police_dept_badgeFollowing are excerpts of activities reported by the Jefferson police department:

Wednesday, Dec. 31: At 5:56 pm a complainant reported the theft of a blue 8’ step ladder valued at $300 from a residence in the 400 block of Edgewood Drive. At 9:48 pm while driving in the 200 block of W. Washington St an officer observed a driver who the officer knew to have his operating privileges revoked in the state of Iowa. The officer verified the driver’s operating status and stopped the vehicle as it pulled into a driveway in the 600 block of W. Washington St. The officer advised the driver of the infraction and suspected the male to have been under the influence of an alcoholic beverage. The male was uncooperative with officers. Jeremy Ernest Andrews, 26, of Jefferson was arrested and charged with driving while license revoked (simple misdemeanor) and operating a vehicle while intoxicated (OWI)- second offense*.     

Tuesday, Dec. 30: At 3:06 pm a complainant reported a burglary and criminal mischief at a residence in the 300 block of N. Oak St. Windows had been broken out of a vehicle and the door to the residence had been forced open. Prescription medication was believed to have been taken from the residence. The investigation into the incident is ongoing at this time. At 4:23 pm an officer investigated a backing collision on private property at Genesis Development at 401 W. McKinley St. Linda Rice was backing a white 2014 Chevrolet Express G3500 into a dock and sideswiped a bus owned by Region XII Council of Governments. Estimated damage was $500 to the bus and $500 to the 2014 Chevrolet Express. *** Warrants have been issued charging Andrew Wayne Hall, 18, of Des Moines with assault with a dangerous weapon (aggravated misdemeanor) and false report to a public safety entity (serious misdemeanor)*. The charges stem from an incident on Dec. 18 at a residence in the 300 block of S. Wilson when a 15-year-old female was accidently shot in the face with a BB gun. Hall falsely reported to officers that a male in a black truck had shot the juvenile female as she sat on the steps at the Middle School. Video surveillance contradicted what had been reported. The officer’s investigation revealed that Hall had intended to shoot the BB gun over the female’s head and instead had shot her in the face chipping her glasses and causing an injury below her eye. Hall was a juvenile at the time of the incident and will be booked on the charges and referred to Juvenile Court Services. *** A warrant has been issued charging Hayley Lynn Brown, 22, of Jefferson, with forgery (Class D felony)*. Brown is accused of forging a check on Nov. 23 and asking a male to deposit the check in an account through an ATM and then withdrawing money from the account without knowing the check was forged.

Monday, Dec. 29: At 10:25 pm an officer arrested Joshua St. John at a residence in the 100 block of State St on outstanding warrants filed previously by the JPD. At 10:59 pm an officer reported malfunctioning crossing arms at the Cedar St railroad crossing.

Sunday, Dec. 28: *** Charges have been sent to Juvenile Court Services against two Jefferson juveniles after the completion of an investigation which began on Dec. 8. The investigation began when a citizen informed officers of the possible theft of cigarettes from Casey’s (E. Lincoln Way). Store video showed the theft. Kyle Dean Rysavy, 16, of Jefferson has been charged with theft- third degree- aggravated, and interference with official acts.* Andrew Wayne Hall, 17, of Jefferson was charged with aiding and abetting in the theft.*

Saturday, Dec. 27: At 1:19 am officers performed a traffic stop with a vehicle that had failed to stop at the posted stop sign at Lincoln Way and Grimmell Road. The officer’s investigation led to the arrest of Jennifer Ann Andrew, 29, of Adel for OWI-first offense (serious misdemeanor).* Andrew was also cited for failure to obey a stop sign. At 7:18 am an officer investigated a backing accident in the 700 block of S. Oak St. Ethan Woodruff of Jefferson backed from a driveway and struck a parked 2011 Kia Soul owned by Tim Riphagen. Woodruff was cited for unsafe backing upon a highway. Damage to his 2006 Chrysler Town and Country minivan was estimated at $500. Damage to Riphagen’s Kia was estimated at $1,000.

Friday, Dec. 26: At 4:06 pm a complainant reported a burglary to a residence in the 900 block of W. South St. The complainant reported numerous missing items from the residence. An investigation has begun. At 8:27 pm during a routine traffic stop in the 900 block of W. Mahlon St the officer determined a passenger had an active arrest warrant. Nickalos Andrew Brown, 19, of Jefferson was arrested on the outstanding Dallas County warrant for failure to appear on an original charge of OWI-first offense.* At 10:42 pm officers performed a traffic stop in the 800 block of W. Washington St after a vehicle failed to yield at an uncontrolled intersection. Juan Angel Guzman, 27, of Jefferson was cited for failure to have a valid license. A passenger, Luke Elwin Molle, 16, of Jefferson was taken into custody for possession of alcohol by person under legal age.* Molle was transported to the LEC and released to a parent. Juvenile charges will be forwarded to Juvenile Court Services.

Thursday, Dec. 25: At 12:17 pm a complainant reported the theft of four Rockstar brand rims valued at $2,000 from a residence in the 700 block of N. Cedar Street. At 5:34 pm a complainant reported harassment at an apartment in the 1000 block of W. Adams St.

Wednesday, Dec. 24: Routine activity reported.

Tuesday, Dec. 23: At 3:02 pm an officer investigated a traffic collision at Elm and W. Lincoln Way. Ann Nichols was northbound on Elm Street. Michael Kromrie was westbound on Lincoln Way. Both drivers claimed to have stopped at the stop sign, but their vehicles collided in the intersection. Damage to Nichols 2009 Dodge Caliber was estimated at $4,500. Damage to the 2012 Ford pickup truck Kromrie was driving, which is owned by Wicks Building, was estimated at $2,200. Nichols was cited for failure to obey a stop sign.

Monday, Dec. 22: At 8:09 pm officer investigated a traffic collision in the 500 block of N. Chestnut St. Lynda Pierson backed a 2000 Ford F-150 pickup from a driveway and struck a parked 2014 Dodge Ram 2500 pickup owned by Michael Hill. The officer    estimated that there was $1,500.00 in damage to each vehicle. Lynda Pierson was cited for unsafe backing upon a highway. ***An arrest warrant has been issued charging Christina Marie Heath, 31, of Jefferson with sexual exploitation by a counselor or therapist– serious misdemeanor*. ***On or about Dec. 4, an investigation was initiated after a caller reported seeing what was reported to be a possible hand gun waived around in a vehicle in the 400 block of W. Russell St. Officers later took reports of criminal mischief where damage had been done with BB guns. As a result of that investigation, warrants have been issued charging Lance Ross, 17, of Grand Junction with criminal mischief – serious misdemeanor and theft – fifth degree – simple misdemeanor*. Ross is accused of the theft of a BB gun and criminal mischief to a street light. Ross’s charges were filed in adult court. ***Jordan Patrick Doyle, 15, of Jefferson has been charged with theft – fifth degree and criminal mischief – fifth degree – simple misdemeanor and criminal mischief – third degree – aggravated misdemeanor*. Doyle is accused of the theft   of a BB gun, damaging a car window in the 300 block of W. Russell Street and damage to a street light. Doyle will be referred to Juvenile Court Services.

Sunday, Dec. 21: ***Subsequent to a search warrant executed on Dec. 2 at 106 ½ E. State St, warrants have been issued for Joshua St.John, 25, of Jefferson for forgery (class D felony), child endangerment (aggravated misdemeanor), possession of marijuana- first offense, possession of methamphetamine-first offense, two counts of possession of a Schedule II controlled substance and nine counts of unlawful possession of a prescription drug, all serious misdemeanors, and possession of drug paraphernalia (simple misdemeanor)*.

 Saturday, Dec. 20: At 6:56 pm an officer was called to Casey’s General Store (N. Elm Street) for an intoxicate individual. The officer arrested Jeromy Antonen of Glidden for public intoxication*.

Friday, Dec. 19: Routine activity reported.

Thursday, Dec. 18: At 6:13 pm a complainant reported a teenage female had been shot in the face by a BB gun in the 200 block of W. Harrison St. The complainant reported a male passenger in a black truck had driven by and shot at the female while she was sitting on the steps at the middle school. An investigation was initiated. Surveillance video was reviewed regarding the accusation made which did not show what was reported. An interview of the victim contradicted what had been reported. The investigation into the matter continues at this time.

Wednesday, Dec. 17: At 4:38 pm Oly’s Corner reported the theft of gasoline. An older male in a red car got gas and left without paying for it.

Tuesday, Dec. 16: ***On Dec. 2 officers executed a search warrant at 106 ½ E. State Street after a resident had reported the theft of a check and prescription medication on Dec. 1 at 102 S. Grimmell Road. Pursuant to that investigation, warrants have been issued charging Nicole Lynn Johnson, 28, of Jefferson, with forgery-aiding and abetting (class D felony), unlawful possession pf a prescription drug- nine counts, possession of a Schedule II controlled substance , possession of methamphetamine-first offense and possession of marijuana, (all serious misdemeanors), child endangerment (aggravated misdemeanor, and theft-fifth degree and possession of drug paraphernalia (simple misdemeanors)*. Additional charges are forthcoming pending completion of the investigation.

Monday, Dec. 15: ***Pursuant to an investigation initiated Dec. 7, warrants have been issued charging Hayley Lynn Brown, 21, of Jefferson, with three counts of forgery (class D felony)*.

Sunday, Dec. 14: *** Pursuant to a traffic accident on Dec. 9 at Maple and Head St, Colton Bishop has been issued citations charging him with failure to prove security against liability – accident related and failure to yield to the vehicle on the right.

Saturday, Dec. 13: At 1:57 am traffic stop in the 1300 block of Westwood Drive resulted in the arrest of two people. Laryssa Bushman, 19, was arrested and charged with operating a motor vehicle while under the influence (OWI) – first offense, possession of an alcoholic beverage under the age of 21 and failure to obey a stop sign*. Ashley Andrews, 18, was arrested and charged with possession of an alcoholic beverage under the age of 21*. At 12:07 pm an officer investigated a traffic collision in the 200 block of E. Adams St. A Ditch Witch trencher driven by Mark Olson struck a 2006 Kia owned by Dale Jones. Estimated damage to the Jones vehicle was $2,800. At 2:42 pm a complainant reported a possible theft at The Gardens.

Friday, Dec. 12: At 11:08 am a complainant reported criminal mischief to a street light at S. Maple and Park Streets. At 1:30 pm a complainant reported a burglary where a chain saw had been stolen from a residence in the 700 block of W. Lincoln Way within the last couple of months. At 3:49 pm a complainant reported harassment to a student at the Greene County High School. At 6:05 pm a complainant reported trespass at a residence in the 300 block of W. Washington St. At 6:05 pm a complainant reported harassment which had occurred at Casey’s (N. Elm).

Thursday, Dec. 11: At 8:08 am an officer investigated a personal injury accident in the north drive at Greene County Medical Center. Dale Dorau began to back a 2011 International tractor trailer combination from a drive near the kitchen area when the trailer of the unit struck a 90-year-old female crossing the roadway behind the truck. The driver saw a bag appear on the ground behind the truck and stopped to investigate. The female sustained minor injuries and was treated and released at the emergency room. No citation was issued as most traffic offenses do not apply outside the roadway right of way. At 5:20 pm a complainant reported the theft of an Iowa Hawkeyes book bag containing school work and an iPad from the Greene County Community Center. *** On Nov. 23, at 06:07 am a call was received where it was reported that a female was sitting next to a vehicle which had been in a traffic accident and was parked in an off street parking area at 305 W. Greenewood Road. Upon the officer’s arrival, he found the vehicle, a 2000 Chevrolet Venture, had damage to both sides of it and the front passenger side tire was tilted in. The female told the officer she had been assaulted which had rendered her unconscious and she had been abducted from her driveway in Early. The female told the officer she had awaken to find her hands bound behind her back with zip ties in a field a short distance away from where she was located. The officer made observations of the female that led him to believe that she was under the influence of an alcoholic beverage. An ambulance was summoned to treat the female and she was transported to the Greene County Medical Center for evaluation. The damaged vehicle was towed from the scene. The officer’s investigation into the matter revealed that what had been initially been reported had not happened. As a result of the officer’s investigation, warrants have been issued charging Sarah Rochelle Carlson, 26, of Early with operating a motor vehicle while under the influence – third or subsequent offense (Class D felony), false report to public safety entity (serious misdemeanor), driving while license suspended (simple misdemeanor) and failure to have SR-22 insurance on file*.

Wednesday, Dec. 10: At 1:14 am staff at Sparky’s One Stop reported a male had come into the store and had stolen an 18 pack of beer. The officer has obtained video of the incident and charges are expected in the incident. At 5:14 pm the complainant who had reported forgery the previous day reported another incident.

Tuesday, Dec. 9: At 3:53 pm an officer investigated a traffic accident at N. Maple and W. Head St. Colton Bishop was northbound on Maple. Steve Harrison was westbound on Head St. Their vehicles collided in the intersection. There were no injuries. Bishop was cited for failure to yield to the vehicle on the right and failure to prove security against liability – accident related. Damage to Bishop’s 1998 Plymouth Neon was estimated at $2,000. Damage to Harrison’s 2008 GMC Sierra pickup truck was estimated at $3,000. At 7:30 pm a complainant reported fraud and theft where a female acquaintance had asked her to cash a check for her. After depositing an envelope and withdrawing the cash for the female, the complainant learned the next morning from the bank that there was not check in the envelope. Charges are pending. 

 ***Pursuant to an investigation initiated on Dec. 8, when it was reported that two juveniles had stolen cigarettes at Casey’s (E. Lincoln Way), Kyle Rysavy, 16, has been charged with theft – fifth degree and minor in possession of tobacco products – third offense*. Additional charges are pending. ***Pursuant to a complaint on Dec. 3 at Greene County High School, Grason Lansman, 16, has been charged with minor using tobacco*.

Monday, Dec. 8: At 4:35 pm a complainant reported criminal mischief where an outside mirror had been broken off of a vehicle that had been parked in the parking lot at the Greene County High School. At 5:14 pm an officer was advised of the possible theft of cigarettes by two juveniles at Casey’s (E. Lincoln Way). The officer is attempting to obtain surveillance video to confirm the accusation.

Sunday, Dec. 7: Routine activity reported.

Saturday, Dec. 6: At 2:15 pm an officer took a report of shoplifting from Kum & Go. The officer is investigating.

Friday, Dec. 5: At 4:28 pm an officer responded to an accident in the 500 block of N. Elm St. Justin Towers was northbound on Elm. Rebecca Wasson was westbound in the Dairy Queen parking lot. She pulled onto Elm into Towers’ path and he struck the driver’s side door of her vehicle. No one was injured. Wasson was cited for failure to yield upon entering the roadway. Damage to Wasson’s 2004 Chevrolet Impala was estimated at $1,000, as was damage to Towers’ 1999 Ford Ranger.

Thursday, Dec. 4: At 8:31 am Midland Power Cooperative reported a burglary at 1005 E. Lincoln Way. A building was entered and spools of copper wire were stolen. An investigation was initiated. At 11:56 am  a complainant reported a window on a vehicle had been shot out by a BB gun in the 200 block of W. Russell St. An investigation was initiated. At 12:29 am a complainant reported a phone scam where a caller claims that their victim owes a past debt and unless they send the caller money, they will be arrested and the debt will increase. At 12:31 pm a complainant reported the theft of money at Regency Park. An investigation into the matter was initiated. At 2 pm a complainant reported criminal mischief to a slide at Russell Park. A large piece had been broken off the bottom of a slide. At 9:13 pm a complainant reported the burglary and theft of a MP3 player from a vehicle in the 200 block of N. Wilson. *** A warrant has been issued charging Larry Lee Warren Varnell, 21, of Churdan with driving while barred (aggravated misdemeanor)*. An officer witnessed Varnell operating a vehicle on Nov. 26 in the 300 block of W. Lincoln Way while his privileges to operate a motor vehicle in the state of Iowa were barred.

Wednesday, Dec. 3: At 12:01 am a complainant reported the theft of keys from a residence in the 400 block of N. Maple Street. At 8:15 pm an officer checked a residence in the 1500 block of County Road E-53 after a call of suspicious activity.

Tuesday, Dec. 2: At 8:27 am a resident reported receiving a phone call where the caller attempted to obtain bank information by telling her that she owed money and if she didn’t pay she would be arrested. The resident recognized the call as an attempted scam and did not incur a loss. At 9:37 am Home State Bank reported a check had been presented at the bank which was a forgery. An investigation was initiated. At 2 pm an employee at Muir Embroidery reported identity theft where a customer had paid for merchandise with a credit card that did not belong to him. The loss incurred was $497.28. An investigation was initiated. At 3:07 pm officers with the assistance of the Greene County sheriff’s office executed a search warrant at 106 ½ E. Lincoln Way. Items were seized in connection with an investigation involving the theft of prescription medication from a residence in the 100 block of S. Grimmell Road which was reported Dec. 1. Suspected drug related items were also taken into custody. At 4:24 pm an officer arrested Nicole Johnson, 28, of Jefferson on a probation revocation warrant out of Carroll County*. Johnson was transported to the Greene/Carroll County line by a sheriff’s deputy where she was picked up by a Carroll County deputy. At 9:47 pm a complainant reported her vehicle had been entered in the 400 block of N. Pinet Street. Nothing was found missing.

Monday, Dec. 1: At 9:40 am a complainant reported the theft of prescription medication at a residence in the 100 block of S. Grimmell Road. An investigation into the matter was initiated. At 1:20 pm a complainant reported harassment through text messaging at 1000 W. Adams Street.

Note: All charges are merely an accusation. All defendants are presumed innocent until and unless proven guilty.
