Supervisors deal with nuts & bolts of TIF, bond sale

Hardin Creek fish kill “undetermined” per the DNR

The Greene County board of supervisors at its regular meeting Nov. 18 heard the annual urban renewal report from Pam Olerich, real estate and tax coordinator for the county, and adopted several resolutions to continue the tax increment funding process for the career academy and other urban renewal projects.

Resolution 2019-45, introduced by supervisor Pete Bardole, approves a post-issuance compliance policy which concerns actions required of the county when issuing tax-exempt bonds under the Internal Revenue Code and income tax regulations.

Resolution 2019-46, introduced by supervisor Dawn Rudolph, appoints UMB Bank, N.A. of West Des Moines, Iowa to serve as “paying agent, note registrar, and transfer agent in connection with the issuance of $4,755,000 general obligation urban renewal capital loan notes, series 2019A, dated Dec 5, 2019.”

Resolution 2019-47, introduced by Bardole, recognizes the notes have now been sold by private sale to UMB Bank by Northland Securities acting on behalf of Greene County, and now need to be issued. The resolution provides for the “issuance of the $4,755,000 general obligation urban renewal capital loan notes, series 2019A” and levies “a tax to pay said notes.” It also includes approval of the tax exemption certificate and a continuing disclosure certificate.

All documents and agreements are available to the public in the county auditor’s office.

In other business, Chuck Wenthold, environmental health coordinator, reported the fish kill in Hardin Creek has been determined by the DNR to be “undetermined.” Wenthold also reported the unemployment rate in Greene County has increased a small amount from last year at this time, from 1.6 percent to 1.8 percent.

Wenthold had attended a security meeting concerning cameras and door access for the high school.

County engineer Wade Weiss reported the retirement of Joe Brant and resignation of Bryan Booth.

Bardole reported attending a demonstration of outdoor holiday lighting for the courthouse. He said quotes from the company would be coming soon.
