed. The animal’s owner is having the animal put down.
Sunday, July 24: At 1:20 am an officer performed a traffic stop in the 1700 block of N. Elm St after locking the vehicle on radar at 46 in the 35 mph zone. The officer’s investigation led to two arrests. Kevin Armando Montoya, 19, of Jefferson was arrested and charged with operating while intoxicated- first offense (serious misdemeanor) and possession of alcohol by person under legal age (simple misdemeanor)*. He was also cited for speed and driving while license suspended. The officer also arrested Shane Colburn Paulson, 18, of Grand Junction for possession of alcohol by person under legal age*. At 11:16 am an officer investigated a backing accident in the 300 block of Edgewood Drive. Mike McAfee of Jefferson was backing his 2007 Dodge Ram pickup truck from a private drive and backed into a vehicle legally parked on the street. McAfee was cited for unsafe backing upon a highway. His pickup truck was not damaged. The parked vehicle, a 2013 Volvo owned by Ladonna Rae Meinecke of Minnesota, sustained an estimated $4,000 in damages.
Saturday, July 23: At 11:56 am an officer went to a residence in the 400 block of S. Pinet St looking for a wanted male. The homeowner gave the officer permission to check the property after advising the male was not present. There is a carriage house at the rear of the property. While searching the upstairs loft, the officer located the male. The officer arrested Nicholas Anthony Balderas, 24, of Jefferson on an outstanding JPD warrant for domestic abuse assault- third or subsequent (Class D felony)*. Balderas also has two outstanding Guthrie County arrest warrants for fail to Appear. Balderas has been on the run from officers for several days and was extremely dehydrated from the extreme heat and was taken to the Greene County Medical Center for treatment before arriving at the jail. At 2:24 pm staff at the Jefferson public library reported finding human feces again in the outside basement stairway. The officer is investigating.
Friday, July 22: At 10:17 am an officer arrested Ronald Mulder of Perry from the courthouse on an outstanding Greene County arrest warrant for failure to appear*. At 11:01 am an officer investigated a two vehicle property damage accident at N. Elm and Washington Streets. Abby Hoyt of Scranton was driving on Washington St and stopped as posted at the intersection of Elm. She pulled away from the stop sign but had to stop again due to traffic on Elm St. Gary Fisk of Ankeny was following Hoyt. As Hoyt stopped the second time the front of Fisk’s 2015 Ford F150 pickup truck bumped the rear bumper of Hoyt’s 2011 Dodge Caravan. Fisk did not believe he had struck Hoyt’s vehicle, but admitted it was close. The Hoyt vehicle had a scratch to the paint on the rear bumper cover. The officer estimated the damage at $100 to repair. Fisk’s vehicle did not have any damage. The officer viewed video from a local business, but could not determine if Fisk had struck the rear of the Hoyt vehicle. No citation was issued by the officer, due to lack of evidence. At 1:38 pm officers arrested two subjects from the district courtroom at the courthouse. Christopher Herbert Lawrence, 38, of Jefferson and Kimberly Marie Smith, 43. of Jefferson were both arrested on outstanding JPD arrest warrants for burglary- third degree and attempted burglary, both aggravated misdemeanors*.” The charges came from an investigation that began July 7 where several vehicles had been entered at the Greene County Medical Center. Video surveillance at the facility showed Lawrence and Smith going from vehicle to vehicle in the parking lot overnight and attempting to, or gaining entry to the vehicle. At 2:32 pm Jefferson park and recreation department staff advised an officer of criminal mischief occurring in the restroom at Kelso Park. Toilet paper had been strung all over the restroom. At 8:29 pm a complainant reported a male at Washington Park who is wanted by local police. The officer arrived in the area and located the male running away from the park. The officer did not locate the subject after losing sight of him.
Thursday, July 21: At 2:26 am officers were requested at a residence in the 400 block of S. Pinet St for a reported assault occurring there. The officer arrived and learned the male party had left the residence before his arrival. The officer’s investigation has led to an application for an arrest warrant for Nicholas Anthony Balderas, 24, of Jefferson for domestic abuse assault- third or subsequent offense (class D felony)*. At 10:57 am an officer started an investigation concerning a dog being stolen from inside the animal holding facility. A black, female, mixed breed dog was removed from the secure facility. At 6:39 pm a resident reported a utility pole on fire in the 1500 block of N. Mulberry St. The Jefferson fire department and Alliant Energy were contacted to extinguish the fire. At 8:40 pm an officer was advised of a male at Dairy Queen for whom there were two outstanding Guthrie County arrest warrants. The officer arrived and made contact with the male. The male fled through the business and the officer gave chase on foot. The officer lost sight of the male on McKinley St, near the overpass. The officer has applied for an arrest warrant for Nicholas Anthony Balderas on a charge of interference with official act (simple misdemeanor)*.
Wednesday, July 20: At 4:30 pm Margaret Wilson reported the theft of a laptop computer. The officer is investigating. ******* The investigation is complete on the criminal mischief damage to the Doreen Wilber statue. The criminal mischief was reported to the officer on June 13. Video had been obtained from an area business that showed the event taking place. The officer worked to identify and interview a group of juveniles shown in the video. Juvenile arrest warrants have been requested for three male juveniles for criminal mischief- fourth degree (serious misdemeanor)*. Restitution for the costs of the repairs will be sought in the case. The male juveniles are ages 7, 13 and 15.
Tuesday, July 19: At 10:18 am staff at Don’s Ace Hardware requested officers there for a shoplifting incident. The officer arrived and his investigation led to the arrest of Margaret Jessica Ruth Wilson, 40, of Jefferson for theft- fifth degree (simple misdemeanor).* A search of Wilson’s person resulted in the officer locating suspected narcotic items. Wilson was also charged with possession of methamphetamine (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. The officer’s investigation has also resulted in arrest warrants being requested for Wilson in thefts at the store on July 13, 15, and 16. The three arrest warrants requested are for theft- fifth degree in each instance. The business has provided the officer with video surveillance of each event. At 11:14 am staff at Hy-Vee provided an officer with video of a shoplifting incident there July 18. The officer positively identified the subject in the video as Margaret Wilson and has requested another arrest warrant charging her with theft- fifth degree*. At 1:18 pm staff at Hy-Vee requested an officer at the store for a male shoplifter who left the business without paying for items on July 17. The store provided the officer with video of the incident. The officer has identified the male and is attempting to contact him. The investigation continues. At 4:15 pm a complainant reported a burglary had occurred July 17 at her residence in the 300 block of E. Lincoln Way. Someone had entered the unlocked residence and removed cash. The officer is investigating. At 10:55 pm an officer was called to a residence in the 300 block of S. Walnut St for a reported assault. The officer’s investigation has led to the request for an arrest warrant for Gabriela Elizabeth Pena, 19, of Jefferson for assault-simple*.
Monday, July 18: At 12:17 am the Ogden police department requested assistance from a Jefferson officer in locating a subject on a motorcycle that had been involved in harassment in Ogden. They believed the subject was returning home to Jefferson. The officer did not locate the male subject. At 4:54 am personnel at Kum & Go reported a female had been sitting in the parking lot there for an extended period of time. They advised it appeared she was slumped over the steering wheel. The officer made contact with the female and learned she had stopped there to sleep, as she was living out of her vehicle. The officer asked the female to leave the private property. At 6:35 pm an officer investigated a backing accident in the 700 block of W. South St. Michael Danley of Jefferson backed from a private drive but struck a vehicle legally parked directly across from the driveway. Danley was cited for unsafe backing upon a highway. Damage to the parked vehicle, a 1998 Pontiac Grand Am owned by Scott Tanner of Jefferson, was estimated at $1,000. Damage to Danley’s 2003 Dodge Dakota pickup truck was estimated at $500. At 11:06 pm an officer investigated a backing accident in the Hy-Vee parking lot. Christopher Lawrence of Jefferson attempted to back out of a parking space but backed into a parked vehicle owned by Kim Truoang of Jefferson. Damage to Lawrence’s 1998 Ford Expedition was estimated at $500. Damage to Truoang’s 2010 Honda Odyssey was estimated at $1,500. The accident occurred on private property, so a citation was not issued as the traffic laws do not apply outside of the roadway.
Sunday, July 17: At 10:20 am an officer was advised of a subject dressed in dark clothing going through vehicles parked at St Joseph Catholic Church. The officer located a subject in the area. The officer’s investigation led to the arrest of Joey Ann Godwin, 35, of Jefferson for burglary- third degree (aggravated misdemeanor) and attempted burglary (serious misdemeanor)*.
Saturday, July 16: At 1:13 pm a complaint reported the unauthorized use of his debit card in Des Moines. Someone had used his card to make a purchase at Walgreen’s in the Des Moines area. The officer is investigating. At 1:45 pm a complainant reported receiving harassing text messages from a known male in another community. At 7:19 pm a complainant reported receiving harassing text messages from a male in Grand Junction.
Friday, July 15: At 12:22 pm an officer investigated a one vehicle property damage accident in the 200 block of N. Wilson. Alyssa Manriquez of Jefferson was driving a 2005 Honda Accord owned by Karla Michelle Leon when the vehicle jumped the curb and struck the stop sign at the northwest corner of Wilson and State. Manriquez was cited for failure to maintain control, failure to prove security against liability, and failure to have a valid driver’s license. At 2:44 pm Janice Tilley of Churdan reported being parked at the Greene County fairgrounds and finding damage when she returned to her vehicle. Her 2007 Chevrolet Colorado truck had been parked near the grandstand. It appeared that someone parked next to her vehicle and struck the side of it, causing paint scrapes. The officer estimated the damage at $900. At 4:08 pm officers were called to 405 E. Vest St for a fight in progress. The officer arrived and learned two females had been involved in an argument. One female had left the area before the arrival of the officer. Witnesses in the area refused to sign a witness statement about the event. The officer could take no course of action, as it did not occur in his presence. At 5:30 pm a complainant reported the theft of his 1999 Honda Civic from 502 N. Wilson. The vehicle was taken from the driveway of the residence. The officer located the vehicle a short time later in the 700 block of N Cedar St. Christina Lynn Owens, 30, of Jefferson was arrested and charged with operation without owner’s consent*. At 6:14 pm an officer investigated a two vehicle property damage accident in the parking lot of the Greenewood Center at 401 W. Greenewood Road. Robert Saffell of Jefferson was driving a 2012 Hyundai Accent pulling a small utility trailer. As Saffell turned in the lot, the trailer fender struck a parked 2006 Buick Lucerne owned by Marvel Newell of Jefferson. Saffell’s trailer had very minor damages to the fender. Newell’s vehicle had a reported $500 in damages to the front bumper cover.
Thursday, July 14: At 9:01 am staff at Kum & Go reported a subject had pumped gas there on July 11 and realized she had forgotten her purse at home in Perry. The attendant had allowed her to leave with the promise to return and pay for the fuel on a later date. The subject has not done so. The officer is investigating. At 12:11 pm Mike Penniman advised his semi-tractor was leaking diesel fuel onto the roadway in the 600 Block of Hwy. 30 East. The Jefferson fire department responded to contain and clean up the diesel spill. At 7:23 pm an officer investigated a criminal mischief complaint of numerous vehicles being egged in the 700 block of W. Madison St. No vehicles were damaged. At 8:15 pm an officer investigated a hit and run accident in the 900 block of W. Madison St. A 2009 Nissan Versa owned by Gloria Jean Clifford was struck by another vehicle that was being backed out of a private drive at 904 W. Madison St. The officer learned the Zach Waters had backed from the driveway in his 1991 Ford Ranger after a verbal argument had occurred and struck the Clifford vehicle while doing so. Waters left the area. The officer made contact with Waters by phone and he advised the same as witnesses had. The Clifford vehicle had a reported $1,500 in damages to the front end. The Waters vehicle was not damaged. Waters was cited for failure to provide proof of financial liability- accident related.
Wednesday, July 13- Edited July 15: At 11:19 am an officer investigated a two vehicle property damage accident at the intersection of Lincoln Way and Elm St. Esther Weaver of Jefferson was westbound on Lincoln Way. She left the stop sign and then attempted to turn left onto Elm. Donald Hyndman of Paton was northbound on Elm and also stopped at the stop sign. Their vehicles collided in the intersection. Hyndman’s vehicle left the roadway and struck a utility pole on the northeast corner of the intersection. The drivers told different accounts of the crash; a witness advised the officer Weaver did not stop before entering the intersection. She was cited for failure to obey a stop sign. Damage to her 2013 Chevrolet Impala was estimated at $5,000. Damage to Hyndman’s 2012 Ford F150 was estimated at $4,000. Edit: After reviewing video surveillance video of the area at the time of the accident, the officer has determined that Weaver was not at fault for the accident. The officer has dismissed the Weaver citation and will issue Hyndman a citation for failure to obey a stop sign. The state accident report will be amended to show Hyndman at fault for the accident.

Monday, July 11: At 11:59 am a resident turned in suspected narcotic items located on her vehicle parked in the 700 block of S. Chestnut St. The officer located a debit card with the narcotic items. The officer is attempting to speak with the female and charges are pending in the matter. At 2:53 pm staff at Syngenta Seeds reported an abandoned bicycle there. The officer placed the bike in the city impound lot. At 4:40 pm a Coon Rapids police officer spoke with a JPD officer about an arrest in Coon Rapids of two Jefferson residents. The officer advised the two were in possession of jewelry when arrested and wanted to know if Jefferson had any recent theft reports of jewelry. ****** An arrest warrant has been requested for Stevie Renee Hibner, 27, of Jefferson for theft- fifth degree (simple misdemeanor)*. The charge stems from a shoplifting incident at Hy-Vee July 7.
Sunday, July 10: At 1:48 pm an officer investigated a minor two vehicle property damage accident in the 200 block of E Wilcoxway. Chad Louk was pulling a trailer and was attempting to turn around on the circle at the end of Wilcoxway. The trailer Louk was pulling struck a parked vehicle on the circle. A 2001 Subaru Forester, owned by George Naylor, received a reported $1,500 in damages. The officer determined the Naylor vehicle was parked approximately 30 inches from the curb. The officer felt both parties were at fault for the accident and did not issue either a citation in the matter. The Louk trailer did not have any damage reported.
Saturday, July 9: At 10:33 am an officer investigated a two vehicle property damage accident at W. Adams and N. Pinet Streets. A 2000 Pontian Grand Am, owned by Brinda Brown and operated by Cassandra Brown, was traveling west on Adams St. At the intersection of Adams and Pinet, the Brown vehicle collided with a 2003 Dodge 2500, owned and operated by Stephan Molle of Jefferson. The Molle vehicle had been travelling south on Pinet St. Both vehicles sustained heavy damages. Brown was cited for failure to yield to the vehicle on the right. The Brown vehicle was estimated to have received $5,000 in damages and the Molle vehicle had a reported $4,000 in damage to the left side. At 6:38 pm a complainant requested officers at a residence in the 300 block of W. Reed St for subjects trespassing and removing a vehicle from the garage and towing it away. The officer arrived and made contact with several subjects in the area. The officer’s investigation led to requests for the following arrest warrants: Michael Eugene Hamilton, 39 of Jefferson, violation of no contact order and criminal mischief-fifth degree (simple misdemeanors)*; and Freedom Hope Ore, 35, of Jefferson, trespass-simple and burglary-third degree (aggravated misdemeanor)*. At 8:23 pm a complainant reported an open water service shut off in the 600 block of W. Adams St. The complainant reported a female had fallen in the hole. The officer contacted city public works employees to place barricades around the area until repairs can be made. At 9:43 pm staff at Oly’s Corner reported a gas drive-off of $47.93. A minivan pumped the fuel and left the area without paying. The officer is investigating.
Friday, July 8: At 12:21 am an officer located a male with a flashlight walking the Greene County fairgrounds. The officer determined the subject was using a metal detector and had permission to be there. At 7:43 am an officer was requested at Oly’s Corner. The caller was attempted to repossess a vehicle and was having problems with the vehicle owner. Freedom Hope Ore, 35, of Jefferson was arrested and charged with disorderly conduct (simple misdemeanor)*. At 6:17 pm a complainant reported a burglary that had occurred at a residence in the 400 block of Rushview Drive. Subjects had entered the residence and taken a large sum of change. The officer is investigating the event. At 7:34 pm a complainant reported a burglary that had occurred at a residence in the 700 block of S. Mulberry St. Unknown person(s) had entered the residence and had taken two firearms and ammunition. The officer is investigating.
Thursday, July 7: At 9:05 am a complainant reported finding suspected drug paraphernalia a residence in the 1400 block of Southfield Drive. At 9:16 am Greene County Medical Center employees reported attempted burglaries to vehicles that had occurred there on July 5.. The facility is working to provide the officer with surveillance video of two subjects walking through the parking lot and attempting to enter parked vehicles. The officer is investigating. At 2:48 pm staff at Hy-Vee provided officers with video of a suspected shoplifting that had occurred on July 6. The officer is investigating.
Wednesday, July 6: At 12:02 am personnel at Sparky’s One Stop advised of a male sitting in a vehicle there who was acting strangely. The officer made contract with the male and learned he was frightened by driving in the storm that was occurring. He had pulled off the road to let the storm pass. At 12:05 am a complainant reported a fallen tree branch in the roadway at E. Adams and N. Locust St. The officer was able to remove the fallen branch from the road. At 1:28 am an officer located a vehicle parked off the roadway under the overpass bridge in the 600 block of N. Elm St. The vehicle was dry and secured. The officer believed someone had parked there due to the passing strong thunderstorm. The vehicle was removed a short time later. At 1:58 am an officer assisted a female motorist who was nearly out of fuel in her vehicle and frightened by the storm. He assisted her in getting to the Kum & Go to obtain fuel. At 9 am a complainant reported the theft of her registration plate from a vehicle in the 900 block of W. Madison St. At 10 am a complainant reported the theft of two bicycles from a residence in the 300 block of W. Lincoln Way. At 6:28 pm a complainant reported her juvenile daughter had been assaulted at the municipal swimming pool. The officer is investigating. At 8:10 pm a complainant spoke with an officer about being harassed by three juveniles as he drove in the 400 block of E. Madison St.
Tuesday, July 5: At 2:28 am a complainant reported seeing a person inside his vehicle at the Redwood Motel. Nothing was reported missing from the vehicle. At 2:35 am a complainant reported seeing a subject with a flashlight walking around the outside of Dairy Queen. The officer did not find anyone in the area and the business was secure. At 3:13 pm officers were sent to a residence in the 300 block of W. Reed St for a reported domestic situation occurring at the residence. Officers arrested Michael Eugene Hamilton, 39, of Jefferson for domestic abuse assault-second offense (aggravated misdemeanor)*.
Monday, July 4: At 12:54 am a complainant reported to an officer that she had been in a verbal argument with an adult female. The female had advised she wanted to jump off a bridge. The family was looking for the female. The officer located the female subject on S. Elm, near Greenewood Road. The officer took the female to the Greene County Medical Center emergency room to be evaluated. At 12:02 pm an officer investigated a backing accident in the 700 block of Pinet Place. Gene Dillavou was backing his 1999 Pontiac Montana minivan from a private drive. He advised the officer his brakes failed, causing him to strike a parked 2008 Buick Enclave owned by Debra Rae Campbell-Barron of Lytton. Damage to the Buick was estimated at $800. Dillavou’s vehicle was not damaged, but he was cited for operation without registration and failure to prove security against liability – accident related. At 5:32 pm officers were advised of a possible trespass occurring at a residence in the 300 block of S. Pinet St. Officers arrived and made contact with a female at the residence. The officer spoke to the property owner, who resides out of state, and was advised the female did not have permission to be at the residence. The officer arrested Kylene Suzanne Rabourne for trespass (simple misdemeanor)*.
Sunday, July 3: At 12:09 pm an officer investigated a backing accident at Casey’s (E. Lincoln Way). Craig Arbuckle backed his 2004 Chrysler Concorde into a 2014 Chevrolet Malibu parked in the lot there. The Malibu, which is owned by Kelli Grasso, sustained an estimated $500 in damage. Arbuckle’s vehicle was not damaged.

Friday, July 1: At 3:35 pm a complainant reported the theft of her wallet from an unlocked vehicle in the 800 block of W. State St. At 4:39 pm officers were called to the 100 block of E. Lincoln Way for a male screaming at passersby. The officers arrived in the area and made contact with the male. The officers’ investigation led to the arrest of Dana Mark Johns, 54, of Jefferson for possession of marijuana (serious misdemeanor) and public intoxication (simple misdemeanor)*. At 5:16 pm a complainant advised of a careless driver on Highway 30 heading east toward Jefferson. The complainant advised the vehicle was all over the road. Officers located the vehicle and performed a traffic stop in the Shopko parking lot on N. Elm St. The male driver immediately exited his vehicle after stopping. While speaking with the male about his driving, the officers detected the strong odor of marijuana. The officers attempted to search the male based on the strong marijuana odor, but he began to resist them. A short struggle occurred with the male, who had advised he was armed with a firearm. Both officers deployed their Tasers during the struggle. The officers were able to gain compliance and arrested the male. McCellan Short Siruta, 28, of Jefferson was charged with assault on persons in certain occupations/bodily injury (aggravated misdemeanor), criminal mischief- fifth degree (simple misdemeanor), intereference with official acts/bodily injury (serious misdemeanor)*. The officer has applied for arrest warrants for operating while intoxicated (OWI-first offense, carrying weapons while intoxicated (aggravated misdemeanor), possession of marijuana-first offense(aggravated misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. One officer received minor injuries to his arm and his body-worn camera was damaged in the struggle.
