Police blotter – June 2017

Following are excerpts of activities reported by the Jefferson police department:

Friday, June 30: At 4 pm an Officer investigated a single vehicle accident in the parking lot of Oly’s Corner. The front bumper of a 2003 Lincoln Navigator operated by Jonathan Dolph of Jefferson made slight contact with south side of the building. Damage to both the vehicle and building was estimated $500. The driver reported he forgot to place the vehicle in park and it rolled forward into the building. No citation were issued due to private property. At 8:13 pm an officer responded to a complaint of a dog left outside during a thunderstorm with no shelter. The officer was unable to locate an owner and the animal was placed in a shelter.

Thursday, June 29: At 12:30 am a complainant requested an officer at a residence in the 100 block of E. Monroe St for a domestic argument. The officer worked to separate the two for the evening, without success. Steven Logan Dzuris, 29, of Jefferson was arrested for public intoxication- second offense (serious misdemeanor)*. At 9:56 am a resident caught a stray dog in the 600 block of N. Locust St. The dog had broken its cable and belonged in the neighborhood. No one responded at the owner’s residence. The officer placed the animal in the animal holding facility. At 2:24 pm an officer followed up with subjects in the 500 block of E. Garfield St who had been at ER earlier in the day with a cat bite. A male juvenile was petting a cat that walked onto the property. He attempted to pick up the cat and was bit on the back of the hand. The cat ran from the area after biting the subject.

Wednesday, June 28: At 1:44 am an officer located three young subjects under the overpass on N. Elm St. He warned them for trespassing and sent them home. At 4:18 pm an officer arrested Niko Lee Rice, 23, of Paton on an outstanding JPD arrest warrant for theft- fifth degree (simple misdemeanor)*. At 7:21 pm staff at Casey’s (N. Elm) reported a gas drive off. The unknown subject did not pay for $26.51 in fuel.

Tuesday, June 27: At 1 pm a complainant reported a stray cat in the 500 block of Hillcrest. The officer placed the cat in the animal holding facility. At 4:17 pm a complainant advised of fireworks being set off near the 300 block of S. West St. The officer warned a group of subjects in that area. ******* An arrest warrant has been requested for Rodney Wesley Reed, 53, of Grand Junction for harassment- third degree (simple misdemeanor)*. Reed was advised by an officer to end unwanted contact with a Jefferson female on June 26. Reed ignored the warning and continued to contact the female.

Monday, June 26: At 1:42 pm an officer arrested Derek Ott, 35, of Jefferson on an outstanding Greene County arrest warrant for burglary*. At 4:01 pm an officer attempted to speak to a male walking in the 400 block of N. Maple St when the male took off running from the officer. After a foot chase the subject surrendered in the 500 block of N. Maple. Zachery Allen Waters, 21, of Paton was arrested on an outstanding JPD arrest warrant. Waters was charged with criminal mischief 4th degree (serious)* in connection with an event in the 300 block of N. Oak St on June 24. At 5:07 pm an officer assisted the Jefferson fire department with a kitchen fire at 401 N. Wilson. The officer was able to put out the small fire in the oven with his extinguisher. At 8:43 pm a complainant reported a burglary occurring at a residence in the 300 block of N. Oak St. Electronics had been removed from the residence. The officer is investigating. At 9:44 pm an officer checked on two females digging through the recycling bins in the 600 block of N. Maple St. One of the females had an active arrest warrant. Vickie Jo Williams, 41, of Panora was arrested on two Guthrie County arrest warrants for burglary (aggravated misdemeanor) and theft- 4th degree (serious misdemeanor)*.

Saturday, June 24: At 9:20 pm a complainant reported child abuse that allegedly occurred at a residence in the 300 block of S. Grimmell Rd in May. The officer is investigating. At 10:55 pm a resident brought a stray dog to the LEC she had found in the 1600 block of Westwood Drive. The officer placed the animal in the animal holding facility. At 11:15 pm a complainant reported criminal mischief to a garage door at a residence in the 300 block of N. Oak St. The officer spoke to two independent witnesses in the investigation. The officer has requested an arrest warrant for Zachary Allen Waters of Paton for criminal mischief- fourth degree (serious misdemeanor)*.

Friday, June 23: At 8:55 a complainant reported a stray dog in the 300 block of Greenewood Road. The officer caught the animal and placed it in the animal holding facility. At 10:34 am a traffic stop in the 300 block of N. Elm St led to the arrest of David Michael Cannon, 39, of Grand Junction for driving while license barred (aggravated mismeanor)*. At 1:17 pm management at Hy-Vee requested an officer for the theft of meat. The officer was provided video of the shoplifting event and knew the male suspect involved. An arrest warrant has been requested for Nico Lee Rice, 23 of Paton for theft- fifth degree (simple misdemeanor*).

Thursday, June 22: At 7:40 pm a resident brought a stray dog she had caught to the LEC. The officer knew the dog, as the department had dealt with the animal on numerous occasions recently. The animal’s owner was contacted to come pick up his dog. Michael Godwin of Jefferson was cited for animal at large prohibited. At 10:55 pm a complainant advised of a smoke alarm ringing in a mobile home in the 700 block of N. Cedar St. The officer could not get a response when knocking at the door of the trailer. The officer entered the unlocked trailer to check for anyone inside. No one was present and no fire was located. The officer removed the battery from the malfunctioning smoke alarm.

Wednesday, June 21: At 4:24 pm a traffic stop in the 100 block of S. Maple St resulted in the arrest of Shawn J. Gifford, 26, of Jefferson for driving while barred (aggravated misdemeanor)*. He was also cited for failure to wear safety belt and failure to provide proof of financial liability.

Tuesday, June 20: At 4:38 pm a complainant reported a burglary that occurred to his vehicle overnight in the 100 block of W. Vest St. Fishing poles were removed from the vehicle. The officer spoke to witnesses and is investigating. At 8:21 pm a male subject called requesting officers at his residence in Jefferson for a domestic situation between him and his girlfriend. He kept advising his address was 219 NW 6th St. Eventually the dispatcher learned he was in Jefferson, OR. He was advised to call his local authorities and was provided with a phone number.

Monday, June 19: At 8:04 am an officer investigated a backing accident in the parking lot at Casey’s General Store (N. Elm St). Birton Davis was backing from a parking spot in his 2004 Ford Freestar Van. Davis advised he could not see around a vehicle parked in the lot and backed into a 2003 Saturn L200 owned by Jenna Byers of Churdan. The Davis vehicle had a reported $1,000 in damages to rear bumper. The Byers vehicle suffered a reported $1,500 in damage to the left rear corner of the vehicle. No citation was issued as the accident occurred on private property.

Saturday, June 17: At 4:44 am an officer removed a cat from a live trap at 108 E. Central Ave. The kitten was placed in the animal holding facility. At 7:58 am a complainant spoke with an officer about items possibly stolen from her mother’s residence in the 500 block of W. Lincoln Way. The officer is investigating. At 4:14 pm a complainant reported criminal mischief to an inflatable pool at a residence in the 300 block of N. Maple St. It appeared someone had sliced the pool with a sharp object. At 6:17 Union Pacific railroad police reported a juvenile on a bicycle “playing chicken” with a train at the Cedar St crossing. The officer did not locate anyone in the area.

Friday, June 16: At 2:50 pm an officer investigated a backing accident in the 100 block of E. Monroe St. Jeanna Keller was backing from off street parking in her 2008 Dodge Caravan. Martha Monroe was backing from a private drive in her 2013 Chrysler Town & Country. Neither driver saw the other and the two vehicles collided in the street. The officer estimated damages at $500 to each vehicle. Both drivers shared equally in fault, so the officer did not issue citations. At 8:32 pm an officer investigated a backing accident in the Hy-Vee parking lot. Crystal Heard backed her 2015 Hyundai Sonata into a 2016 Chevrolet Cruze being driven by Joel Erritt of Jefferson. Damage to Heard’s vehicle was estimated at $500. Damage to the vehicle Erritt was driving, which is owned by Amanda Brown of Jefferson, was estimated at $1,000. The accident occurred on private property, no citation issued.

Thursday, June 15: At 1:41 pm Jefferson police officers and Greene County deputies assisted the Kossuth County sheriff’s office with the execution of a search warrant at 607 W. South St. The Kossuth County deputy was searching for stolen property. During the search, officers discovered possible narcotics and related items. The JPD obtained a second search warrant for the narcotics and removed them from the residence for testing. Charges are pending the results of lab testing on the items. At 9:44 pm callers advised of fireworks being set off in the 300 block of S. Pinet St. The officer made contact with subjects setting them off and advised them fireworks are still not allowed in Jefferson. ******* A 16-year-old male has been charged with possession of marijuana (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. The juvenile charges came from a consent search at 806 W. Washington St on June 1.

Wednesday, June 14: At 5:40 am a complainant reported an abandoned vehicle parked in the 200 block of Hill Rose Lane. The officer had the vehicle towed from the area and placed it in the impound lot. At 1:40 pm a complainant reported a dog whose chain was wrapped around a tree in the 100 block of N Maple St. The complainant advised the animal could not get to the water dish. The officer made contact with the animal’s owner; the owner corrected the issue.

Tuesday, June 13: At 6:47 am a complainant reported he had a feral cat on his property. An officer removed it. At 12:36 pm officers responded to the 400 block of S. Elm St for a two-vehicle accident. Darwin Glade of Minburn was northbound driving a 2003 Dodge Ram 2500 pickup truck when the left rear tire came loose and separated from the vehicle, causing $300 in damage to the axle of the truck. The tire struck the front passenger corner of a vehicle that was at the intersection of Elm and W. South St. The tire caused an estimated $500 in damage to the 2016 Ford Fusion, which was driven by Jeremy McHargue of Grand Junction. Glade reported he had new tires installed on the truck a week prior. It appeared the lug nuts were overtightened and broke the studs. No citation was issued. At 5:33 pm an officer responded to the parking lot at Wild Rose Casino for a two-vehicle accident. Cecelia Thelen of Vail tried to park her 2011 GMC Terrain but struck the bumper of a 2012 Ford F150 pickup truck owned by Wayne Ubben of Story City. Damage to both vehicles was estimated at $100. At 8:28 pm officers assisted a Greene County sheriff’s deputy with a consent search of a garage in the 300 block of N. Oak St. At 9:08 pm officers began assisting the Ames police department in a theft under investigation. At 9:10 pm a complainant reported a theft from the property on N. Oak St that had been searched earlier.

Monday, June 12: At 11:19 am Mark Morrow was arrested on an outstanding Greene County arrest warrant for failure to appear*. At 3:19 pm an officer witnessed Ryan Brown, 44, of Jefferson driving a green 2002 Infinity I35 in the 900 block of N. Elm St. The officer had prior knowledge that Brown’s driving privileges are barred in Iowa. The officer attempted to stop the vehicle, but Brown took off at a high rate of speed as he turned westbound on W. Head St from Elm St. A short pursuit ensued and ended at Brown’s residence in the 1000 block of N. Walnut St. Speeds reached more than 50 mph in the 25 mph zone on Head St. Inside the vehicle with him was Brown’s 6-year-old son. Brown was subsequently arrested at his residence and charged driving while license barred, child endangerment, and eluding (25 mph over limit), all aggravated misdemeanors*. He was also cited for failure to give continuous turn signal and unsafe turn or failure to give signal. At 8:55 pm management at Sparky’s One Stop spoke with an officer about several insufficient funds checks they had received from the same subject. The officer is investigating.

Sunday, June 11: At 1:04 am as a result of a traffic stop in the 200 block of E. Harrison St, Johnathan Dale Laue, 40, of Grand Junction was charged with driving while license barred (aggravated misdemeanor) and operating a motor vehicle while intoxicated (serious misdemeanor)*. He was also cited for failure to obey a stop sign. During the same traffic stop, Laue’s wife Tauwana Laue, 38, of Grand Junction stopped in a separate vehicle next to the officer. It was determined she was intoxicated as well. Tauwana Laue was also charged with operating a motor vehicle while intoxicated (serious misdemeanor)*. At 1:38 am officers responded to a one vehicle property damage only accident in the 200 block of E. Harrison St. Jacob Jubbs was driving a red 207 Dodge Charger and accidently drove over a parking block in a private parking lot, but did not cause any damage to the vehicle. At 12:14 pm as a result of a traffic stop at the intersection of Highway 4 and 245th St Shane Gailey, 27, of Fort Dodge was charged with driving while license revoked (serious misdemeanor)*. He was also cited for excessive speed.

Saturday, June 10: At 10:47 am a complainant reported a burglary at a residence in the 300 block of N. Chestnut St. The complainant reported two cell phones and a car battery were stolen from the residence. An officer is investigating. At 5:55 pm as a result of a traffic stop in the 100 block of W. Madison St, Michael Hamilton of Jefferson was placed under arrest for an outstanding Carroll County arrest warrant for failure to pay child support*. While being placed under arrest, he was found to be in possession of a glass smoking device containing white residue suspected to be methamphetamine. The officer also located a wood box that contained a green leafy substance. It was believed to be marijuana. These items will be tested and charges will follow at a later time. At 9:54 pm a complainant reported juveniles drinking at her residence in the 200 block of W. Adams St. After the officers arrived and conducted their investigation, Bradlee Elmer, 21, of Cedar Falls was charged with providing alcohol to a minor*. A 17-year-old female, a 17-year-oldmale, and a 14-year-old male were charged with possession of alcohol under legal age.

Friday, June 9: At 9:23 am a complainant reported a loose dog in the 100 block of Lincoln Place. Michael Godwin of Jefferson was subsequently cited for animal running at large, a city ordinance violation. At 1:21 pm a complainant reported a domestic abuse assault that occurred at a residence in the 300 block of N. Pinet St. An officer determined a verbal argument had become physical. Conner Laine Lopez, 20, of Ogden was charged with domestic abuse assault- first offense (serious misdemeanor)*. At 7:47 pm officers responded to a residence in the 300 block of N. Oak St for an unknown disturbance. Officers found an argument taking place and eventually arrested Eddie Goff, 38, of Jefferson for public intoxication*.

Thursday, June 8: At 4:19 pm staff at the medical center emergency room advised of a cat bite. The officer spoke to the party bitten and learned she was walking her dog in the 1000 block of W. Adams St. A neighboring cat broke free from a leash and attempted to attack her dog. She stepped in between the two animals and received scratches on her legs. The officer is working to gain proof of vaccinations from the owner of the cat.

Tuesday, June 6: At 10:33 am an officer arrested Edward Goff, 38, of Des Moines on an outstanding Jefferson police department arrest warrant for failure to appear on an original charge of harassment- third degree*. At 1:26 pm an officer investigated a vehicle-bicycle accident at S. Elm and W. Washington St. Ben Robbins of Jefferson was westbound on Washington riding a bicycle. As he attempted to cross Elm St he ran into the side of southbound 2015 Jeep Grand Cherokee owned and driven by Linda Smith of Jefferson. Robbins was not injured. He was cited for failure to obey stop sign. Damage to his bicycle was estimated at $200. Damage to Smith’s vehicle was estimated at $1,000. At 7:48 pm Crystal Gregerson reported her vehicle had been struck and damaged while parked in the street in the 300 block of W. Adams St. The 2004 Dodge Intrepid had a reported $500 in damage to the rear driver’s side of the vehicle. The officer is investigating. At 10:30 pm JoAnn Johnston reported that her vehicle had been struck while parked at Hy-Vee. The 2013 Toyota Sienna suffered a reported $1,000 in damage to the right rear side. The officer is working with the business to view video of the event and attempt to identify the other vehicle involved.

Monday, April 5: At 4:16 pm an officer was called to a residence in the 500 block of S. Maple St to speak with two juveniles. They had advised they felt their grandma had poisoned them with food. The officer spoke to the two and convinced them they were fine at their grandma’s residence.

Saturday, June 3: At 8:12 am staff at Fareway reported an abandoned bicycle there. The officer placed the bike in the impound lot. At 2:08 pm during a traffic stop in the 700 block of W. Russell St the officer determined there was an outstanding warrant out of Carroll County for a female passenger. The officer arrested Kristina Marie Greene, 42, of Jefferson on the Carroll County arrest warrant for fail to appear*. Greene had not appeared in court on a charge of possession of controlled substance.

At 2:45 pm staff at Hy-Vee captured a stray dog. The officer placed the animal in the animal holding facility. At 2:58 pm an officer investigated a backing accident at Hy-Vee involving Chandra Butler of Yale and Michael Caraher of Jefferson. Both drivers began to back up from parking spots at the same time and collided. Damage to Butler’s 2008 Chevrolet Impala and to Caraher’s 2011 Chevrolet Impala was estimated at $600 each. No citation was issued as it occurred on private property.
