Police blotter – August 2019

Following are excerpts of activities reported by the Jefferson police department:

Saturday, Aug. 31: At 12:55 am an officer located two individuals trespassing at Daubendiek Park. At 8:45 am an officer responded to the laundromat in the 300 block of W. Reed St for a male who was stuck in the bathroom. The officer was able to free the man.

Friday, Aug.30: At 2:02 am officers responded to as residence in the 200 block of W. Adams St for a burglary in progress. Upon arrival, officers found two males fighting in the front yard of the residence. The two individuals were identified as Juan Guzman and Christopher Lindaman. Juan Guzman, 32, of Jefferson was arrested for assault- simple*. During the investigation it was found there was an outstanding warrant in Chickasaw County another male who was on scene. Joshua Geigle, 27, of Jefferson, was arrested on the warrant for failure to appear and transported to the Greene County jail. At 9:07 am an officer assisted the Perry PD with an ongoing investigation. At 4:43 pm an officer responded to the 400 block of N. Wilson Ave for a two-vehicle accident. Jeannie Gustoff attempted to back up in the roadway but struck the front end of a vehicle driven by Amanda Carlson. Gustoff was cited for unsafe backing. Damage to her 2011 Ford F-150 pickup truck was estimated at $500. Damage to Carlson’s 2016 Ford Fusion was estimated at $2,000. At 6:08 pm a complainant reported a longboard valued at $350 being stolen from the 1000 block of W. Adams St. Between 8 and 10 pm officers responded to bats in houses in the 400 block of W. State St, the 200 block of W. Madison St, and the 600 block of S. Chestnut St.

Thursday, Aug. 29: Routine activity reported.

Wednesday, Aug. 28: At 10:16 am an officer and a DHS case worker received a reported of a possible sex assault of a dependent adult. The investigation into the alleged crime will be handled by the Iowa Department of Inspections and Appeals. At 10:34 pm an officer and the public works director responded to the 100 block of Briarwood Bend for a resident yelling at the crew dropping off new city-owned trash carts. The officer explained to the citizen the proper way to vent his frustrations with the city council. At 5:22 pm staff at Oly’s Corner reported a gas drive-off. At 5:25 pm a complainant reported a driver who had cut her off in traffic had stopped at S. Elm St and Greenewood Rd. She requested an officer. The officer arrived and learned the other driver was from out of town, was lost and did not mean to cut off the other driver. The two drivers had spoken and worked out the issue before the officer arrived. At 6:16 pm an officer was requested at Dollar General. The officers arrived and learned the subjects from the previous entry were still in Jefferson and lost again. The officers assisted them in finding their way out of town. At 7:49 pm a complainant reported a female subject had his uncle’s disability payment card and was using it to purchase items. The officer spoke to the female; she returned the card.

Tuesday, Aug. 27: At 7:02 am an officer responded to a residence in the 1000 block of W. Adams for a theft report. At 12:59 pm an officer responded to the middle school for an unruly student. The student was suspended and removed from the property. At 6:21 pm officers responded to a residence in the 800 block of W. Adams St for a report of a domestic disturbance. As a result, Alyssa Slusser, 25, and Trevor Vanscoy, 28, both of Jefferson, were charged with assault- simple misdemeanor)*. *****Officers responded to calls for help with a bat in the residence in the 600 block Rushview Drive, the 400 block of W. Russell St, the 100 block of E. Clark St and the 1100 block of S. Elm St.

Monday, Aug. 26: At 12:01 am an officer witnessed a driver fail to stop at the posted stop sign at Elm St and W. Lincoln Way. The officer performed a traffic stop with the vehicle. The officer’s investigation led to the arrest of Daryn Joseph Mallory, 53, of Jefferson for operating while intoxicated- second offense (aggravated misdemeanor)*. He was also cited for failure to obey stop sign. At 10:36 am officers responded to a head-on collision on Highway 30 one-fourth mile west of Grimmell Rd. Sharon Bieret of Wall Lake was eastbound driving her 2017 Chevrolet Impala. Boleslaw Bobolinski of West Des Moines was westbound driving a 2019 Chevrolet Equinox owned by Barbara Francis, also of West Des Moines. Bobolinski pulled into the eastbound lane to pass a westbound semi tractor-trailer and collided head-on with Bieret. Both vehicles came to rest in the ditch. Bieret and three passengers, including an infant, and Bobolinski were transported by Greene County Ambulance to Greene County Medical Center. Both vehicles were a total loss. Bobolinski was cited for unsafe passing. The Greene County sheriff’s office and the Jefferson fire department assisted at the scene. At 2 pm a complainant reported the theft of a check from a residence in the 1200 block of Westwood Drive. The officer is investigating. At 10:12 pm a complainant reported being harassed by subjects as she rode her bicycle to and from HyVee. At 11:04 pm during a traffic stop an officer arrested Logan Lee Stanley, 28, of Webster City on an outstanding Greene County arrest warrant for theft- second degree (felony)*.

Sunday, Aug. 26: At 8:35 pm a traffic stop was performed on a speeding vehicle at Highway 30 and N Elm St after the officer’s radar clocked the vehicle traveling at 69 mph in the 55 mph zone. During the stop, the officer noticed the smell of marijuana coming from inside of the vehicle. During a probable cause search of the vehicle, the officer located a vaping device and a bottle of green liquid. The liquid tested positive for marijuana with a NIKS field testing kit. Clarence Steve Richardson of North Carolina was cited for operation without registration and excessive speed. He was given a verbal warning for no proof of insurance. Charges are pending after the officer receives lab results on the seized liquid.

Saturday, Aug. 24: At 6:42 am staff at Greene County Middle School advised of a student who was caught with a vaping device. Harley Marie Smith, 13, of Jefferson was cited for minor using tobacco/vaping product.* At 6:51 am staff at Greene County High School reported removing a vaping device from a student. The subject will face consequences from the school, but is 18 years old and will not face a citation as he is of legal age to possess the device. At 2:16 pm a complainant reported a stray dog in the 400 block of W. Russell St. The officer placed the animal in the animal holding facility.

Friday, Aug. 23: At 7:17 am a complainant advised she was bit by a stray cat in the 300 block of Rushview Drive. The animal was euthanized and taken to the Iowa State Veterinary College for rabies testing. The animal tested negative for rabies.

Thursday, Aug. 22: At 9:45 am an officer investigated a two vehicle property damage accident in the high school parking lot. A 2013 Honda CRV, owned by Samantha Telleen of Jefferson, was parked in the lot. Lucy Dudley of Jefferson attempted to pull into a parking space but struck Telleen’s vehicle. Damage to the vehicle Dudley was driving, a 2009 Chevrolet Impala owned by Erika Godwin of Jefferson, was estimated at $500. Damage to Telleen’s vehicle was estimated at $200. No citation was issued as the accident occurred outside of the roadway on private property. At 1:35 pm a resident advised the 9-year-old male she was babysitting at a residence in the 500 block of W. Harrison St was missing. She had left the residence for a few minutes to take care of her animal and when she returned, the juvenile was gone. Officers began searching for the boy and were shortly later advised he was with a grandparent and fine. At7:17 pm staff at Sparky’s One Stop reported a possible short-change artist had been in the business on 8/17. The store was short $70 in the cash drawer for the shift. They are working to obtain video of the transactions in attempt to identify the subject.

Tuesday, Aug. 20: At 8:17 am staff at Fareway reported a male had passed a counterfeit $100 bill there on 08/19. A suspect was provided to the officer. Charges are pending the completion of the investigation. At 8:24 am Jefferson public works employees located a small baggy of suspected marijuana at Russell Park. The officer field tested the green leafy substance, which tested positive for marijuana. The items will be destroyed by the officer. ***** Arrest warrants have been issued in connection with an investigation that began 7/09 at Wild Rose Casino. Items had been removed from a purse in a vehicle in the parking lot and the victim’s credit card had been used. Warrants are requested for Amanda Ruth Breckenridge, 30, of Ankeny for burglary- third degree (aggravated misdemeanor), unauthorized use of a credit card (aggravated misdemeanor) and theft- fifth degree (simple misdemeanor)*.

Monday, Aug. 19: At 3:05 pm a resident found a stray dog in the 400 block of N. Vine St. The dog was placed in the animal holding facility. At 11:52 pm a caller advised an officer of the strong odor of marijuana coming from a neighboring apartment. The officer is investigating.

Sunday, Aug. 18: At 1:23 am while conducting a parks check, an officer located three juvenile males sitting on a table at Russell Park. One juvenile ran from the area as the officer approached them. The officer spoke to the remaining juveniles, who advised the male was not 18 and worried about getting into trouble. The officer has the juvenile’s name and is investigating.

Saturday, Aug. 17: At 9:52 pm a complainant requested an officer at a residence in the 600 block of W. Washington St to remove an intoxicated female from the residence. The complainant advised the intoxicated female walked away from the residence before the officer arrived. He requested the officer locate her and tell her she is not welcome back at this residence. The officer located the female entering a vehicle at White Oak Station. Before the officer exited his vehicle, she pulled out of the parking lot onto Washington St. The officer performed a traffic stop. The officer’s investigation led to the arrest of Melynda Louise Weltha, 43, of Grand Junction for operating while intoxicated- first offense (serious misdemeanor)*.

Friday, Aug. 16: At 11:24 pm while conducting a parks check at Kelso Park, an officer located a parked vehicle and spoke to the occupants. The officer’s investigation led to the arrest of a 17-year-old male for possession of alcohol by person under 18 (simple misdemeanor)*. The juvenile was released to a parent. Rachel Suzanne Smith, 30, of Audubon was cited and released for permitting person under 18 to consume alcohol and open container of alcohol- driver (both simple misdemeanors)*.

Thursday, Aug. 15: At 12:07 am a traffic stop resulted in the arrest of Samantha Henderson, 26, of Jefferson for driving while license revoked (serious misdemeanor)*. At 1:45 pm a complainant reported her vehicle window had been broken while it was parked in the 600 block of N. Locust St overnight. The officer estimated the damage at $300. At 3:16 pm staff at Greene County Medical Center emergency room requested officers to locate a male psych patient who left ER. The officers located the male subject in the 300 block of N. Cedar St and coaxed him back to ER.

Wednesday, Aug. 14: At 8:11 am an officer responded to Midland Power for a burglary. It was reported someone over the morning hours had cut a hole into the side of a steel storage building and removed three large spools of bare copper wire. The copper wire had a total value of $5,317.60. An officer is investigating. At 5:20 pm a complainant reported harassment at city hall. An officer is investigating. At 9:43 pm a juvenile reported someone had caused damage to a long board in the 800 block of W. Washington St.

Tuesday, Aug. 13: At 11:34 pm callers advised of hearing an explosion near the 600 block of N. Chestnut St. The officer searched the area and learned the explosion came from a residence in the 100 block of E. Clark St. A large firework had been set off on a window air conditioner at the residence. The residents advised the officer they have been having problems with a male subject and provided the officer a name of the male. The officer is investigating the event.

Monday, Aug. 12: At 6:45 am an officer responded to a car-deer accident in the 1600 block of N Elm St. Brian Kraft was driving his 2018 Ford Escape when a deer struck his vehicle. Damage to the front left window and mirror on the vehicle was estimated at $500. At 7:37 am the Jefferson fire department and an officer responded to a fire alarm activation at Genesis Development at 401 W. McKinley St. No fire was located and it was determined to be a false alarm. ***** An officer has sent a charge to juvenile court for a 17-year-old Jefferson male for theft- fifth degree (simple misdemeanor)*. The charge stemmed from the theft of alcohol from HyVee on 08/08. ***** An officer has sent charged to juvenile court for two males, ages 14 and 15, for interference with official acts (simple misdemeanor)*. The two ran from an officer after curfew on 8/05.

Sunday, Aug. 11: At 2:49 pm an officer assisted the Greene County jailer with a female prisoner who was assaulting the jailer. The officer gave the female several commands that went ignored by the prisoner. She lunged towards the officer and the officer deployed his Taser on the female to gain control and compliance. The sheriff’s office will be handling any criminal charges in the matter. At 6:46 pm an caller advised they had witnessed a rabbit with an arrow through it in the 700 block of S. Oak St. The officer is investigating.

Saturday, Aug. 10: At 11:46 a complainant reported a tire had been cut on his vehicle while parked in the 600 block of N. Wilson Ave overnight. At 7:54 pm a complainant requested an officer at a residence in the 100 block of E. Clark St for a reported assault with a knife. The officer’s investigation led to the arrest of Brianne Kara Wolf, 28, homeless, for assault while displaying a dangerous weapon (aggravated misdemeanor) and assault- simple*.

Friday, Aug. 9: At 8 am John McConnell reported a hit and run accident that had occurred on 08/08. McConnell’s 2007 Chevrolet Impala had been parked in the 200 block of N. Wilson Ave from 12 to 2 pm. He discovered damage estimated at $1,000 to the left rear tire and left rear quarter. The officer is investigating. At 8:04 am staff at HyVee reported the theft of alcohol the previous evening. Video was provided to the officer of a couple taking a bottle of liquor valued at $19.24. The officer has identified the couple and charges are pending. At 11:30 am staff at the Greene County Community Center reported criminal mischief in a men’s restroom. Damage and clean-up expense was $200. The staff is reviewing video to determine who is responsible and charges are pending. At 2:20 pm a complainant reported the theft of items from a residence in the 1000 block of W. Adams. St. Cash and items totaling $1,650 were missing. They were last known to be in the apartment in late June. No forced entry was located. The officer is investigating the reported theft.

Thursday, Aug. 8: At 12:23 pm staff at Doc’s Stadium reported a stray kitten had entered the business. The officer placed the kitten in the animal holding facility. At 10:14 pm staff at HyVee reported the theft of alcohol. The officer has identified the suspect and is working toward charges in the matter.

Wednesday, Aug. 7: At 4:38 am staff at HyVee reported the theft of alcohol. The business is providing the officer with video footage of the event for the investigation. ***** After completing the investigation into a paycheck allegedly stolen from a residence in the 100 block of E. Central Ave on 7/24, the officer requested arrest warrants for Cole Anthony Langford, 35, of Des Moines on charges of theft- third degree (aggravated misdemeanor) and forgery (class D felony)*.

Tuesday, Aug. 6: At 12:06 pm a complainant reported he had fallen victim to an internet scam. He was provided checks that were deposited in his account. He had purchased money cards and supplied the scammer with the number on the back, allowing the scammer to cash the cards. The complainant lost more than $1,700. These crimes are nearly impossible to investigate as they occur in the internet world. At 1:36 pm Jefferson officers assisted a DNR officer in the execution of a search warrant at 607 E. Reed St. after several complaints of deceased red fox on the neighboring properties in the last few days. Numerous air rifles, scopes, and ammo were seized by the DNR. The DNR will handle any citations or criminal charges in the matter. At 4:38 am staff at HyVee reported the theft of alcohol. The business is providing the officer with video footage of the event for the investigation.

Monday, Aug. 5: At 2:19 am an officer located four juveniles walking in the 700 block of S. Wilson Ave. Two males ran and the officer learned their names from the two remaining females. The officer took the female home and woke up her parents to advise them of the issues. The officer also made contact with the parents of the two boys that ran from the officer. Charges are pending for curfew violation for all and interference with official acts for the two who ran from the officer. At 6:17 am a complainant advised that she was walking her dog in the 400 block of N Pinet St when two yellow labs charged at her and her dog. The officer was unable to locate the reported animals.  At 10:20 am the pubic works director reported a large amount of lumber had been dumped at the city yard waste site. The officer noticed some of the lumber had been burned and remembered a report of a pile of lumber on fire at a residence in the 400 block of N. Chestnut St a few weeks ago. The officer checked the residence and noticed the pile of lumber was no longer at the residence and spoke to the owner of the residence. She advised a male friend had gotten rid of the lumber pile for her. Michael Eastman of Jefferson was cited by the officer for depositing or throwing litter. He may also face restitution costs to the city as the city crew cleaned up the lumber from the brush pile and disposed of it. At 12:14 pm staff t HyVee reported the theft of alcohol valued at $28. A male and female had left the business after placing two bottles of alcohol in a purse and not paying for them. The store is providing the officer with video surveillance of the event for the investigation. At 3:15 pm a complainant reported a deceased fox in her yard in the 600 block of E. Adams St. As the officer was disposing of the animal, he noticed a gun shot wound. The officer is investigating the event. ***** An arrest warrant has been requested for James Leon Cunningham, 44, of Jefferson for theft- fifth degree (simple misdemeanor) in connection with a reported theft of a cell phone in the 400 block of E. McKinley St on 8/01*.

Sunday, Aug. 4: At 10:35 am staff at HyVee reported alcohol had been stolen on 8/03. Staff provided the officer with surveillance video of the theft. The female in the video had been previously charged for the theft of alcohol and banned from the store, but allowed back to shop again. An arrest warrant has been requested for Janon Leslie Olson, 48, of Jefferson for theft- fifth degree (simple misdemeanor)*. At 9:51 pm a complainant reported a group of kids on skateboards on N. Grimmell Rd near the railroad crossing. She advised they were hard to see and worried someone would be struck by a vehicle. The officer located the group and spoke to them about wearing reflective clothing or lights so then can be seen easily after dark.

Saturday, Aug. 3: At 12:01 am an officer witnessed a vehicle turn from Wild Rose Lane onto Highway without using a turn signal. The officer performed a traffic stop with the vehicle on Highway 4 just north of the casino. The officer’s investigation led to the arrest of Brandon Lee Dodson, 33, of Webster City for driving while license barred (aggravated misdemeanor)*. He was also cited for operation without registration and failure to provide proof of financial liability. At 3:18 am a complainant advised two male subjects had thrown rocks at his residence in the 600 block of W. Monroe St before running away. He provided the officer with a possible suspect. The officer did not locate anyone in the area and is still investigating. At 10:34 am a caller advised of a stray dog running near Ferguson Circle. The officer located the animal and placed it in the animal holding facility. At 3:30 pm a complainant advised of criminal mischief to a camper in the 800 block of W. State St. Several windows had been broken out with large rocks. The damage had occurred sometime over the previous week. Estimates to replace the broken windows totaled $450. At 4:10 pm a complainant reported criminal mischief had occurred to his vehicle while it was parked in the alley in the 100 block of E. State St. All the windows were broken out and tires were all cut on a 1995 Chevrolet S-10 pickup truck. The damage had occurred after Aug. 2. The damage was estimated at $1,000. At 4:19 pm a complainant reported a cell phone had been stolen from a residence in the 400 block of E. McKinley St. The complainant provided the officer with the name of a suspect. The officer is finishing the investigation and charges are pending.

Friday, Aug. 2: At 7:02 am a complainant reported finding items left overnight on a trampoline in a yard in the 300 block of E. McKinley St. The items did not belong to the complainant. The officer  took possession of the bike, karaoke machine, and pogo stick. At 7:07 am a complainant reported two tires of his Dodge Caravan were cut with a knife while the vehicle was parked in the 600 block of W. Monroe St. The residence has exterior surveillance cameras and the complainant will provide the officer with footage if located. At 6:37 pm a complainant reported a careless driver on Highway 4 heading north toward Jefferson. The officer locked his radar unit on the vehicle as it entered Jefferson at 53 mph in a 35 mph zone. A traffic stop was performed in the 200 block of S. Elm St. The officer immediately smelled the strong odor of alcohol coming from the driver. The officer was not certified in implied consent and contacted another JPD officer to conduct the traffic stop. The officer’s investigation led to the arrest of Gisela Del Carmen Guerrero, 52, of Dawson for operating while intoxicated- second offense (aggravated misdemeanor)*. She was also cited for failure to have a valid driver’ license, excessive speed, and failure to carry a registration card.

Thursday, Aug. 1: At 1:06 pm staff at the Greene County Medical Center emergency room advised a male had walked away from the facility during a committal process. The officer located the male in the 400 block of W. State St and coaxed him back to ER. At 5:52 pm staff at White Oak Station reported three male juveniles attempting to enter the business through a back door. The officer later located three juveniles fitting the description given and spoke with them about the call. At 6:15 pm staff at the Jefferson library reported three boys trying to climb the walls at the library. The officer spoke with the juveniles and sent them home for the evening. At 6:19 pm a complainant reported her granddaughter’s longboard had bee stolen from the library between 1 and 4 pm.
